About halfway into the video, a robot scans the barcode labels on tapes within the library as part of the initial tape inventory process. The demand for data storage continuously grows as researchers use increasingly complex computer models to study Earth's climate by simulating the atmosphere, oceans, sea ice, and land cover. The system, designed by Sun Microsystems, gives NCAR five times its current storage capacity, enabling scientists to conduct increasingly sophisticated computer studies.

The university was founded in 1819 at Norwich by military educator and former superintendent of West Point, Captain Alden B. Partridge. Captain Partridge believed in the "American System of Education," a traditional liberal arts curriculum with instruction in civil engineering and military science. After leaving West Point because of congressional disapproval of his system, he returned to his native state of Vermont to create the American Literary, Scientific and Military Academy. Captain Partridge, in founding his academy, rebelled against the reforms of Sylvanus Thayer to prevent the rise of what he saw as the greatest threat to the security of the young republic: a professional officer class. He believed that a well-trained militia was an urgent necessity and developed the American system around that idea. His academy became the inspiration for a number of military colleges throughout the nation, including both the Virginia Military Institute and The Citadel, and later the land grant colleges created through the Morrill Act of 1862.[4]
Partridge's educational beliefs were considered radical at the time, and this led to his conflicting views with the federal government while he was the superintendent of West Point. Upon creation of his own school, he immediately incorporated classes of agriculture and modern languages in addition to the sciences, liberal arts, and various military subjects. Field exercises, for which Partridge borrowed cannon and muskets from the federal and state governments, supplemented classroom instruction and added an element of realism to the college’s program of well-rounded military education.
Partridge founded six other military institutions during his quest to reform the fledgling United States military. They were the Virginia Literary, Scientific and Military Academy at Portsmouth, Virginia (1839–1846), Pennsylvania Literary, Scientific, and Military Academy at Bristol, Pennsylvania (1842–1845), Pennsylvania Military Institute at Harrisburg, Pennsylvania (1845–1848), Wilmington Literary, Scientific and Military Academy at Wilmington, Delaware (1846–1848), the Scientific and Military Collegiate Institute at Reading, Pennsylvania (1850–1854), Gymnasium and Military Institute at Pembroke, New Hampshire (1850–1853) and the National Scientific and Military Academy at Brandywine Springs, Delaware (1853).[5]
[edit]Fire and hardship: Norwich in the 19th century
In 1825 the academy moved to Middletown, Connecticut, to provide better naval training to the school's growing corps of cadets. In 1829, the state of Connecticut declined to grant Captain Partridge a charter and he moved the school back to Norwich (the Middletown campus became Wesleyan University in 1831). Beginning in 1826, the college offered the first program of courses in civil engineering in the US. In 1834 Vermont granted a charter and recognized the institution as Norwich University. During the 1856 academic year, the first chapter of the Theta Chi Fraternity was founded by cadets Frederick Norton Freeman and Arthur Chase. With the beginning of the Civil War in 1861, Norwich cadets served as instructors of the state militias throughout the Northeast and the entire class of 1862 enlisted upon its graduation. Norwich turned out hundreds of officers and soldiers who served with the federal armies in the American Civil War, including four recipients of the Medal of Honor. One graduate led a corps, seven more headed divisions, 21 commanded brigades, 38 led regiments, and various alumni served in 131 different regimental organizations. In addition, these men were eyewitnesses to some of the war's most dramatic events, including the bloodiest day of the conflict at Antietam, the attack up Marye's Heights at Fredericksburg, and the repulse of Pickett's Charge at Gettysburg. Seven hundred and fifty Norwich men served in the Civil War, of whom sixty fought for the Confederacy.[6] Because of the university's participation in the struggle, the number of students dwindled to seven in the class of 1864 alone.
The Confederate raid on St. Albans, Vermont precipitated fear that Newport, Vermont was an imminent target. The corps quickly boarded an express train for Newport, the same day, October 19, 1864, to the great relief of the inhabitants.
After a catastrophic fire in 1866 which devastated the entire campus, the town of Northfield welcomed the struggling school. The Civil War, the fire, and the uncertainty regarding the continuation of the University seriously lowered the attendance, and the school opened in the fall of 1866 with only 19 students. The 1870s and 1880s saw many financially turbulent times for the institution and the renaming of the school to Lewis College in 1880. In 1881 the student body was reduced to only a dozen men. Later, by 1884, the Vermont Legislature had the name of the school changed back to Norwich. In 1898 the university was designated as the Military

