A budget (from old French bougette, purse) is a financial plan and a list of all planned expenses and revenues. It is a plan for saving, borrowing and spending.^[1]

A budget is an important concept in microeconomics, which uses a budget line to illustrate the trade-offs between two or more goods. In other terms, a budget is an organizational plan stated in monetary terms.

In summary, the purpose of budgeting is to:

1. Provide a forecast of revenues and expenditures, that is, construct a model of how our business might perform financially if certain strategies, events and plans are carried out.
2. Enable the actual financial operation of the business to be measured against the forecast.
3. Establish the cost constraint for a project, program, or operation.

Why do we produce budgets?[link]

Budget helps to aid the planning of actual operations by forcing managers to consider how the conditions might change and what steps should be taken now and by encouraging managers to consider problems before they arise. It also helps co-ordinate the activities of the organization by compelling managers to examine relationships between their own operation and those of other departments. Other essentials of budget include:

• To control resources
• To communicate plans to various responsibility center managers.
• To motivate managers to strive to achieve budget goals.
• To evaluate the performance of managers
• To provide visibility into the company's performance

Business start-up budget[link]

The process of calculating the costs of starting a small business begins with a list of all necessary purchases including tangible assets (for example, equipment, inventory) and services (for example, remodeling, insurance), working capital, sources and collateral. The budget should contain a narrative explaining how you decided on the amount of this reserve and a description of the expected financial results of business activities. The assets should be valued with each and every cost. All other expenses are like labour factory overhead all freshmen expenses are also included into business budgeting.

Corporate budget[link]

The budget of a company is often compiled annually, but may not be. A finished budget, usually requiring considerable effort, is a plan for the short-term future, typically one year (see budget year). While traditionally the Finance department compiles the company's budget, modern software allows hundreds or even thousands of people in various departments (operations, human resources, IT, etc.) to list their expected revenues and expenses in the final budget.

If the actual figures delivered through the budget period come close to the budget, this suggests that the managers understand their business and have been successfully driving it in the intended direction. On the other hand, if the figures diverge wildly from the budget, this sends an 'out of control' signal, and the share price could suffer as a result.

Event management budget[link]

A budget is a fundamental tool for an event director to predict with reasonable accuracy whether the event will result in a profit, a loss or will break-even. A budget can also be used as a pricing tool.

There are two basic approaches or philosophies when it comes to budgeting. One approach is telling you on mathematical models, and the other on people.

The first school of thought believes that financial models, if properly constructed, can be used to predict the future. The focus is on variables, inputs and outputs, drivers and the like. Investments of time and money are devoted to perfecting these models, which are typically held in some type of financial spreadsheet application.

The other school of thought holds that it’s not about models, it’s about people. No matter how sophisticated models can get, the best information comes from the people in the business. The focus is therefore in engaging the managers in the business more fully in the budget process, and building accountability for the results. The companies that adhere to this approach have their managers develop their own budgets. While many companies would say that they do both, in reality the investment of time and money falls squarely in one approach or the other.

Government budget[link]

The budget of a government is a summary or plan of the intended revenues and expenditures of that government.

United States[link]

The federal budget is prepared by the Office of Management and Budget, and submitted to Congress for consideration. Invariably, Congress makes many and substantial changes. Nearly all American states are required to have balanced budgets, but the federal government is allowed to run deficits.

India[link]

The budget is prepared by the Budget Division of Department of Economic Affairs of the Ministry of Finance annually. This includes supplementary excess grants and when a proclamation by the President as to failure of Constitutional machinery is in operation in relation to a State or a Union Territory, preparation of the Budget of such State. The railway budget is presented separately.

Philippines[link]

The Philippine budget is considered the most complicated in the world, incorporating multiple approaches in one single budget system: line-item (budget execution), performance (budget accountability), and zero-based (budget preparation). The Department of Budget and Management prepares the National Expenditure Program and forwards it to the Committee on Appropriations of the House of Representative to come up with a General Appropriations Bill (GAB). The GAB will go through budget deliberations and voting; the same process occurs when the GAB is transmitted to the Philippine Senate.

