Our tax system is in need of an update. The use of natural resources (such as water, fuels, metals and minerals) is now almost tax-free and therefore unrestrained. Labour, on the other hand, is being taxed at high rates. This system was designed for a linear (take-make-waste) economy. But we have entered a new era; one that requires an inclusive, circular economy. Many labour-intensive business models are needed, including repair, urban mining, innovation, and redesign of products and services. Adapting the architecture of our fiscal system is vital for the emergence of a circular economy.
Over the years, the European Commission, the OECD, the IMF, the ILO and many others have called for a shift in taxation from labour to natural resource use and consumption. The Netherlands-based foundation, The Ex’tax Project contributes to the discussion by connecting the dots and creating practical tools and insights for governments and businesses.
In cooperation with the tax firms Deloitte, EY, KPMG Meijburg and PwC, Ex'tax has published the ground breaking report, ‘New Era. New Plan.’, which unravels the need for a tax shift and includes a policy toolkit for government action. It also provides a tax shift scenario worth more than €30 billion to the Netherlands alone.
