A congressional district is an electoral constituency that elects a single member of a congress. Countries with congressional districts include the United States, the Philippines, and Japan. A congressional district is based on population, which, in the United States, is taken using a census every ten years.

Lloyd Smith was born December 12, 1953. He is a native of Philadelphia, Pennsylvania. He played lead guitar in the funk band the Bar-Kays.^[1] His nickname in the band was "Luscious Lloyd". He also plays piano and other instruments.

He is currently associated with a band called Hip-Soul.

Eric Knowles (born 1953 in Nelson, Lancashire, England)^[1] is a British antiques expert whose main interest is in ceramics.

He first became famous after being a ceramics expert on the Antiques Roadshow. He has also appeared in such programmes as, Going for a Song, Going, Going, Gone, Noel's House Party,^[2] Call My Bluff and 20th Century Roadshow. He has presented the 20 episodes of Restoration Roadshow on BBC for several weeks in the summer of 2010 (ending 3 September).^[3] He is the challenger setter and adjudicator on BBC Two's Antiques Master assisting host Sandi Toksvig.

He is also a Fellow of the Royal Society of Arts and an Ambassador for the Prince's Trust. Knowles is associated with several other charities including Headway, FABLE (For a better life with epilepsy), the New Mozart Orchestra and Wycombe Scanappeal.

Betty Sue Sutton (born July 31, 1963) is the U.S. Representative for Ohio's 13th congressional district, serving since 2007. She is a member of the Democratic Party.

The district includes most of the western and southern suburbs of Cleveland, and includes North Royalton, Akron, Lorain, Elyria, Strongsville, Avon and Cuyahoga Falls.

Early life and education[link]

Sutton was born and raised the youngest of six children in Barberton, just outside Akron. She attended public schools, going on to graduate from Kent State University with a degree in political science. Sutton went on to study for a Juris Doctor at the University of Akron School of Law, where she received a Dean's Club Scholarship and earned both the American Jurisprudence Award and Federal Bar Association Award for Outstanding Performance in Constitutional Law.^[1]

Early political career[link]

During her first year of law school, Sutton successfully ran for her first public office which earned her an at-large seat on the Barberton City Council in 1990.^[1]

A year later, Sutton was appointed to fill an at-large seat on the Summit County Council, where she served until 1992. During her second year in office, Sutton was elected vice president of the council.^[1]

In 1993 she began serving in the Ohio House of Representatives. She served as a state representative for eight years, which was the maximum allowed due to being term-limited.

At 28, she was the youngest woman ever to be elected to the Ohio State House of Representatives. In 1996, she cast the only vote in the Ohio House against a bill that she perceived as corporate welfare; the state's senate eventually rejected the bill. She served on the Committee on Commerce and Labor.^[1]

In 2006, Sutton successfully ran for the seat vacated by Sherrod Brown in the U.S. House of Representatives in Ohio's 13th congressional district.

Sutton was also recognized as a "key House architect" in the American Clean Energy and Security Act that passed the House in June 2009.^[2] An amendment she offered established the "Cash for Clunkers" program. Sutton received wide media attention in 2009 as a result of her lead sponsorship of the Consumer Assistance to Recycle and Save Act, which mandated the "Cash for Clunkers" program that went into effect during the summer of 2009.^[3] Her 2010 Republican opponent, Tom Ganley, sold 876 cars under this program.^[4] At the time, August 2009, his only complaint was about the speed of payment.^[5]

Sutton was the lead sponsor of the Josh Miller HEARTS Act, which mandates that the Department of Education provide funding to local schools for the purchase of automated external defibrillators (AEDs).^[6] The bill was named after one of Sutton's constituents, a 15-year-old honor student, football player, and wrestler from Barberton, Ohio who collapsed and died on the football field after suffering from sudden cardiac arrest.^[7]

Other bills that Sutton has sponsored include the Protect Consumers Act of 2009, which calls for stricter action to protect consumers in the event of a product's mandatory recall by the FDA,^[8] the Disability Equity Act, which eliminates the 5-month waiting period currently in place for Social Security disability benefits,^[9] and the Contractor Accountability Act, which tightens public oversight of federal expenditures.^[10]

Sutton was a member of the all-female, bipartisan softball team created by fellow House members Debbie Wasserman Schultz (D-FL) and Jo Ann Emerson (R-MO) over the summer of 2009. The team played against a team consisting of staff from the National Republican Congressional Committee, the Democratic Congressional Campaign Committee, the Republican National Committee and the Democratic National Committee, and the game benefited the Young Survival Coalition, a foundation dedicated to young women with breast cancer.^[11]

On July 16, 2009, Sutton came out in favor of a public option in any healthcare reform package.^[12]

2006[link]

After sitting Rep. Sherrod Brown of Ohio's 13th congressional district declared his intention to run against Mike DeWine for his seat in the U.S. Senate, Betty Sutton took part in the Democratic primary for his open seat. She defeated notables such as former U.S. Rep. Thomas C. Sawyer, who had previously been redistricted out of Congress, and Capri Cafaro, who had run against Rep. Steven LaTourette in the neighboring 14th District during the previous election cycle. Sutton capitalized on the anti-corruption theme of Ohio's 2006 elections to make a strong showing late in the primary season, and held it to win the primary with the strong support of organized labor.^[14]

Sutton went on to win the November general election against Craig L. Foltin, the Republican mayor of Lorain, Ohio. The Republicans had high hopes for Foltin, who was the popular Republican mayor of a heavily Democratic city,^[15] and despite the local newspaper Akron Beacon Journal's reluctant endorsement of Foltin,^[16] Sutton defeated him 61.22 percent to 38.78 percent, or 135,639 votes to 85,922 votes.

