Step 1: Wash & dry
Wash and dry the bell pepper.
Step 2: Position pepper
In the center of the cutting board, lay the pepper on its side with the stem facing your knife-wielding hand.
Step 3: Grasp knife
Grasp the knife in your dominant hand, holding the handle close to the blade with three fingers: your middle, ring, and pinkie. Curl your forefinger around one side of the blade while holding your thumb on the opposite side.
Step 4: Cut off top
Cut off the top of the bell pepper just below the curve under the stem, exposing the ribs and seeds inside the pepper.
Step 5: Pop out stem
Pop the stem out of this top portion and discard it. Set the leftover pepper aside to be cut up later.
Step 6: Slice off other end
Slice off the other end off the pepper, just below where it curves, and set it aside too.
Step 7: Slice vertically
Set the pepper upright on one end and use the tip of your blade to make one vertical slice on the side closest to you to open the pepper. Make sure not to cut the pepper in half—just slice through one side.
Step 8: Remove insides
Turn the pepper on its side and cut along the inside, removing the seeds and thin whitish ribs, also called 'membranes'.
Tip
If the ribs do not come out easily, use a pairing knife to remove them.
Step 9: Flatten pepper
Flatten the now-clean pepper, skin-side down, onto the cutting board, or cut it into two more manageable sections. You now have a clean slate of pepper—slice it any way you want!

Stuffed Green Bell Pepper Cups
Ingredients:
1 pound ground beef mince (470 grams)
6 green bell peppers
1 cup cooked rice
2 - 8 ounce cans tomato sauce
1/2 cup chopped onion
1/2 cup chopped celery
1 teaspoon Italian seasoning
3 small tomatoes
8 ounces cheddar cheese
parmesan cheese
Bake 350F for at least 30 minutes till hot and a bit bubbly.
You may need to bake them 35 or 40 minutes.

This is a great Italian-style rice and beef stuffed bell pepper recipe with a homemade tomato sauce that can easily feed a family or dinner party.
Some recipies call for coolking the peppers ahead of time a little before stuffing them. Using a Dutch over, I have never needed to do this. The peppers are falling apart by the time we eat them. If yours are a bit undercooked, try either cooking the dish a little longer or precooking the peppers a little bit. I find the flavor is better if I let them cook longer as one dish.

So basically your pepper grows from the vine and has like they said, bell shaped body. And what we are going to do, is we are going to take and cut the top and the bottom off so that we have a perfectly uniformed band all the way around. And that way when you go to julienne the pepper their all the same width and their all the same length.
To start off with we have to get rid of the top and we have to get rid of the bottom. The top is off and this is what the internal structure looks like. There are three points where that pepper attaches. So what we will do is we will spin it around and we will get rid of the bottom, which is kind of odd shaped. And you will see the three structures right here. What we are going to do is we are going to take our knife and go in and cut those out. So let me show you how to do that. What you want to do is get your knife behind the first attachment point and put the knife straight down like that, lay it on it is side, open it up, take the first one out, take the second one out and take the third one out. And there is that band of bell pepper that I was talking about. Virtually the same width all the way across and it is very very easy to take and start julienning as thick or as thin as you like.
And those make great stir fried peppers, peppers for salad. And then you can even take it a step further and line them all up and go for your brune wa cuts for a nice soup garnish. And they stay perfectly flat because they have already been lined up and matched. So basically you have taken that one pepper and given yourself three options. You can go with a nice diced pepper from the julienne slice and you can put this on a soup or a nice garnish for on top of fish or steak. You can go with the julienne peppers for a stir fry or throw them into a nice fresh salad or you can leave it the big structure like this, marinate them and throw them right on the grill and let me tell you they are fabulous.
