Aragon
Aragon (
/ˈærəɡɒn/ or /ˈærəɡən/), also known in Spanish and Aragonese as Aragón ([aɾaˈɣon]) and in Catalan as Aragó ([əɾəˈɣo] or [aɾaˈɣo]), is a modern autonomous community in Spain, coextensive with the medieval Kingdom of Aragon. Located in northeastern Spain, the Aragonese autonomous community comprises three provinces (from north to south): Huesca, Zaragoza, and Teruel. Its capital is Zaragoza (also called Saragossa in English). The current Statute of Autonomy declares Aragon a nationality of Spain.
Aragon's northern province of Huesca borders France and is positioned in the middle of the Pyrenees. Within Spain, the community is flanked by Catalonia on the east, Valencia and Castile–La Mancha to the south, and Castile and León, La Rioja, and Navarre to the west.
Covering an area of 47,719 km2 (18,424 sq mi), the region's terrain ranges diversely from permanent glaciers to verdant valleys, rich pasture lands and orchards, through to the arid steppe plains of the central lowlands. Aragon is home to many rivers—most notably, the river Ebro, Spain's largest river in volume, which runs west-east across the entire region through the province of Zaragoza. It is also home to the Aneto, the highest mountain in the Pyrenees.

Auckland
The Auckland metropolitan area ( /ˈɔːklənd/, AWK-lənd), in the North Island of New Zealand, is the largest and most populous urban area in the country with 1,377,200 residents, 31 percent of the country's population. Auckland has the largest Polynesian population of any city in the world. In Māori Auckland's names are Tāmaki Makaurau, and the transliterated version of Auckland, Ākarana.
The 2011 Mercer Quality of Living Survey ranked Auckland 3rd equal place in the world on its list, while the Economist's World's Most Livable Cities index of 2011 ranked Auckland in 9th place. In 2010, Auckland was classified as a Beta World City in the World Cities Study Group’s inventory by Loughborough University.
Auckland lies between the Hauraki Gulf of the Pacific Ocean to the east, the low Hunua Ranges to the south-east, the Manukau Harbour to the south-west, and the Waitakere Ranges and smaller ranges to the west and north-west. The central part of the urban area occupies a narrow isthmus between the Manukau Harbour on the Tasman Sea and the Waitemata Harbour on the Pacific Ocean. It is one of the few cities in the world to have harbours on two separate major bodies of water.

Australia
Australia ( /əˈstreɪljə/), officially the Commonwealth of Australia, is a country in the Southern Hemisphere comprising the mainland of the Australian continent as well as the island of Tasmania and numerous smaller islands in the Indian and Pacific Oceans. Calvados
The French department of Calvados (pronounced: [kal.va.dos]) is part of the region of Basse-Normandie in Normandy. It takes its name from a cluster of rocks off the English Channel coast. The pronunciation varies: in French the final 's' is not mute; in English usually Calvadoss with stress on the first syllable.
Calvados is one of the original 83 departments created during the French Revolution on 4 March 1790. It was created from a part of the former province of Normandy. The name "Orne inférieure" was originally proposed for the department, but it was ultimately decided to call the area Calvados.
Its etymology is most likely derived from the Salvador, a ship from the Spanish Armada that sank by the rocks near Arromanches-les-bains in 1588. However, others insist that the name Calvados was derived from calva dorsa, meaning bare backs, in reference to two sparsely vegetated rocks off its shore.
After the allied victory at Waterloo the department was occupied by Prussian troops between June 1815 and November 1818.

Division of Lindsay
The Division of Lindsay is an Australian Electoral Division in the state of New South Wales. It is located in the outer western suburbs of Sydney, and is centred around Penrith. It also includes the suburbs of Castlereagh, Mulgoa and Werrington.
The Division is named after Sir Norman Lindsay, the prominent Australian artist, writer and sculptor. The Division was proclaimed at the redistribution of 11 October 1984 and was first contested at the 1984 Federal election.
The division of Lindsay has bellwether status. At every Federal election since its creation in 1984, its winning member of parliament has been from the party winning government. This has been widely attributed to Lindsay's buildup as an economically sensitive seat. The mortgage belt status of the electorate means fiscal matters such as interest rates, job security, petrol prices and quality of transportation are always critical issues at federal elections. The geographic buildup of the seat consists of Liberal voting areas in the west, Labor voting areas in the east and swing areas in the centre.