Zachary Lieberman's work uses technology in a playful and enigmatic way to explore the nature of communication and the delicate boundary between the visible and the invisible. He creates performances, installations, and on-line works that investigate gestural input, augmentation of the body, and kinetic response.
Working with collaborator Golan Levin, he created a series of installations - "Remark" and "Hidden Worlds" - which presented different interpretations of what the voice might look like if we could see our own speech. These were followed with "Messa Di Voce," a concert performance in which the speech, shouts and songs of two abstract vocalists were radically augmented in real-time by interactive visualization software. The collaborators have toured and exhibited their works widely, much to the delight of their audiences. Lieberman's installation / performance "Drawn," in which live painted forms appear to come to life, rising off the page and reacting to the world around them, recently won awards in the Ars Electronica and CYNETart competitions. Most recently, he presented "Opensourcery," collaboration with Spanish magician Mago Julian, in which open source software is combined with traditional close-magic to create a completely new realm of tricks.
Lieberman has held artist residencies at Ars Electronica Futurelab, Eyebeam, Dance Theater Workshop, and most recently at the Hangar Center for the Arts, Barcelona.
Lieberman is currently developing a suite of software for disabled students that transforms their movement into an audio-visual response as a means for performance and self-expression. He is also collaborating with Theo Watson on an open source toolkit, openFrameworks, for creative coding in c++.

Theodore Watson is an artist, designer and experimenter whose work is born out of the curiosity and excitement of designing experiences that come alive and invite people to play. Theodore’s work ranges from creating new tools for artistic expression, experimental musical systems, to immersive, interactive environments with full-body interaction. His recent work includes the Graffiti Research Lab's Laser Tag, laser graffiti system and Funky Forest, an immersive interactive ecosystem for young children. Theodore works together with Zachary Lieberman on openFrameworks, which is an open source library for writing creative code in C++.
Watson's work has been shown at MoMA, Tate Modern, Ars Electronica, The Sundance Film Festival, Res Fest, REMF, Cinekid, Montevideo, OFFF, SHIFT, ICHIM, The Creators Series, Deitch Projects, Eyebeam, Pixel Gallery, Museum N8 Amsterdam.
Arturo Castro is currently based in Barcelona. He studied computer science and has collaborated in several creative projects since 2004. Arturo works with Zachary Lieberman and Theodore Watson in the development of openFrameworks, is the maintainer of the Linux version and leads the openFrameworks working group at Hangar (Barcelona).