After both houses of Congress approves the GAB, the President signs the bill into a General Appropriations Act (GAA); also, the President may opt to veto the GAB and have it returned to the legislative branch or leave the bill unsigned for 30 days and lapse into law. There are two types of budget bill veto: the line-item veto and the veto of the whole budget.

Personal or family budget[link]

In a personal or family budget all sources of income (inflows) are identified and expenses (outflows) are planned with the intent of matching outflows to inflows (making ends meet). In consumer theory, the equation restricting an individual or household to spend no more than its total resources is often called the budget constraint.

Budget types[link]

• Sales budget – an estimate of future sales, often broken down into both units and dollars. It is used to create company sales goals.
• Production budget – an estimate of the number of units that must be manufactured to meet the sales goals. The production budget also estimates the various costs involved with manufacturing those units, including labor and material. Created by product oriented companies.
• Cash flow/cash budget – a prediction of future cash receipts and expenditures for a particular time period. It usually covers a period in the short term future. The cash flow budget helps the business determine when income will be sufficient to cover expenses and when the company will need to seek outside financing.
• Marketing budget – an estimate of the funds needed for promotion, advertising, and public relations in order to market the product or service.
• Project budget – a prediction of the costs associated with a particular company project. These costs include labor, materials, and other related expenses. The project budget is often broken down into specific tasks, with task budgets assigned to each. A cost estimate is used to establish a project budget.
• Revenue budget – consists of revenue receipts of government and the expenditure met from these revenues. Tax revenues are made up of taxes and other duties that the government levies.
• Expenditure budget – includes spending data items.

Kapil Sibal (Punjabi: ਕਪਿਲ ਸਿਬਲ, Hindi: कपिल सिब्बल; born 14 Feb 1950,is a lawyer and an Indian politician. He is currently the Minister of Human Resource Development and Minister of Communications and Information Technology.^[1] He also held the two positions of Minister of Science and Technology and Minister of Earth Sciences in the First Manmohan Singh Cabinet.

Sibal was first nominated in July 1988, as a Member of the upper house of the Indian Parliament, the Rajya Sabha, from the State of Bihar and served as Additional Solicitor General of India (December 1989 – December 1990) and President of the Supreme Court Bar Association on three occasions (1995–96, 1997–98 and 2001–2002).^[2]

Career[link]

Kapil Sibal joined the Bar association in 1970.In 1973, he qualified for the Indian Administrative Service (IAS), and was offered an appointment, but declined the offer. Instead he decided to set up his own law practice.^[2][3] He was designated as a Senior Lawyer in 1983. He was also the Additional Solicitor General of India between 1989 and 1990.^[2][4]

In August 2008, an anthology of Kapil Sibal's poems titled I Witness: Partial Observation was published by Roli Books, New Delhi.^[5] He has also contributed several articles on various prominent issues such as security, nuclear proliferation, and terrorism in national dailies and periodicals. In the 2004 general elections, Sibal became an MP by winning the Chandni Chowk constituency in the National Capital Territory representing the Congress Party and was inducted into the Cabinet under Prime Minister Manmohan Singh as Union Minister for Science, Technology and Earth Sciences. He won the constituency of Chandni Chowk for the second time for the Indian National Congress in the Lok Sabha elections of 2009 against TV actor Smriti Irani of the Bharatiya Janata Party (BJP).

Over the years, he has held several important positions in the Government of India and the Society, such as: Additional Solicitor General of India (December 1989 – 1990); Member, Board of Management, Indira Gandhi National Open University (1993); President, Supreme Court Bar Association (1995–96, 1997–98 and 2001–2002); Member, Rajya Sabha (July 1998); Member, Executive Council, Institute of Constitutional and Parliamentary Studies (July, 2001); Member, Business Advisory Committee (August, 2001); Member, Committee on Home Affairs (January, 2002); Co-chairman, Indo-US Parliamentary Forum (2002); Member, Board of International AIDS Vaccine Initiative (2002); Member, Programme Board of the Bill & Melinda Gates Foundation's Indian AIDS initiative (2003); Member, Working Group on Arbitrary Detention set up by the Human Rights Commission, Geneva.

