President Aquino opens Philippine Investment Forum 2013
President Benigno S. Aquino III invited potential investors to consider expanding their respective businesses in the Philippines saying the country is now in a better position to offer more and readily meet their requirements in order for their investments to prosper.
The President offered his invitation during his speech formally opening the Philippine Investment Forum 2013 held at the Peninsula Manila in Makati City on Tuesday.
He pointed out that potential investors could partner with the government in investing in three priority sectors: agriculture, which is the source of income for some 12.1-million Filipinos; tourism, which expects some 56-million visitors by 2016; and infrastructure, which will support agriculture and tourism through the development of road networks, ports, and airports that will ensure the safety and efficient passage of tourists and goods all over the country.
"At the end of the day, we are inviting you to come to the Philippines whether in these three sectors, or in others, because we know that, here, hard work, innovation, and creativity are rewarded with success," the President said.
"This is not an empty promise --- you will have the Filipino people and our administration as committed partners" he added.
The President noted that since he assumed Office in 2010, he had spent the last two years and eight months on weeding out graft and corruption in order to provide a level playing field for all as well as to "ensure that integrity, transparency, and accountability characterize our actions."
"Over the past years, we have been doing everything we can to level the playing field—from reforming the judiciary, to streamlining the process of setting up business in the Philippines, to following the proper bidding and procurement processes. We are also investing heavily in our countrymen—empowering them to take stock of their lives and to realize their potential," the President said.
Joining the President were Finance Secretary Cesar Purisima and Euromoney Institutional Investor Asia CEO Tony Shale.
The Philippine Investment Forum 2013 brings together policymakers, business leaders, economists and key overseas investors in painting an overview of the Philippine economy including analysis into all its key sectors. PND (rck)

President Aquino pitches Filipino labor to potential investors
President Benigno S. Aquino III highlighted to potential investors the creativity, dedication, and loyalty of Filipino labor, saying these are the characteristics that firms want in their work force.
In his speech keynoting the opening rites of the Philippine Investment Forum 2013 held at the Peninsula Manila on Tuesday, the President cited the business process outsourcing industry in which the Filipino has excelled and has brought "to great heights in such a short time."
"Given the opportunity, they will do the same for you, whatever industry you may be involved in," the President said.
He also called on potential investors to partner with the government in expanding their businesses in the country.
"The investments that you will bring into our country will redound to tens of thousands of jobs for our countrymen—men and women who will be able to put food on their tables, send their children to school, and meet the needs and wants of their families," the President said.
"Together, we will be empowering them: giving them greater power to contribute to economic growth and opportunities to uplift their lives and even the lives of their fellow Filipinos. All together, we will be building the success of the industry, the Philippines and the Filipino people," he added.
"Even if you have come here only with a mind to invest in the Philippines and ride on the resurgence of our economy—with your decision to bet on our country, you will be doing so much more --- you will be giving thousands of Filipinos gainful employment that will empower them as consumers —thus spurring the growth of both your businesses and the Philippines. Aquino keynotes 4th International Outsourcing Summit in Makati City; vows support for Business Process Outsourcing industry
President Benigno S. Aquino III keynoted Tuesday night the closing session of the 4th International Outsourcing Summit organized by the Business Process Outsourcing Association of the Philippines in Makati City and vowed to support the industry for its continuous growth.
Industry leaders raised some concerns being faced by the outsourcing companies in the Philippines. But the President said his administration has been addressing most of those concerns.
"Let me assure you that a lot of those concerns are presently being addressed and we will give you a detailed answer to all the concerns that were raised," the President said in his message during the event.
The President said the Technical Education and Skills Development Authority (TESDA), under the leadership of Director General Joel Villanueva, has been assisting the industry for it to grow further.
He noted that the government is investing in its people to arm them with the skills they need not only to gain entry into the industry, but also to flourish and rise up the ranks as long-term professionals.
According to the President, one of the government programs is the Industry-based Training for Work Scholarship Program, in which the administration allotted P500 million last year. The government made significant progress in this undertaking and as of August this year, more than 26,500 Filipinos have graduated from the program, and 11,600 of them have already been hired.
