The National Republican Congressional Committee (NRCC) is the Republican Hill committee which works to elect Republicans to the United States House of Representatives.
The NRCC was formed in 1866, when the Republican caucuses of the House and Senate formed a "Congressional Committee". It supports the election of Republicans to the House through direct financial contributions to candidates and Republican Party organizations; technical and research assistance to Republican candidates and Party organizations; voter registration, education and turnout programs; and other Party-building activities. It is a registered 527 group.
The NRCC is always chaired by a Republican member of the House, who may serve up to two consecutive terms. The current chair is Rep. Greg Walden of Oregon. Recent former chairmen include Rep. Bill Paxon (1994–98), Rep. Tom Davis (1998–2002), Rep. Tom Reynolds (2002–2006), who was seen as Paxon's protégé and who represented his former district in Erie County, New York, Rep. Tom Cole (2006–2008), and Rep. Pete Sessions (2008-2012). It is governed by an Executive Committee of 11 members, which includes the party's Leader in the House ex officio, and other members elected by the Republican Conference following a House election.
The National Republicans were a political party in the United States. During the administration of John Quincy Adams (1825–1829), the president's supporters were referred to as Adams Men or Anti-Jackson. When Andrew Jackson was elected President of the United States in 1828, this group went into opposition. The use of the term "National Republican" dates from 1830.
Before the elevation of John Quincy Adams to the presidency in 1825, the Democratic-Republican Party, which had been the only national American political party for over a decade, began to fracture, losing its infrastructure and identity. Its caucuses no longer met to select candidates because now they had separate interests. After the 1824 election, factions developed in support of Adams and in support of Andrew Jackson. Adams politicians, including most ex-Federalists (such as Daniel Webster and even Adams himself), would gradually evolve into the National Republican Party, and those politicians that supported Jackson would later help form the modern Democratic Party.
A congressional committee is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Committee membership enables members to develop specialized knowledge of the matters under their jurisdiction. As "little legislatures", the committees monitor ongoing governmental operations, identify issues suitable for legislative review, gather and evaluate information, and recommend courses of action to their parent body. Woodrow Wilson once wrote, "it is not far from the truth to say that Congress in session is Congress on public exhibition, whilst Congress in its committee rooms is Congress at work." It is neither expected nor possible that a member of Congress be an expert on all matters and subject areas that come before Congress. Congressional committees provide valuable informational services to Congress by investigating and reporting about specialized subjects.
Congress divides its legislative, oversight, and internal administrative tasks among approximately 200 committees and subcommittees. Within assigned areas, these functional subunits gather information; compare and evaluate legislative alternatives; identify policy problems and propose solutions; select, determine, and report measures for full chamber consideration; monitor executive branch performance (oversight); and investigate allegations of wrongdoing. While this investigatory function is important, procedures such as the House discharge petition process (the process of bringing a bill onto the floor without a committee report or mandatory consent from its leadership) are so difficult to implement that committee jurisdiction over particular subject matter of bills has expanded into semi-autonomous power. Of the 73 discharge petitions submitted to the full House from 1995 through 2007, only one was successful in securing a definitive yea-or-nay vote for a bill.