He represented India in the Annual Meetings of the World Economic Forum in 2005 and 2009 held at Davos, Switzerland. He led the Indian delegation to the Annapolis Conference, USA, held to gather International support for establishment of a Palestinian state and the realization of Israeli–Palestinian peace during November 2007. He led the Indian delegation to the United Nations Framework Convention on Climate Change (UNFCCC) at Bali in December 2007.

Minister Sibal has recently approved the creation of an Indian Institute of Technology Muddenahalli as part of the 11th 5 year plan.^[6] He is also the person who introduced the Continuous and Comprehensive Evaluation (CCE) system in India for Class IX and Class X and he has also started the changes in the IIT JEE pattern. He has laid the foundation stone for IIT Patna

One Laptop per Child (OLPC) and $35 Laptop[link]

He has also announced an Indian touchscreen tablet computer, Akash which will be co-developed with private partnership. It may be available to students for 1,500 (US$29.93). Satish Jha, chairman of OLPC India, the leading competitor to this venture, questioned his claim that a $35 laptop could be created in a year.^[7] Five state Chief Ministers endorsed the OLPC initiative and the Chief Minister of Rajasthan himself inaugurated the project on the day Sibal showcased his future laptop. The event was attended by two members of the Union Cabinet.^[8][9] This also lead to an open letter by Nicholas Negroponte offering him complete access to MIT and OLPC technologies to help realise India's dream to create a laptop of its own.^[10] Though Sibal demonstrated the laptop in a TV interview and suggested that his tablet was for university students and not for the school children as yet, there were questions about India's contribution to it that may be open to scrutiny once the laptop reaches university students.

Controversy[link]

Kapil Sibal has come under criticism from the students of several IIT's who call his move of abolishing IIT-Joint Entrance Examination and introducing 40% weightage for Class 12 marks and the proposal for a Common Engineering Entrance Exam as a move which was uncalled for. After the HRD Ministry confirmed the news of abolishing IIT-JEE.^[11]

During his tenure as Telecom Minister his comment about the loss in the 2G spectrum scam being only notional and causing "zero loss"^[12] created a public outcry^[13] and he had to clarify it later.^[14] Kapil Sibal was indicted by CAG for favoring M/S Phoenix Rose LLC by overlooking rules and regulations and handpicking that company for creating a database for over 5 lakh working professionals of People of Indian Origin settled in the US. CAG's report said that the project’s cost was $1,20,000 but three years after the initiation, the company has dumped the networking site, completing just over 16% of the targeted work.^[15]

His move to regulate internet content^[16] was strongly criticized across many social networking sites like Facebook, Twitter and Google+.^[17]

Personal life[link]

Kapil Sibal was married to Nina Sibal from 1973. But she died due to breast cancer in 2000.^[18] Amit and Akhil, Sibal's two sons from his first marriage, are both lawyers.^[19]

In 2005, Sibal married social activist Promila Sibal.^[20][21]

Early life[link]

Robbins was born Jay Mahavorick in North Hollywood, California, on February 29, 1960. He later moved to Azusa, California, and attended Glendora High School. Robbins says that he lived in a small low-rent apartment in the Los Angeles area during his early twenties and had dreamed of living in a mansion for years. In 1984, as his career began to take off, he bought the Del Mar Castle, designed by Richard Requa, for $1.7M. He sold the property in 1988 for $3.25M.^[15]

Robbins began his career promoting seminars for Jim Rohn. According to Robbins, Rohn taught him that "happiness and success in life are not the result of what we have, but rather of how we live. What we do with the things we have makes the biggest difference in the quality of life."^[16]

Later Robbins began his own work as a self-help coach. He taught neuro-linguistic programming (NLP) and Ericksonian Hypnosis after training with NLP co-founder John Grinder. In 1983, Robbins learned to firewalk from Tolly Burkan^[17] and began to incorporate it into his seminars.^[18][19]

Robbins promoted his services as a "peak performance coach" through his books and TV infomercials, gaining strong public recognition and lucrative sales. He conducts a large range of seminars and live events around the world dedicated to achieving greatness in his participants by unleashing their personal power and helping them align their values with their individual life goals.^[20] In 1997, Robbins began the Leadership Academy seminar, in which participants learn to "[c]reate an identity for them self as someone who can help 'anyone', no matter what his/her challenge may be."^[21] Robbins is a featured speaker on the seminar circuit sponsored by Learning Annex. Robbins appeared as a featured speaker at the 2007 Technology, Entertainment and Design (TED) conference. His talk is among the top ten TED talks viewed online.^[22]