"We are also looking at other avenues through which we can train those who aspire to enter your industry. Through the work of the Commission on Higher Education, we have been able to implement BPAP's proposal of making available a 21-unit BPO specialization track to I.T. students," the President said.
Schools like the University of Makati and Asia Pacific College are offering the track, and the government is hopeful that the program will be successful in preparing students to join BPO companies.
Aside from training the available workforce, the President emphasized that his administration is also committed in building the necessary infrastructure to optimize BPO operations. He added that reforms in the telecommunication industry also created a competitive environment for major industry players.
"As you can see, your assistance in ensuring that no Filipino is left behind on the straight path to equitable progress, is being reciprocated with assistance from the government. Perhaps as your industry grows, the Filipino's role in them can diversify into professions that are higher up the value chain, and in our country," the Chief Executive said.
The President also expressed his gratitude to the BPO companies operating in the Philippines for trusting the Filipino workers.
As a result, the industry posted $11 billion in revenue in 2011, with 113,000 new jobs created, the President said adding that this also made the Philippines the number one contact center industry in the world, having surpassed India in 2010.
In 2016, President Aquino said he expects the BPO industry to make $25 billion, while employing around 1.3-million Filipinos.
BPAP is the umbrella association for the IT-BPO and GIC (Global In-House Center) industry in the Philippines, serving as the one-stop information and advocacy gateway for the BPO industry.
The association plays a pivotal role in sustaining rapid growth of the IT-BPO and GIC industry by working to ensure an enduring supply of high quality labor, supporting service innovation, and providing country visibility.
Among the participants who joined the 4th International Outsourcing Summit include representatives from Australia, Bangladesh, Belgium, China, Colombia, Denmark, Greece, India, Japan, Malaysia, The Netherlands, Philippines, Singapore, Taiwan, United Kingdom, United States, and Vietnam. Aquino vows to address drug manufacturing, health care issues
President Benigno S. Aquino III made an assurance Wednesday that his government will look into the concerns of the pharmaceutical manufacturing and health care sectors in the country particularly law-mandated price control and monopoly issues.
During the Wallace Business Forum Roundtable discussion on Wednesday in Makati City, the President said he believes that if the Philippines has exactly the same medicine being sold in another country, there has to be some parity of price.
"We would want to see everybody, meaning the consumer and the producer getting a fair share and we will review... we are classical economists, so we'd like the marketplace to determine. But when there are distortions in the marketplace, I think, the government really has to intervene," the President said.
President Aquino was reacting to concerns raised by the pharmaceutical companies saying price distortions as well as a law regulating the prices of medicines affect their business.
The President also said he'll ask the Department of Health to come up with statistics about the actual number of Filipinos who never get to see a health professional. Industry experts said six out of 10 Filipinos do not get to see a health professional in their lifetime.
Mentioning his administration's healthcare thrust, the President said that currently the country has 82 percent coverage for universal healthcare. The government is now focusing on the level that represents the informal sector of the society that is difficult to find and enroll in the program.
But the overall goal is to achieve 100 percent universal healthcare coverage by 2014, according to the President. The government, he said, has launched recently the Z type cases that will be covered by PhilHealth which will include people suffering from more serious illnesses.
"We launched the catastrophic or the Z type cases that will also be covered by PhilHealth. So more people being covered for more diseases having access to more services, is not a plan, it's actually a reality at this point," he said.
In an industry overview, Carlito Realuyo, the head of Sanofi-Aventis in the Philippines said Pharmaceutical Association of the Philippines (PHAP) supports the majority of Aquino administration's healthcare agenda specifically RA 9711, the Mexico City Declaration, the Universal health care and the public-private partnership (PPP).
PHAP also supports moves increasing fees that encourage the government to fast track the approval of Food and Drugs Administration's (FDA) revenue retention so the agency can build capacity and improve services and enforcement, Realuyo said.
