The move comes ahead of a vote that was expected to see Cyprus take a levy of up to 6.7% on all savings under 100,000 euros in Cypriot banks. The Eurogroup, the body that oversees monetary policy in the Eurozone, met on Monday night and afterwards released a statement saying that savers with small deposits should protected. On Saturday the Eurogroup had told debt-ridden Cyprus that it was not going to give it a bailout unless it recouped some of the money it needed from savers. Cyprus had planned to take up to 6.7% on all deposits under 100,000 euros (£86,000) then changed its plans to taking 6.7% on all savings between 20,000 and 100,000 euros and 9.9% on all saving over 100,000 euros. The scheme had to potential to affect thousands of Britons who had either moved to Cyprus to live or had money saved in Cypriot accounts. Russia, whose citizens are thought to have up to $30bn of their cash tied up in Cypriot accounts, was left furious by the proposal. A statement from the Eurogroup president Jeroen Dijsselbloem, issued after the meeting finished at about 8.30pm on Monday said: "The Eurogroup continues to be of the view that small depositors should be treated differently from large depositors and reaffirms the importance of fully guaranteeing deposits below EUR 100,000. "The Cypriot authorities will introduce more progressivity in the one-off levy compared to what was agreed on 16 March, provided that it continues yielding the targeted reduction of the financing envelope and, hence, not impact the overall amount of financial assistance up to EUR 10bn." Foreign Secretary William Hague said on Sunday that Britain had been "separated" from contributing towards the 10bn euro (£8.6bn) bailout, adding that 3,000 Britons in the country would not suffer in the proposed raid on bank savings. It is believed however that many British Cypriots may have millions in accounts that are not protected by UK rules. While the Eurogroup is urging Cyprus not to tax those with savings of less than 100,000 euros, it said that in order to do so, those with greater savings should be taxed more heavily. Eurozone finance ministers proposed a higher tax rate of 15.6%. Cyprus had been due to vote on the levy on Sunday but it was first pushed back until Monday and then Tuesday. The plan to tax savers which was announced on Sunday resulted in a run on Cyprus's banks in the countries in which they were open. In Cyprus the banks were closed on Monday because of a bank holiday which prevented people withdrawing their money but cash machines across the country were emptied. The country's authorities announced on Monday that the banks would stay shut for another two days (Tuesday and Wednesday) to prevent people removing all their cash. The decision to target bank accounts stunned Cypriots, and police sealed off parliament as about 400 people staged a noisy protest outside, aggrieved that their small island of one million people should be singled out for such treatment. It is the first time in the EU it has been proposed to tax savers in a country to pay for the failings of their government. The euro and stock markets fell on concern that developments in tiny Cyprus could reignite the financial crisis in the 17-nation eurozone, while angry Cypriots staged protests outside their heavily guarded parliament. If Cyprus does tax large savers heavily there are fears that money could flood out of the country as two thirds of deposits are from abroad. Bank customers will pay a levy of up to 9.9% on their savings, a charge which will raise nearly 6bn euros (£5.1bn). Cyprus is the fifth country to seek a bailout following Greece, Ireland, Portugal and Spain but the terms of the deal are a radical departure from previous schemes. Finance ministers have agreed to lend the indebted island 10bn euros but in return, the public will be forced to forfeit part of their savings. Savers with more than 100,000 euros (£86,500) in the bank will be charged a one-off levy of 9.9%. Those with less will be charged 6.7%. It will apply to everyone from pensioners to Russian oligarchs, who are alleged to have billions stashed away in what officials say is a bloated Cypriot banking sector. Private investors will also face a second hit under a "withholding tax" imposed on interest on bank deposits More than a third - 37% - of cash held in the Cypriot banking system belongs to non-residents and the country has a large British ex-pat community. Queues of people gathered at cash machines on the island on Saturday as they tried to withdraw their money ahead of the move. And the country's cooperative banks had to shut their doors after seeing a rush of savers keen to protect their money. Savers could apparently withdraw money but were not able to carry out electronic transfers. British Cypriot Andy Georgiou, 54, moved his life savings to Cyprus last year after selling his home in London. "I am extremely angry. I worked years and years to get it together and now I am losing it on the say-so of the Dutch and the Germans," he said. Andri Menelaou, 25, had thought anything below 100,000 euros was protected by the state and said: "I don't have much but I don't see why I should pay for bank mistakes." The move is expected to generate 5.8bn euros (£5bn) for Cyprus, which first applied for a bailout in June 2012. Banks have already taken steps to freeze the required amount in deposit accounts and parliament is due to vote on the levy on Sunday. Nicholas Papadopoulos, head of parliament's financial affairs committee, said: "My initial reaction is one of shock. "This decision is much worse than what we expected and contrary to what the government was assuring us, right up until last night." Mr Papadopoulos, vice-chairman of the Democratic Party which is a coalition partner in government, said he did not want to predict how parliament would vote. "If we go ahead with this, there is a great risk it is not the end. The banking system will still face instability because it will face a significant capital flight," he said Cyprus was badly hit by the Greek financial crisis because of its close links to the country. Its two largest banks saw combined losses of 4.5bn (£4bn) euros - equal to a quarter of the island's gross domestic product. The rescue package was agreed after 10 hours of talks in Brussels and was significantly less than the 17bn euros (£14.7bn) asked for. As part of the deal, the government will also have to hike corporate tax to 12.5% from 10% and sell off state assets to help balance the public finances. Dutch finance minister Jeroen Dijsselbloem said: "As it is a contribution to the financial stability of Cyprus, it seems 'just' to ask a contribution of all deposit-holders." Similar talks held last July failed, mainly due to the objections of the United States and Russia, the world's two largest arms exporters. Heavy clashes in northern Mali have left at least 50 rebel fighters and a French soldier dead, officials said Sunday, following reports that two top Islamist militants were killed in recent days. The reports from Chad that its soldiers killed Mokhtar Belmokhtar, the mastermind of January's assault on an Algerian gas plant that killed 37 foreign hostages, as well as Al-Qaeda in the Islamic Maghreb (AQIM) commander Abdelhamid Abou Zeid have not been confirmed by other sources. But both French and Malian officials said clashes had intensified in the region in recent days, with French Defence Minister Jean-Yves Le Drian saying a French soldier had died "in some of the heaviest fighting that we have carried out on Malian territory." A Malian military source said the fighting continued on Sunday near the town of Gao in northern Mali, where Malian troops backed by French forces are hunting down Islamist rebels driven from the region's main cities after a lightning French intervention launched in mid-January. "At least 50 MUJAO Islamists have been killed since the day before yesterday (Friday)," the source told AFP, referring to rebels from the Movement for Oneness and Jihad in West Africa. France said one its soldiers had been killed on Saturday evening in north Mali, the third death of a French serviceman since the intervention began. The defence ministry identified the soldier as 26-year-old Corporal Cedric Charenton, from the First Parachute Chasseur Regiment, who had been deployed in Mali since January 25 and had previously served in Afghanistan and Gabon.