Robbins is involved with the Robbins-Madanes Center for Strategic Intervention, which focuses on personal, family and organizational psychology, and claims to help people "find breakthrough strategies and solutions for overcoming the problems that confront us all."^[23]

Robbins also conducts seminars, including his four-day Unleash the Power Within (UPW) seminar, Mastery University and Business Mastery.^{[24][25] [26]}

The UPW is also known as his firewalk seminar, during which the participants walk barefoot over hot coals at the end of the first evening. The aim of the seminar, demonstrated in the firewalk, is to illustrate that the main quality shared by those who achieve greatness is the ability to take action ("Personal Power").^[27]

Mastery University is promoted at the UPW seminar.^[24][25] Mastery University is composed of three seminars:

- Life Mastery, espouses Robbins' ideas about what makes for a healthy lifestyle, and has in the past featured guest lecturers including Deepak Chopra and John Gray.

- Wealth Mastery, espouses Robbins' ideas about what makes for a wealthy lifestyle.

- Date With Destiny, the only Mastery event at which Robbins is present for the entire event, is said to be designed to help participants align their values so that they are not in conflict, but rather are aligned with the participant's individual goals.^[28]

In 1997, Robbins initiated his Leadership Academy seminar,^[29] in which he invites participants to learn the skills he uses, with the stated goal of the program to enable the participant to "[c]reate an identity for yourself as someone who can help 'anyone', no matter what his/her challenge may be".^[21]

In 2009 Robbins created his Business Mastery program,^[26] designed to provide business leaders with tools to manage and grow their businesses. The seminar is conducted live by Robbins and features entrepreneur guest speakers. Past speakers have included Steve Wynn, CEO of Wynn Resorts,^[30] Peter Guber (Chairman & CEO of Mandalay Entertainment Group)^[31] and Tony Hsieh (CEO and Founder of Zappos.com).^[32][33]

Books[link]

Robbins has published two best-selling books, Unlimited Power and Awaken the Giant Within.

Unlimited Power, published in 1987, discusses the topics of health and energy, overcoming fears, persuasive communication, and enhancing relationships.^[34] One reviewer called the book "uplifting and idealistic" and referenced the "dynamic enthusiasm" of the book;"^[35] and another describes Robbins as “a persuasive communicator who spends more linage on step-by-step details of his recommendations than in self-boosterism."^[36] while another reviewer said it's "too wordy" and "reads like a transcript of a series of talks."^[37] Other reviewers dispute the book's originality, pointing to ideological similarities with Maxwell Maltz, Norman Vincent Peale, Napoleon Hill, and Dale Carnegie, all of whom Robbins acknowledges in his book.^[38] Some have criticized the chapter called "Energy: The Fuel of Excellence" which includes information on food combining, lymphology, and deep breathing to promote health. Robbins makes reference to the book Fit for Life and its authors, Harvey and Marilyn Diamond, whom he refers to as his "former partners".^[39] The National Council for Reliable Health Information wrote a critical review of the chapter and called his sources unreliable.^[40][41]

Awaken the Giant Within, published in 1992, was an expansion of his personal development techniques and strategies taught through a motivational self-help type approach. Robbins made the distinction between his techniques, coined as Neuro-Associative Conditioning as distinct from Neuro-Linguistic Programming because the trademarked difference is defined by the application of "conditioning" to a newly learned personal development technique and/or skill or strategy rather than "being programmed" and suggest-ably fixed once and for all by someone else who had more power than the individual to make a change.^[42]

Movie appearances and TV show[link]

Robbins has cameo roles in the 2001 movie Shallow Hal, the 1994 movie Reality Bites, three episodes of The Roseanne Show and an episode of The Sopranos.^[43] In July 2010, NBC debuted Breakthrough with Tony Robbins, a reality show that followed Robbins as he helped the show's participants face their personal challenges.^[44][45] NBC canceled the show, after airing two of the planned six episodes, due to low viewership of 2.8 million.^[46] In March 2012 the OWN Network picked the show up for another season beginning with the original first season set to re-run and thereafter leading directly into the new 2012 season.^[47]

