German Chancellor Angela Merkel, at the helm of the EU's largest economy, explained why the radical measure makes sense: "So we said: people who have their money in Cyprus' banks have to contribute to saving Cyprus. So everyone who has more than 100,000 euros in his or her account will be taxed by almost 10 percent, by 9.9 percent." Merkel added, "In so doing, the people responsible will contribute - not only tax payers from other countries. And that is correct in my opinion." There will also be a tax of 6.75 percent on smaller deposits. The levy's due to take effect on March 19, although the deal still has to be approved by the parliaments of several eurozone nations, including Cyprus. The island nation, which has one of Europe's smallest economies, is the fifth country to turn to the eurozone for aid during the region's debt crisis. It follows Greece, Ireland, Portugal and Spain. Beijing Correspondent Malcolm Moore reports from China's National People's Congress where Xi Jinping has been formally elected the country's leader. To loud applause, Mr Xi, 59, stood up and bowed to the delegates before shaking hands with outgoing leader Hu Jintao and walking off stage in the Great Hall of the People. Only one of the delegates to the National People's Congress (NPC) declined to rubber-stamp Mr Xi's nomination, voting against him. There were three abstentions and 2,952 votes in favour. Mr Xi was elected by exactly the same margin to the chairmanship of the Central Military Commission, the body that controls the People's Liberation Army, completing the trinity of state, Communist Party and military leadership. "They needed at least one vote of dissent to show that it was a democratic process," commented Malcolm Moore, the Telegraph's Beijing Correspondent. He also reported that the result drew many comparisons on China's social media with the election of a new pope in Rome on Wednesday evening. "We were hoping for a puff of red smoke from the Great Hall today, to mimic the Vatican, but sadly not," he remarked.
