NPC holds press conference in Beijing
The Press Conference for this year's session of the National People's Congress takes place in Beijing Friday morning. NPC spokesperson, Li Zhaoxing, introduces the main tasks and takes questions from the media on the issues topping the agenda. This year's gathering is the fourth session of the 11th National People's Congress. One of the key tasks for Chinese lawmakers and advisors will be discussing the blueprint for the country's economic and social development over the next five years. China said it plans to raise its defense budget by 12.7 percent to 601 billion yuan (91.5 billion US dollars) in 2011, compared with an increase of 7.5 percent last year. "The government has always tried to limit military spending and it has set the defense spending at a reasonable level to ensure the balance between national defense and economic development," said Li Zhaoxing, spokesperson for the annual session of China's national legislature. China's military spending has enjoyed double digit growth for years...and is only topped by that of the US. China's National People's Congress spokesman Li Zhaoxing announced yesterday that Beijing will boost military spending by 11.2% to about $106.4 billion in 2012. This figure doesn't include all of China's defense-related spending. There is possibly a large amount of invisible military spending. [Wen Zhao, Political Commentator]: "So the defense budget basically leaves out several areas. The first is modern weapons development, such as aircraft carriers, stealth fighter jets, nuclear submarines and ballistic missiles. The second part is foreign procurement...The third part is paramilitary spending; the Chinese regime has a very large so-called armed police, which is actually a military system. And this expenditure is not included in the defense budget." The increase in military expenditure is slightly less than the one in 2011, which was 12.7%. Cheney found that whenever he attempted to have an informal "one on one" discussion with Hu Jintao, there were always interruptions by other Chinese officials. Commentators find that under the Chinese Communist Party (CCP) system, even the Secretary General as a top leader cannot really have freedom, or independent thoughts. Voice of America revealed Cheney's memoir. In his book, Cheney mentioned that his first discussion with Hu Jintao happened during Hu's visit to the US in 2002. At the time, Hu Jintao was the Vice President of the Chinese government. but his status as future president was widely known. Cheney wrote that he invited Hu Jintao to have a one-on-one discussion in an informal setting, so Hu doesn't have to follow the official protocol rules. However, the Chinese Foreign Minister at that time Li Zhaoxing suddenly appeared at the meeting, sat between Cheney and Hu Jintao and refused to leave. Cheney believes that Li Zhaoxing was trying to monitor the words and actions of Hu, then report back to Beijing. The report said, due to the financial crisis, many European countries tightened their fiscal policies. Now, military spending in Asia will exceed Europe's for the first time in 2012. "2012 Military Balance" reported that mainland China has the largest military budget in Asia. Asian countries increased their military spending due to the threat of the Chinese regime. Director of IISS, John Chipman, spoke during the press conference held on March 7 in London. Wukan's direct election posts a question to the NPC again: "Why direct elections cannot be implemented at each level of people' representatives."
