THE PRESIDENT: The 6191st meeting of the Security Council is called to order. The provisional agenda for this meeting is before the Council in document S/Agenda/6191, which reads, "Maintenance of international peace and security, nuclear proliferation, and nuclear disarmament." Unless I hear any objection, I shall consider the agenda adopted. Agenda is adopted.
I wish to warmly welcome the distinguished heads of state and government, the General -- the Secretary General, the Director General of the IAEA, ministers and other distinguished representatives present in the Security Council chamber. Your presence is an affirmation of the importance of the subject matter to be discussed.
The Security Council summit will now begin its consideration of item two of the agenda. Members of the Council have before them document S/2009/473, which contains the text of a draft resolution prepared in the course of the Council's prior consultations. I wish to draw Council members' attention to document S/2009/463 containing a letter dated 16 September 2009 from the United States of America, transmitting a concept paper on the item under consideration. In accordance with the understanding reached earlier among members, the Security Council will take action on the draft resolution before it prior to hearing statements from the Secretary General and Council members. Accordingly, I shall put the draft resolution to the vote now. Will those in favor of the draft resolution contained in document S/2009/473 please raise their hand? The results of the voting is as follows: The draft resolution is received unanimously, 15 votes in favor. The draft resolution has been adopted unanimously as Resolution 1887 of 2009.

The UN Security Council has adopted a resolution expanding sanctions against North Korea. The new resolution, which was drafted by the US and China, was in response to Pyongyang's third nuclear test.
The resolution was approved unanimously by the 15-nation council, after three weeks of negotiations between the US and China.
It calls on the implementation of tighter financial restrictions on North Korea, and for a crack down on its attempts to ship and receive banned cargo in breach of UN sanctions. It also calls on states to deny aircraft permission to take off, land or fly over their territory if illicit cargo is suspected to be on board.
The resolution condemns North Korea's latest nuclear test "in the strongest terms" for violating council resolutions, bans further ballistic missile launches, nuclear tests "or any other provocation," and demands that North Korea return to the Nuclear Nonproliferation Treaty.
It goes on to condemn North Korea's ongoing nuclear activities, including its uranium enrichment. It stresses the UN Security Council's commitment "to a peaceful, diplomatic and political solution," and urges that six-party nuclear talks be resumed.

UNITED NATIONS — The U.N. Security Council voted unanimously Thursday for tough new sanctions to punish North Korea for its latest nuclear test, a move that sparked a furious Pyongyang to threaten a nuclear strike against the United States.
The vote by the U.N.'s most powerful body on a resolution drafted by North Korea's closest ally, China, and the United States sends a powerful message that the international community condemns the ballistic missile and nuclear tests -- and repeated violation of Security Council resolutions.
Immediately before the vote, an unidentified spokesman for Pyongyang's Foreign Ministry said the North will exercise its right for "a preemptive nuclear attack to destroy the strongholds of the aggressors" because Washington is pushing to start a nuclear war against the North.
It appeared to be the most specific open threat of a nuclear strike by any country against another.
Although North Korea boasts of nuclear bombs and pre-emptive strikes, it is not thought to have mastered the ability to produce a warhead small enough to put on a missile capable of reaching the U.S. It is believed to have enough nuclear fuel, however, for several crude nuclear devices.
The new sanctions are aimed at reining in North Korea's nuclear and missile programs by making it more difficult for Pyongyang to finance and obtain material for these programs, tracking illegal diplomatic activity and intensifying inspections of cargo to and from the country. In a measure targeted at the reclusive nation's ruling elite, the resolution bans all nations from exporting expensive jewelry, yachts, luxury automobiles and racing cars to the North.
After the 15-0 vote, U.S. Ambassador Susan Rice told reporters that "taken together, these sanctions will bite and bite hard."
Responding to Pyongyang's nuclear strike threat, she said, "North Korea will achieve nothing by continued threats and provocation."
She urged North Korea's leaders to heed President Barack Obama's call to follow the path of peace. If it doesn't, she said, the Security Council is committed in the resolution to take further measures.
China's U.N. Ambassador Li Bao Dong said the top priority now is to "bring down the heat" and focus on diplomacy and restarting the six-party talks aimed at denuclearizing the Korean peninsula.
In North Korea, Army Gen. Kang Pyo Yong told a crowd of tens of thousands that North Korea is ready to fire long-range nuclear-armed missiles at Washington.
"Intercontinental ballistic missiles and various other missiles, which have already set their striking targets, are now armed with lighter, smaller and diversified nuclear warheads and are placed on a standby status," Kang said. "When we shell (the missiles), Washington, which is the stronghold of evils, .... will be engulfed in a sea of fire."
The statement by the North Korean Foreign Ministry spokesman was carried by the North's official Korean Central News Agency.
It accused the U.S. of leading efforts to slap sanctions on North Korea. The statement said the new sanctions would only advance the timing for North Korea to fulfill previous vows to take "powerful second and third countermeasures" against its enemies. It hasn't elaborated on those measures.
The statement said North Korea "strongly warns the U.N. Security Council not to make another big blunder like the one in the past when it earned the inveterate grudge of the Korean nation by acting as a war servant for the U.S. in 1950."