Division of Makin
The Division of Makin is an electoral division for the Australian House of Representatives located in the northeastern suburbs of Adelaide. Established in 1984 and named after Norman Makin, a former MP and diplomat, it has been a marginal seat at most elections since. It includes the suburbs of Tea Tree Gully, Modbury, Salisbury Heights, Salisbury East and Para Hills.
It is known as a mortgage belt seat, with a large proportion of the population in the area paying off home loans. In the 2006 census over 42 percent of the seat's electors had a home mortgage; ranking it 19th highest in Australia's 150 seats.
Makin has been represented by Labor MP Tony Zappia since the 2007 election. At the 2010 election, Zappia technically made it a safe Labor seat by winning 62 percent of the two-party vote.

Florida

Karlstad [ˈkɑːɭsta] is a city, the seat of Karlstad Municipality, the capital of Värmland County, and the largest city in the province Värmland in Sweden. The city had 61,685 inhabitants in 2010 out of a municipal total that during the first quarter 2010 was 84,885 inhabitants. Karlstad has a university and a cathedral.
Karlstad is built on the river delta where Sweden's longest river, Klarälven, runs into Sweden's largest lake, Vänern. It has the second largest lake port in the country after Västerås.
Karlstad is often associated with sunshine and the symbol for Karlstad is a happy sun. Karlstad is reputed to be one of the sunniest towns in Sweden and a local waitress, known as "Sola i Karlstad" (the Sun in Karlstad) for her sunny disposition, is also commemorated with a statue.
On Karlstad's largest islet, there was a place of counsel called Tingvalla in the medieval age, which had roots from the Viking Age before 1000 AD. It was also used as a market place.
Karlstad was granted its city charter on March 5, 1584 by the Swedish Duke Charles, who would later be crowned King Charles IX of Sweden. The city derives its name from the King – Karlstad literally means Charles' city. The Duke also granted Karlstad the right as a governmental seat in the region, and gave it a substantial amount of land.

Missouri

Missouri generally mirrors the demographic, economic and political makeup of America and has long been considered a political bellwether state. With the exceptions of the Presidential elections of 1956 and 2008, Missouri's results have accurately predicted the next President of the United States in every election since 1904. It has both Midwestern and Southern cultural influences, reflecting its history as a border state. It is also a transition between the Eastern and Western United States, as St. Louis is often called the "western-most Eastern city" and Kansas City the "eastern-most Western city". Missouri's geography is highly varied. The northern part of the state lies in dissected till plains while the southern part lies in the Ozark Mountains (a dissected plateau), with the Missouri River dividing the two. The state lies at the intersection of the three greatest rivers of North America, with the confluence of the Mississippi and Missouri Rivers near St. Louis, and the confluence of the Ohio River with the Mississippi north of the Bootheel. The starting points of the Pony Express Trail and Oregon Trail were both in Missouri. The mean center of United States population as of the 2010 Census is at the town of Plato in Texas County, Missouri.

Nevada
Nevada (i/nəˈvædə/ or /nəˈvɒdə/) is a state in the western, mountain west, and southwestern regions of the United States. Nevada is the 7th most extensive, the 35th most populous, and the 9th least densely populated of the 50 United States. Over two-thirds of Nevada's people live in one single county, Clark County, which contains the Las Vegas–Paradise metropolitan area, where the state's three largest incorporated cities are located. Nevada is largely desert and semiarid, with much of it located within the Great Basin. Areas south of the Great Basin are located within the Mojave Desert, while Lake Tahoe and the Sierra Nevada mountains lie on the western edge. Approximately 86% of the state's land is owned by the US government under various jurisdictions, both civilian and military.
The name Nevada is derived from the nearby Sierra Nevada mountains, which means "snow-capped mountain range" in Spanish. The land comprising the modern state was inhabited by Native Americans of the Paiute, Shoshone, and Washoe tribes prior to European contact. It was subsequently claimed by Spain as a part of Alta California until the Mexican War of Independence brought it under Mexican control. The United States gained the territory in 1848 following its victory in the Mexican-American War and the area was eventually incorporated as part of Utah Territory in 1850. The discovery of silver at the Comstock Lode in 1859 led to a population boom that was an impetus to the creation of Nevada Territory out of western Utah Territory in 1861. New Mexico

New Zealand briefly became a part of New South Wales when it was annexed by Britain in 1840. During the 19th century, large areas were successively separated to form the British colonies of Tasmania (established as a separate colony named Van Diemen's Land in 1825), South Australia (1836), Victoria (1851) and Queensland (1859).