But he said they are against price regulation implemented in 2009 and the congressional initiatives aimed at creating a drug regulatory board.
"We commend and are very proud that your Excellency endorsed the Mexico City Declaration or the principles for a voluntary code of business ethics in the bio-pharmaceutical sector during the last Apec meeting in Hawaii," Realuyo said. (as/6:03pm)

Aquino vows support for convergence program of agricultural and environmental agencies
President Benigno S. Aquino III renewed his support to the convergence program of the Department of Agriculture, Department of Agrarian Reform and Department of Environment and Natural Resources saying he is excited about the outcome of the program.
The government wants to ensure that trees planted under the convergence initiative grow and reach maturity, the President said during the Wallace Business Forum Quarterly Round Table in Makati City on Wednesday.
Communities involved in the program will guard the coffee and cacao trees and are given stipends, the President said adding within a year and a half to three years, the trees will mature and will be ready for harvest.
The government started implementing the program in Northern Mindanao and in other areas and has so far covered 128,000 hectares planted to coffee, rubber, cacao and various forest species, according to the President.

Aquino says leaders must seize opportunities created by uncertainties in Europe, US
Government and business leaders must be optimistic in dealing with the current global economic condition and shouldn't fear seizing new opportunities created by uncertainties in Europe and in the US, President Benigno S. Aquino III said on Wednesday.
Speaking at the IBM Think Forum in Makati City, the President said the major challenges for world leaders is whether to see the glass half-full or half empty given the dire economic situation in the world. IBM celebrated the 75th year of its presence in the Philippines in July this year.
The President said that at the 20th APEC Leaders' Meeting in Russia last weekend there was grim news about the state of the global economy. Christine Lagarde, the managing director of the International Monetary Fund (IMF) mentioned external pressures and factors that can impede or have already impeded the progress of some global economies.
But that's the bad side, the President said. On the other hand, these factors can also open up new prospects for other countries like the Philippines, he said.
"For example, with instances of capital outflow from more developed, but troubled economies, emerging markets like the Philippines are given the opportunity to make the most of their competitive advantages and become prime locations for investment. We all need to take advantage of opportunities like this," President Aquino said.
"The Philippines is truly on the right path. Everyone—from our countrymen and tourists, to leaders of industry both in the country and beyond its shores, to organizations and other governments—share our optimism. And this has allowed us to succeed: to regain our confidence and make the most of even more opportunities to achieve inclusive growth for all Filipinos," he added.
"In the midst of these uncertainties, leaders must ask themselves how they can spark a virtuous cycle of inspiring others to contribute to tangible change that can be felt by the entire society," he said.
"But in the case of the Philippines, the government is not the catalyst for the change that has swept the country but the Filipino people," the President said, noting that each time he seizes any opportunity he always bears in mind that it must benefit the lives of his countrymen.
Regardless of the sector a leader represents, the chief executive said, each of them is entrusted with the responsibility of leaving their respective organizations in a better state than when they first found them.
The President also highlighted the importance of cooperation between the private and public sectors saying: "I believe that if we continue to support each other, we can do this in our respective fields, and, together, we can give rise to a country that not only rises to meet its potential, but exceeds it regularly."
The Philippines is in a better position at this time as indicated by the World Economic Forum's Global Competitiveness Report for 2012-2013, he noted.
According to the report, the Philippines has jumped another 10 spots to rank 65th out of 144 economies, a 20-place jump in rankings since the Aquino administration took office.The Philippines ranked 85th in 2010.
If everything goes as planned, the President said his administration is on track of achieving between 5.0-6.0-percent GDP growth for 2012. The country's GDP grew by 5.9 percent in the second quarter of 2012. PND (as/3:50pm)

President Benigno S. Aquino III keynoted the 2012 Philippine Development Foundation's Economic Forum held at The Peninsula Manila in Makati City.