Q. I have a wireless license but I haven't built a network yet; how can I serve underserved communities?
A. There is $7.2bn available through the BTOP/BIP applications. Partnerships between libraries and service providers can be successful applications.
Q. Were responses different between people who had and hadn't used the internet?
A. 90% of respondents had previously used the internet, though there was a wide skill range. There is a huge interest in getting online, especially for those whose families and social netowkrs are online.
Q. Is cost more important to some particular groups than others? Relevancy?
A. Only one respondent did not mention cost in the conversation. Relevancy is irrelevant as a factor if you need to get online for the things you need to do. Some would have a job not requiring computer skills, get laid off, and need to use the computer to find another job not requiring computer skills. Also, the sample skewed young, while relevancy is more of an issue for older populations.
Q. Are librarians receiving education in digital literacy and teaching digital literacy?
A. Yes, library schools are keeping pace with new technologies. Kids need school librarians to get a 21st century education, but those positions are being cut; they need more, not less. You can't just droplift a computer somewhere and expect it will immediately be useful; people need training in digital literacy.
Q. Where did you get your sample?
A. A variety of people. Less than half of the sample came through libraries and other community centers with internet; the rest came through organizations with no explicit connection to internet services. There were no real differences in responses between groups.
Q. Is Round 2 of BTOP going to be a major source of revenue for libraries and community centers?
A. Not a revenue source, but it could be a sustaining source. Many libraries have inadequate bandwidth for their needs, and additional funding will help sustain that service. (Round 1 focused on residential service, not anchor institutions.)
Q. Does everyone agree that it is important to educate people who don't think the internet is relevant to them?
A. There is not much of a relevance issue. Many people were not enthusiastic about getting online, but everyone agreed it was necessary. (Even in homeless shelters where access was several limited, or rural communities with no electricity and running water, people wanted to use the internet.) Many people find using the internet frustrating, especially e-government services; many are afraid their inexperience will lead to missed benefits or other financial consequences. Those who do say the internet is not relevant may really have a skills issue, who would find the internet relevant if they had the skills needed to use it.
It is a challenge to answer this type of question coming in with predetermined categories of people; one strength of this study is that first we spoke to people and then tried to fit them into categories.
Q. What opportunities and limitations are there for mobile services for low-income communities?
A. In some places cellular service is the only connectivity available; there is no broadband. Most respondents, if forced to choose only one service bill to pay, would keep their cell phone. We didn't dig deeply into the mobile internet question. However, it is clear connectivity solutions will need to be flexible; there is not just one solution that will work for all populations.
Additionally, all respondents had complaints about their service providers, usually related to cost transparency.
Q. Do you have recommendations for increasing in-home broadband to reduce the burden on libraries?
A. Even those who have broadband at home depend on libraries and community centers for some services. Libraries have additional resources and trained librarians to help users get information, especially inexperienced users, and they are centers for social interaction. The FCC data shows that in-home users also use public institutions. These institutions provide the social infrastructure needed for people to gain computer skills.
Q. Is there any data on the transition of services from offline to online-only?
A. We are trying to get it but it is incomplete. For example, we know 5 states have online-only unemployment benefit applications. Because of rising costs many government agencies are looking to more to electronic services. Also, even where offline services are available, they are understaffed and cannot meet demand. The government recommends that people use the libraries to access online government services; the library is the first resort and last refuge for people needing these services.

Windows 7 Media Center with XBMC integrated - Fully working
After some pondering, I decided to "blend" XBMC with Windows 7 Media Center. The reason I did this is because I wanted to watch live tv but still have my movie and tv show library available via a fancy elegant interface (XBMC). XBMC does not have built in functionality for TV tuners... And I have a vista view saber pci-express tv tuner that did not want to work with Media Portal - which is the preferred way to make XBMC work with tv tuners using some plugins. So I came up with this. By default Windows 7 Media Center loads up when the pc is turned on or woken up from sleep. All the unnecessary strips in media center have been removed. I have kept only Extras, TV, and Tasks. This was done by taking ownership of ehress... and editing some xml to remove the strips I didn't need. I am sure there are easier ways to do this... somewhere on the internet there must exist a program or utility that does this. I also used a program called Relauncher... this utility lets you map a program as an icon into the extras library of Windows 7 media center. This is how I got XBMC into Windows Media Center. I also used a program called AutoHotkey. This program let me remap a key on my harmony logitech 610 remote to open the context menu in XBMC. Sorry for the shaky video. This is Windows XP MCE 2005. The thing that is specially for this edition is that it includes Windows Media Center. Windows XP MCE 2005 also includes some Microsoft Plus! programms, IE6, Outlook Express 6, Windows Media Player 10, Service Pack 2, the theme Aqua Blue as standard and other standard XP programms. This iso does not include product key for it. Components installed on my own: Internet Explorer 8 You must have minimum 1024MB of ram in Virtual PC to make this work. It is a very slow build for me.