We Object! Russia and China veto UN resolution on Syria
The United Nations Security Council has just voted on a draft resolution concerning the ongoing violence in Syria. Of the voting members, Russia and China were the only ones to vote against the draft, but as permanent members of the UNSC they both hold veto power, and the resolution has not been passed as a result. The news follows days of heated political debates in the UNSC, with many members supporting a Western-backed draft calling for foreign nations to put an end to what some called the "Syrian killing machine." Russia and China were the only permanent Security Council members opposing the draft, reminding others that it was not their place to intervene in another country's domestic affairs. Russian Ambassador to the United Nations Vitaly Churkin earlier said any proposals including an arms embargo or a demand for Assad's resignation would be vetoed. The Security Council meeting comes amid reports from Syria of a new crackdown in the city of Homs, with hundreds reportedly killed. UN Security Council Slaps North Korea With Stricter Sanctions
The UN Security Council has approved harsher sanctions against North Korea following its February 12 nuclear test. It comes almost immediately after a threat by North Korea to launch a preemptive nuclear strike against the United States and South Korea.
The new UN resolution is the product of three weeks of negotiations between the US and China. China is largely seen as one of the few countries that have any sway over the rogue regime.
The unanimous resolution makes existing sanctions stricter, specifically targeting the import of luxury goods like yachts, and cars by senior North Korea officials.
Although sanctions have been in place since 2006, the new resolution mainly closes a loophole that allowed individual countries to determine what counted as a luxury good. The gap gave North Korea access to things that the original sanctions were meant to block. Though whether the new resolution will have any affect depends mainly on how strictly China enforces it.
Perhaps emblazoned by the apparent success of February's nuclear test, North Korea called an end to the armistice that stopped the Korean War in 1953 with promises of using "lighter and smaller nukes" to turn Washington and Seoul into "a sea of flames."
Although most analysts agree that a nuclear strike is unlikely, Seoul faces some risk of a North Korean provocation.

North Korea is threatening to scrap the armistice agreement if South Korea and the U.S. proceed with their
joint Key Resolve military exercise on Monday.
Seoul says if the communist regime takes aggressive action during the training period it is prepared to switch to combat readiness.

North Korea has threatened to cancel the armistice agreement that ended the Korean War in 1953 in response to sanctions by the U.N Security Council and the scheduled holding of the joint military exercise Key Resolve by South Korea and the U.S. on Monday.
"If South Korea and U.S. continue their wartime practices on March 11th, we will completely nullify the armistice agreement."
Tensions are rising on the Korean peninsula with Pyongyang repeatedly threatening to start an all out war.
However the Key Resolve exercise will conduct ten days of a wartime computer simulation training exercise as planned.
This year's training is focused on improving the prompt dispatch of military equipment and troops from the U.S. mainland to South Korea in case of the outbreak of war.
There are over 10 thousand U.S. troops and over 200 thousand South Korean soldiers participating in this year's exercise.
For this year's exercise U.S. is expected to mobilize an aircraft carrier, stealth fighter jets, and strategic bombers.
"Key Resolve is a command post exercise, and Foal Eagle is conducted outdoors to test the mobilization of our troops to increase the personnel that will be dispatched."
This year's exercise will focus on how to fully utilize both U.S. and South Korean troops in a wartime situation.
South Korean military officials have emphasized that if North Korea is provocative in any way during the duration of the exercise, South Korea and the U.S. will switch to combat readiness.

United Nations, New York, 24 September 2009: The Security Council, in a summit meeting this morning presided over by the US President Barack Obama, adopted Resolution 1887, which, among other things, calls upon the States that are party to the Non-Proliferation Treaty (NPT) to comply fully with all their obligations and fulfill their treaty commitments. It also calls upon all States to sign and ratify the Comprehensive Test Ban Treaty (CTBT).
Todays meeting only the fifth in the Council's history to be held at the level of heads of State and government began with the unanimous adoption of a resolution by which the 15-member body voiced grave concern about the threat of nuclear proliferation and the need for global action to combat it.
Although we averted a nuclear nightmare during the Cold War, we now face proliferation of a scope and complexity that demands new strategies and new approaches, said Mr. Obama, the first US President to preside over a Security Council meeting.
Just one nuclear weapon exploded in a city be it New York or Moscow, Tokyo or Beijing, London or Paris could kill hundreds of thousands of people. And it would badly destabilize our security, our economies, and our very way of life.

UN Security Council holds closed-door session on Syria
The UN Security Council closes its doors to the press whenever critical briefings are delivered on Syria -- and Tuesday's briefing was no different.
UN Special Envoy Lakhdar Brahimi delivered a report on the deepening troubles there -- and afterward -- the Security Council President for the month said that the Council is concerned -- but took no action.
Khan added that suggestions were made to try to help the Council overcome its paralysis on Syria -- but he didn't go into details.
