Finest governmental system?
In the opening of the film 'Overview of America', by the John Birch Society, a rather remarkable claim is made. The film stated that the United States has developed 'the finest governmental system ever devised by man'.

This is an extraordinary claim as most democracies in the world have a parliamentary system which is widely regarded as giving better systemic accountability and being more democratic than a presidential republic in the styles of the US.
Separating the Head of Government and Head of State which occurs in parliamentary system makes the executive directly accountable to the people's representatives.
The democracy index lists countries in order of freedom and democracy:

In the 2008 list, 18 out of the top 20 countries have parliamentary system and only one (the United States) has a presidential system of government. At the other end of the scale however, 5 out of the 10 least free and democratic countries have a presidential system and none have a parliamentary system.

The Presidential System is a dangerous American export

This segment came from the popular American TV series "The West Wing." In it, Toby Ziegler raises the fact that the prevailing academic consensus in the Presidential versus Parliamentary debate is that Parliamentary Systems are superior, more stable, more efficient, more accountable, and more flexible than Presidential Systems.
Worse, the Presidential System is extremely prone to breakdown and disruption. Most of the research behind the statements made by the character "Toby Ziegler" come from the body of work of the late Dr. Fred Riggs, Dr. Juan Linz, and includes the work of other well-known international political scientists such as Stepan, Skach, Gerring, Thacker, Ackerman, and Lijphart.
It is in fact the prevailing consensus in America's Ivy League political science faculties - Yale included, where Dr. Linz is based - that America should shift over to the Presidential System.
What about the Philippines? When will we learn our lessons from history and realize that the Presidential System just isn't working for us? Even the Presidential countries of Latin America and Africa are now working to discard it and move to Parliamentary.

Efficacy of the parliamentary system of governance -- is it time for a relook?' is a panel discussion featuring prominent politicians -- Mr. Rajiv Pratap Rudy, Dr. Shashi Tharoor, Mr. Manish Tewari and Dr. Chandan Mitra (moderator). This event, took place on Friday, May 4, 2012 at the Constitution Club of India will provide a platform for bringing together politicians, bureaucrats and enlightened citizens to engage in a dialogue around India's governance systems and collectively identify potential solutions for some of the country's systemic challenges. The objective of this event is to spark a dialogue around India's governance systems and whether or not they are keeping pace with rapidly changing times.
Dr. Shashi Tharoor is a former Minister of State for External Affairs and an elected member of the Indian Parliament from the Thiruvananthapuram constituency in Kerala. Dr. Tharoor also served as the United Nations Under-Secretary-General for Communications and Public Information. Dr. Tharoor is an internationally known speaker on India's recent transformation and future prospects, globalization, freedom of the press, human rights, literacy, Indian culture, and India's present and potential influence in world politics.
People for Active Democracy (PAD) has been formed by a group of young, educated citizens affiliated with various academic institutions like the Indian Institutes of Technology and Management, University of Cambridge, University of Pennsylvania and professionals from different walks of life. We have a strong commitment towards making our democratic system efficient, relevant and responsible by facilitating and supporting active participation of the country's educated, tax paying youth.

What is CoRRECT™? What is Constitutional Reform?
1) Economic Liberalization to create millions of jobs and fund national development
2) Evolving Region-based Decentralization to spread out economic opportunities to the regions and provinces and decongest the national capital region. Protect local/regional customs, cultures, languages, etc.
3) Shift to a Parliamentary System - a no-brainer because all international Pol-Sci PhD's worth their salt know that a Parliamentary System is - hands down - superior to presidential systems. Parliamentary Systems are more stable, more efficient, more flexible, more accountable, faster and cheaper. All around superior.