Her campaign received support from the pro-choice political action committee EMILY's List.^[17]

Sutton won against Republican nominee David Potter.

Sutton endorsed Hillary Clinton during the 2008 Democratic primaries after Clinton won the Ohio primaries, stating that she was following the lead of her constituents.^[18] Sutton went on to campaign for Barack Obama after he secured the nomination.^[19]

Sutton defeated Republican nominee car dealer Tom Ganley.

2012[link]

The Cleveland Plain Dealer reported in September 2011 that the new district map of Ohio would place Sutton in “a largely Republican district that's being constructed to favor the re-election of freshman GOP Rep. Jim Renacci of Wadsworth.”^[20] In December, Sutton filed to run against Renacci.^[21] Later that month, Roll Call reported that a poll taken at least two months earlier showed the two congress members “neck and neck at 45 percent.”^[22] On the Washington Post's list of top 10 House races in 2012, Sutton's was at #8.^[23]

According to a study by a good-government group called the Sunlight Foundation, Sutton has the highest staff turnover rate in the House. “The group's examination of House pay records for two years ending in the third quarter of 2011.” reported the Plain Dealer, “found that just 19 percent of Sutton's staffers remained throughout the period. The average House office had a 64.2 percent retention rate during that time, the study found.” The study noted that “high turnover undermines organizational effectiveness."^[24]

Personal life[link]

Sutton is by trade an attorney specializing in labor law. Between her time in the Ohio and United States legislatures, Sutton worked as a labor lawyer with the firm of Faulkner, Muskovitz & Phillips LLP (FMP).^[1]

She currently lives in Copley Township with her husband Doug Corwon, a mediator with the Federal Mediation and Conciliation Service.^[25]

James B. "Jim" Renacci^[3] /rɨˈneɪsi/ (born December 3, 1958) is the U.S. Representative for Ohio's 16th congressional district. He is a member of the Republican Party. He is an Ohio entrepreneur and former mayor of Wadsworth, Ohio.

Early life and education[link]

Jim Renacci was born December 3, 1958, in Monongahela, Pennsylvania, a suburb of Pittsburgh. Renacci’s father was a railroad worker and his mother was a nurse. Renacci earned a degree in business administration from Indiana University of Pennsylvania and became a Certified Public Accountant and financial advisor.^[4]

Business career[link]

A self-made millionaire, Renacci is currently worth between $35 and $100 million and made salary, interest and other income of between $500,000 and $4.3 million in 2008 and 2009.^[5] In June 2006, the Ohio Department of Taxation assessed Renacci $1.4 million in back taxes, interest and penalties for unreported year 2000 income.^[6] Renacci stated that the dispute stemmed from a change in Ohio tax policy. He and his wife paid the State of Ohio more than $1.3 million, along with approximately another 1000 Ohio citizens who also fought the dispute.^[7]

In 2003, Renacci formed the LTC Companies group, a financial consulting service which included a partial ownership of three Harley-Davidson dealerships in Columbus, the Lifestyle Communities Pavilion in Columbus, and Renacci-Doraty Chevrolet in Wadsworth.

Renacci and LTC, over the years, have been a party in a series of legal cases,^[7] including two wrongful death suits related to Renacci's nursing home business,^[8] and a complaint filed by more than a half-dozen temporary employees alleging they were not paid for work they did for Renacci's medical billing firm.^[9] In each case, Renacci either settled out of court or the case was dismissed.^[8]

Renacci became a partner and managing board member of the former Arena Football League's Columbus Destroyers. The team finished the 2007 season as the AFL Eastern Conference Champions with Renacci as President and General Manager.^[10] Renacci also served as AFL Executive Committee Vice Chairman and is a partial owner of the Lancaster JetHawks, a minor league baseball team.

2010 election[link]

Renacci announced on August 24, 2009 that he will run for the U.S. House of Representatives in Ohio's 16th district.^[11][12] The Republican National Committee has identified the Ohio 16th district as a top target.^[13] The National Republican Congressional Committee added Renacci to the "on the radar" stage of the Young Guns program on October 27, 2009.^[14] Renacci raised over $200,000 in his first month on the campaign trail.^[15]

On January 11, 2010, Renacci officially filed to run for Congress.^[16] The next day, Renacci's campaign was labeled a "Contender" by the National Republican Congressional Committee in its "Young Guns" program, the second highest status awarded to candidates.^[17]

Renacci defeated Democratic incumbent John Boccieri by 52% to 41% with 6% of the vote going to Liberatrian candidate Jeffrey Blevins.

In a town-hall forum in Canton, Renacci stated that civil rights issues should be addressed by local governments and stating that the solution is "to get our federal government out of the way" because "it's not the federal government's job."^{[18][19][20][21]}
