Once upon a time, local democracy
This video was produced by the Council of Europe's Centre of Expertise for Local Government Reform as part of its programme to strengthen local and regional government capacity in Ukraine, and was funded by the Swedish International Development Cooperation Agency - Sida. Its aim is to raise awareness of the importance of strong local government for enhancing the quality of local life. As the level of government closest to local communities, local government is often better placed for responding to local needs. They have a better knowledge of the local environment, the local people, their culture and traditions, as well as of any special geographical advantages or difficulties to be accounted for. Public services and administration organised at this level are often better adapted to the local context. The Centre of Expertise for Local Government is a body of the Council of Europe which supports member States in the delivery of good democratic local government. It was set up following a decision of the Heads of State and Government of the Council of Europe when they met for a third summit in Warsaw in May 2005. Through this initiative, Council of Europe member States recognise the on-going importance of decentralisation and the essential role of effective local authorities in a sound democracy. The Centre responds to the challenge of building up the capacities of local authorities -- and their Associations -- to be able to provide good leadership and deliver local services ...

In a landmark hearing held on Friday 2 march 2012 at the Royal Courts of Justice in London, a 32 year old downs syndrome woman Hollie Greig requested permission to appeal against the ruling last summer of a Royal Courts of Justice Family Division judge that she lacked 'capacity' to make litigation decisions for herself about her life. The family division judge to whom the young woman's local authority had applied for endorsement of its care-plan for her, declared from her bench that the young woman in front of her did not have capacity, despite no medical evidence having been produced to substantiate this assessment and despite it being on state and medical record that she does have capacity. The justice went on to issue an interim care order under court of protection rules, of which a consequence was that the official solicitor should from henceforth represent the young woman, not her own legal representative. Indeed Hollie's leading campaigner and Advocate Robert Green was conspicuous in his absence as he was recently imprisoned for one year in Aberdeen Prison for raising awareness of Hollie's campaign. Effectively, in a swoop, this young woman was stripped of her fundamental human and legal rights by the local authority and family court, hence her appeal in the high court on Friday 2 March. The Pool was more than a BMX comp, it was one of the most extra-ordinary gatherings of the BMX community this century.
From the draining of a soon to be demolished local authority swimming pool in Dagenham, East London, into a world class park in less than two weeks was a feat in itself, but to see the diversity and level or riding on display at the launch event was truly remarkable.

So far 3,530,673 people from countries all over the globe have pledged support. The world is responding. Policymakers are hearing your voice and are starting to take a stand in support of ending LRA violence. In just the last two weeks, two bipartisan resolutions supporting the effort against the LRA have been introduced into Congress.
Together, the House resolution (http://bit.ly/AoO9eo) by Congressmen Royce and McGovern and the Senate resolution (http://1.usa.gov/GTXVNc) authored by Senators Coons and Inhofe, have already gained over 67* bipartisan co-sponsors. Today, the UN and AU announced that the four LRA-affected countries would cooperate in a regional task force targeting the LRA. This is momentum that must be sustained.
Please continue to reach out to your leaders. If they have not already signed on to the KONY 2012 resolution, encourage them to do so by writing to them, attending events, and signing up for local lobby meetings (HERE: http://bit.ly/wd8aEk). If they have already signed on, then thank them. They need to know that we stand not just behind them, but beside them, in the fight to end LRA violence and rehabilitate abducted women and children.
