IN THE WORLD PAPERS - Baghdad: City of Corruption
INTERNATIONAL PAPERS, Tues. 05/03/13: International papers react to elections in Kenya. Yesterday's turnout was big despite memories of electoral violence in 2007. Also, the Independent looks at the situation in Baghdad, 10 years after a US-led intervention there. According to a former minister, the Iraqi government is an "institutionalized kleptocracy". And China Daily takes a closer look at the "new crop of deputies" at the National People's Congress.

Film Description: When a hard-luck blue-collar worker and his two best friends are mistaken for Army Reservists by a tough-talking Army sergeant, the plane set to fly them to the front lines of Iraq mistakenly drops them in the middle of Mexico to disastrous results in a freewheeling military comedy starring Larry the Cable Guy, Bill Engvall, and D.J. Qualls. Larry (the Cable Guy) has lost his job and his woman in the short span of 24 hours. Convinced that some suds and target shooting are just the right remedies for a broken, jobless heart, Larry sets out with his next-door neighbor Bill (Engvall) and their trigger-happy pal Everett (Qualls) in order to blast off some rounds and down some brews. Their relaxing weekend soon takes an unexpected turn, however, when hard-case Army sergeant Kilgrove (Keith David) mistakes the trio as slacking Army reservists and loads them in a plane bound for Fallujah. Subsequently air-dropped over Mexico due to pilot error, the clueless, wannabe war heroes become convinced that they're actually in the Middle East and set out to save a rural village from what they assume to be an insurgent uprising. Though the thankful locals champion the noble but dimwitted trio for their heroism, the celebration is short-lived as ruthless warlord Carlos Santana (Danny Trejo) pays a personal visit to the town with a plan to confront the fearless warriors who dared to challenge his iron-fist rule.

Breaking news: Baghdad Iraq car bomb blasts kills more than 20 people in shia area

A spate of six car bombs exploded in Baghdad on Sunday, killing at least 18 people and wounding 82 others, police said.
The blasts mainly targeted outdoor markets in Shiite neighborhoods, Baghdad police said.
Overall violence has dropped significantly in Iraq since the peak of sectarian violence, between 2005 and 2007. Yet such attacks continue as the 10-year anniversary of the U.S-led invasion of Iraq nears next month.
Recent attacks in Shiite areas have spread fear among Iraqis that sectarian warfare may ravage the country again.
Sunnis demand that the Shiite-led government stop what they call second-class treatment of Iraq's Sunni community.
Sunnis largely boycotted Iraq's 2005 elections, leading to the emergence of a Shiite-led government. The move left the once-ruling minority disaffected.
Last month, at least 177 Iraqi civilians, soldiers and police officers were killed in attacks, according to figures compiled by Iraq's interior, defense and health ministries.
The casualties were predominantly civilians, according to the ministries.
The total does not include those killed in Iraq's semi-autonomous Kurdish region, which keeps its own death toll.
Security has deteriorated since last December, when Sunni demonstrators in provinces such as Anbar and Mosul called for an end to what they considered second-class treatment.
The protests were triggered when Iraqi security forces arrested several bodyguards of Finance Minister Rafie al-Essawi, a Sunni.
The attacks are reported to have targeted mainly Shia areas in the city.
Security sources told the BBC three explosions rocked the neighbourhoods of Ourfally, Kiyara and Falah Street in the eastern suburb of Sadr City.
Sunni insurgents linked to al-Qaeda have been blamed for a recent spike in violence.
Although sectarian violence has decreased in Iraq since the height of the insurgency in 2006 and 2007, attacks are still common.
Tensions have also been building up in the lead-up to parliamentary elections, due to be held in March.
On Saturday, the head of Iraq's intelligence academy, Ali Aouni, and two bodyguards died in a suicide blast in the northern town of Tal Afar.
Gen Aouni is believed to be the second prominent Iraq figure to be murdered so far this year, after an opposition member of parliament was killed in the city of Falluja in the western province of Anbar.
Earlier this month, at least 33 people died and about 100 were injured in a spate of car bombings in predominantly Shia areas of Iraq.
The attacks took place as thousands of Sunnis held protest rallies in several cities against the Shia-dominated government of Prime Minister Nouri Maliki, accusing him of monopolising power.

'US incites Yemeni government to level accusations against Iran'
An analyst says Yemeni President Abd-Rabbu Mansour Hadi, supported by the US and Saudi Arabia, is following former dictator Ali Abdullah Saleh's lead in making groundless accusations against Iran. The comment comes as Iraq says a ship loaded with weapons and missiles, which has been seized by Yemen, belongs to Baghdad, despite Yemeni claims that it belongs to Iran. Baghdad said on Sunday that Iraq's Ministry of Defense sent the shipment to Yemen's Mukala port as part of a contract with Sana'a. On February 2, Yemen said the seized ship was an Iranian vessel trying to smuggle explosives and rockets into the Arab country. Officials in Washington had earlier said the ship was intercepted on January 23 in coordination with the US Navy. Press TV has conducted an interview with London-based Middle East expert, Zayd al-Isa to further discuss the issue.