In his speech, the President assured PhilDev that the country is always ready to work with them in order to achieve its vision of a Philippines that reflects the enormous talents of the Filipinos. He said that their presence is an indication of their belief that the creativity of each Filipino can be utilized into a much greater force and that the quickest way for the Philippines to progress is to capitalize on its people which are the nation's greatest asset. President Aquino mentioned that the government makes sure that the talents of the Filipinos will not be wasted. Through the efforts of the Technical Education and Skills Development Authority (TESDA) and other government agencies, the government is investing on the people's health, education and social services.
President Aquino also congratulated PhilDev for its Hack2Hatch program which encourages and teaches the Filipinos "to build businesses in the foundation of good ideas." He also brought up the Philippines-California Advanced Research Institutes (PCARI) project of the Philippine government in partnership with PhilDev, University of California-Berkeley and University of California-San Francisco. The project will improve the information infrastructure in the Philippines such as the government's information technology capacities.

Aquino cites Philam Life for its contribution to national development
President Benigno S. Aquino III cited the Philippine American Life and General Insurance Co. (Philam Life) for its contributions to national growth particularly on education.
In his speech during it's 65th anniversary in Makati City on Thursday, the President assured Philam Life of government support in doing its business recognizing the significance of its operation in the Philippines.
Last year, the President said Philam Life spent P15 million for various corporate social responsibility projects, the second largest corporate social responsibility (CSR) contribution in the life insurance industry.
The money helped coconut farmers in Davao improve the marketability of their products as well as increasing the environmental knowledge and scientific skills of elementary and high school students in Antique, according to the President.
"This money paid for the school fees of over 500 schoolchildren in Lamitan, Basilan, and made sure that they had uniforms, books, and school supplies," he said.
"I would also like to thank you for the 65 classrooms that you will be building as part of your Philam Paaralan program over the next five years. These classrooms will directly benefit over 3,000 students in that time, and thousands more in the future."
At present, the Philippines has 66,000 classroom shortage which is being address by the government through the public private partnership program and with the help of the private sector.
Another contribution of Philam Life is its P5-billion worth of educational plans released to plan holder since 2004, which translates to thousands of dreams fulfilled for Filipino parents and their children in the past eight years, the Chief Executive said.
Aside from education, Philam Life also poured large amount of investments in infrastructure development and has been the driving force in financing projects like the Skyway, the Manila-Cavite Expressway (Cavitex), the North Luzon Expressway (NLEX) and the Subic-Clark-Tarlac Expressway (SCTEX).
The Philam Life, President Aquino said will remain as one of the top insurance companies in the country. He asked the company to continue to do its work in the best way possible to empower the Filipino people towards national progress.
"Ventures that seek to empower Filipinos will always have my admiration and, more importantly perhaps, support. After all, our administration believes that if we invest in our countrymen and help them stand on their own two feet, we will be able to better ensure success for all: for Juan dela Cruz, for companies like Philam Life, and for the whole country," he said.
Philam Life which was established in 1947, helped in the recovery of post-war Philippines up to its present status as the leader in the life insurance industry. It is the largest life insurance company in the country and the market leader for over 60 years.

Aquino leads Billy Esposo's book launch
President Benigno S. Aquino III led Friday in Makati City the book launch of Philippine Star columnist and Philippine Legion of Honor Awardee William Esposo about his struggles to cope with Chronic Kidney Disease (CKD).
The launch of Esposo's book entitled "Surviving Chronic Kidney Disease: The Billy Esposo Kidney Diaries" was sponsored by Anvil Publishing Inc., Powerbooks and Novartis Healthcare Philippines Inc.
The book puts together the journals of Esposo, a certified foodie, diagnosed with chronic renal disease in 1999. These 94 entries of his hemodialysis and kidney transplant experiences span a period of 28 months.
Esposo heeded the advice of his colleagues and doctors to share his kidney saga in a book. Physicians said Esposo's wealth of experience after undergoing hemodialysis in 25 months and 10 years of experience in kidney transplantation could help new and potential sufferers of CKD.
In his message, the President said Esposo's book is a good weapon to help Filipinos who have the same illness.