In April 2012, Robbins began co-hosting "Oprah's Lifeclass" on the OWN Network ^[48]

Anthony Robbins Foundation[link]

In 1991, Robbins launched a charity, the Anthony Robbins Foundation.^[49] It is dedicated to empowering students and prisoners through food drives and learning programs based on his teachings.^[50] According to the official website, the foundation has "products and programs in more than 2,000 schools, 700 prisons, and 100,000 health and human service organizations."^[51] These programs have been written about and featured in many dozens of articles, appearing on various websites, like Cherish Our Children International^[52] and Harmony With No Limits.^[53] The independent charity watchdog, Charity Navigator, gives the foundation a rating of two out of four stars.^[54] The official website states that "the Foundation is committed to make a difference in the quality of life for children, the homeless, the prison population, and the elderly through its various programs". The foundation has subsequently led to the forming of "Basket Brigades" across the world that occur each Thanksgiving. Individuals and groups have joined together to assemble and deliver dinner baskets to needy families.^[49]

Lawsuits[link]

Federal Trade Commission: In May 1995, Robbins Research International (RRI) responded to Federal Trade Commission charges of misrepresentation of potential earnings to franchise investors. RRI and the FTC entered into a stipulated settlement agreement, in which RRI agreed to pay $221,260 (USD) in consumer redress. RRI did not admit guilt under the settlement.^[55]

Wade Cook: Financial seminar guru Wade Cook also sued Robbins for copyright infringement and plagiarism, alleging that Robbins used proprietary terms in his seminars and in his book Wall Street Money Machine. In 1998, a Tacoma, Washington, jury ordered Robbins to pay Cook US$650,900 in damages. The order to pay damages was temporarily withdrawn^[56] until 2000, when the ninth circuit court ruled that the trial judge has misinterpreted the statutes.

The verdict and damages were reinstated with a statement that "The Court found that U.S. District Court Judge, Jack Tanner, erred in "finding a conclusion contrary to the jury award" and sent instructions to reinstate the award. "This is a landmark decision by the 9th Circuit Court because of the high profile players and issues at stake" said lead attorney and Wade Cook General Counsel, Troy Romero. "The Court is telling individuals that, no matter who you are, the protection of copyrightable material will be preserved." Robbins was forced to pay the entire amount.^[57]

In 2001, Robbins filed a lawsuit against the Vancouver Sun newspaper, alleging defamation and libel. The judge determined the Vancouver Sun defamed Robbins when it called him a hypocrite. Awarding Robbins $20,000 in damages, the judge wrote "While damages are presumed, the plaintiff's failure to take the witness stand and to testify about his feelings and the impact of the defamation upon his reputation leaves the court somewhat in the dark about these matters". The court awarded Robbins his attorneys' fees and costs in addition to damages.^[58][59]

Celebrity status[link]

In his book Awaken the Giant Within, Robbins recalls meetings with various celebrities, saying he was a student of their success. People he mentioned were Nelson Mandela, Mikhail Gorbachev, Bill Clinton, Margaret Thatcher, François Mitterrand, and Princess Diana.^[60] In Robbins' infomercials, celebrity appearances were made by Fran Tarkenton, Pamela Anderson, Quincy Jones, Erin Brockovich and Anthony Hopkins. Robbins stated that they came without any compensation.^[61]

In 1994, President Bill Clinton invited Robbins, Marianne Williamson and Steven R. Covey to a meeting at Camp David. All parties "refused to divulge the substance of their meeting with the Clintons".^[62]

Personal life[link]

In 1984, Robbins and his ex-girlfriend, Liz Acosta, had a son, Jairek Robbins.^{[citation needed]}

In 1999, Robbins and his first wife Becky Robbins (née Jenkins) separated. Their divorce was finalized on June 21, 2001. Becky already had three children from two former marriages. Robbins considers them his own children.^[63]

In June 2001, Robbins married Bonnie Humphrey (now known as Sage Robbins)^[64]

Robbins alludes to his personal belief in God in Unlimited Power, giving the grand complexity of life as evidence of an intelligent designer.^[65]