"I'm sure that this book will find its way into the shelves of many nephrologists and become a useful resource for many of our countrymen," the President said. "This book might come as a surprise especially as it gives an account of not only the physical trials, the terror of cyberspace he had to endure but also the spiritual and emotional trials that came with it."
The President said that while he, as government servant, works to strengthen public health programs and coverage, and while medical professionals attend to the health and needs of their patients, Esposo is attacking the problem from a different angle.
The book seeks to make sense of suffering and illness without compromising the painful realities of such condition and to show other sufferers not to give up, he said.
"I'm certain and I speak for everyone when I say that we are all glad to be here today. Twelve years after he began his dialysis treatments to celebrate a milestone in both the health and career of a good friend and perhaps even a milestone for all others who continue to battle this disease," the President said.
CKD is listed by the health department as the 10th leading cause of mortality in the Philippines. Around 10,000 Filipinos are afflicted with CKD each year.
There are over 100 million in the world who suffer from the painful disease. Global data notes that there are 240 million diabetics in the world and around 40 percent of them will have CKD.
Hypertension is the major cause of CKD, according to health experts. Currently, there are one billion people throughout the world who are hypertensive.
Aside from being a terminal health problem, CKD is one of the costly diseases to treat. Global figures estimate that treating all afflicted person could cost $1 trillion a year, a very huge expenditure that could strain the budgets even in developed countries. (as/1:32pm)

President Aquino says reforms implemented to re-establish culture of integrity in government has yielded real, tangible results
After two years in office, President Benigno S. Aquino III told a private-sector led campaign aimed to promote common ethical standards among various sectors in society that his administration's reform program to re-establish a culture of integrity in government has yielded "real and tangible results."
In his speech keynoting the 2nd Integrity Summit at the Hotel Intercontinental in Makati City on Tuesday, the President said these reforms have allowed the government to bolster funding for infrastructure and social services, which in turn, has propped up the Philippine economic situation to its highest levels.
"Last year I reported to you the inroads that we have achieved in terms of re-establishing a culture of integrity in government: From appointing good people to key posts, reforming our budgeting process, and fostering transparency in our bidding processes; to urging private entities to engage more actively in nation-building through corporate social responsibility and clean, honest, efficient entrepreneurship," the President said.
He pointed out that because of these reforms implemented since he assumed office, "we have garnered, so far, eight positive credit ratings actions, and two of the three major credit ratings agencies rank us one notch away from investment grade."
He added that the Philippines now ranks 65th out of 144 economies in the World Economic Forum's Global Competitiveness Report, a first for the country since being included in said report in 1994.
"This comes after two consecutive ten-place jumps in two years-- clearly indicating that we must have been doing the right thing since we came into office," the President said.
He added that the country's targeted gross domestic product (GDP), the market value of the goods and services produced by a country, for the entire year is within reach as second quarter figures peg the country's growth at 5.9 percent, well above the average market forecast of 5.3 percent and the government's projection of 5 to 6 percent.
The President noted that because of the country's sterling economic performance, the government has been able to channel these gains into projects and programs that will make the country even more competitive.
" Our budget for social services has seen a steady, upward trend since we took office: 698.8 billion pesos of the proposed 2 trillion-peso national budget for next year have been allocated towards social services-- 13.9 percent higher than this year's 613.4 billion pesos," the President said.
"As for infrastructure: As early as June, we have already released 73.66 percent of funds for the year's infrastructure program. That's 151.6 billion pesos out of the 205.8 billion that has been allotted for this year," he said.
"We have been channeling the budget into investments in our people ---in education, health, poverty alleviation, and infrastructure--- because we recognize that sustaining our economic momentum requires a citizenry that can compete in the global arena," the President said.
The 2nd Integrity Summit, with the this year's theme "Driving Culture Change," gathers experts and authorities to present ways on how to strengthen ethical business practices and institutionalize them so that "business with ethics" becomes the country's norm, rather than the exception. The event dovetails with the President's battle cry -- "Kung walang corrupt, walang mahirap." PND (rck)