Huesca (Aragonese: Uesca, Catalan: Osca), officially Huesca/Uesca, is a province of northeastern Spain, in northern Aragon. The capital is Huesca.
Positioned just south of the central Pyrenees, Huesca borders France and the French Departments of Pyrénées-Atlantiques and Hautes-Pyrénées. Within Spain, Huesca's neighboring provinces are Navarre, Zaragoza and Lleida.
Covering a primarily mountainous area of 15,626 km², the province of Huesca has a total population of 228,566 (in 2010), with almost a quarter of its people living in the capital city of Huesca. The low population density, 14.62/km², has meant that Huesca's lush valleys, rivers, and lofty mountain ranges have remained relatively pristine and unspoiled by progress.

Province of Teruel
Teruel is a province of Aragon, in the northeast of Spain. The capital is Teruel.
It is bordered by the provinces of Tarragona, Castellón, Valencia (including its exclave Rincón de Ademuz), Cuenca, Guadalajara, and Zaragoza.
The area of the province is 14,809 km². Its population is 138,686 (2003), of whom about a quarter live in the capital, and its population density is 9.36/km². It contains 236 municipalities, of which more than half are villages of under 200 people.
The main language throughout the province is Spanish, although Catalan is official in the Matarranya comarca.
This province is located in the mountainous Sistema Ibérico area. The main ranges in the province of Teruel are Sierra de la Virgen, Sierra de Santa Cruz, Sierra de Cucalón, Sierra de San Just, Sierra Carrascosa, Sierra Menera, Sierra Palomera, Sierra de Javalambre, Sierra de Gúdar, Sierra de Albarracín and the Montes Universales, among others.
Teruel Province has undergone massive depopulation since the second half of the 20th century. The exodus from the rural mountainous areas in Teruel rose after General Franco's Plan de Estabilización in 1959. The population declined steeply as people emigrated towards the industrial areas of the large cities and the coastal towns where tourism grew exponentially, leaving behind their small villages where living conditions were often harsh, with cold snowy winters and very basic facilities. As a consequence there are many ghost towns in different parts of the province.

Province of Zaragoza
Zaragoza (Spanish pronunciation: [θaɾaˈɣoθa]), also called Saragossa in English, is a province of northern Spain, in the central part of the autonomous community of Aragon. Its capital is Zaragoza, which is also the capital of the autonomous community. Other towns in Zaragoza include Calatayud, Borja, La Almunia de Doña Godina, Ejea de los Caballeros and Tarazona.
Its area is 17,274 km². Its population is 973,252 (2010), of whom nearly three-quarters live in the capital, and its population density is 50.95/km². It contains 292 municipalities, of which more than half are villages with fewer than 300 people.
The main language throughout the province is Spanish, although Catalan is official in the Bajo Aragón-Caspe comarca and in Mequinenza municipality.
The province of Zaragoza is bordered by the provinces of Lleida, Tarragona, Teruel, Guadalajara, Soria, La Rioja, Navarre, and Huesca. The southern and western side of the province is in the mountainous Sistema Ibérico area and includes its highest point, the Moncayo, while the northern end reaches the Pre-Pyrenees. The Ebro River crosses the province from west to east.

San Antonio
San Antonio ( /ˌsænænˈtoʊni.oʊ/) is the seventh-largest city in the United States of America and the second-largest within the state of Texas, with a population of 1.3 million. It was the fastest growing of the top 10 largest cities in the United States from 2000-2010, and the second from 1990-2000. Located in the American Southwest and the south–central part of Texas, the city serves as the seat of Bexar County. San Antonio has characteristics of other western urban centers in which there are sparsely populated areas and a low density rate outside of the city limits. The city is one of the two principal municipalities of the San Antonio-New Braunfels metropolitan area, the other being New Braunfels. Commonly referred to as Greater San Antonio, the metropolitan area has a population of 2.2 million based on the 2011 U.S. Census estimate, making it the 24th-largest metropolitan area in the United States and third-largest in the state of Texas.
The city was named for San Antonio de Padua, whose feast day is on June 13, when a Spanish expedition stopped in the area in 1691. Famous for Spanish missions, the Alamo, the River Walk, the Tower of the Americas, the Alamo Bowl, Marriage Island and host to SeaWorld and Six Flags Fiesta Texas theme parks, the city is visited by approximately 26 million tourists per year according to the San Antonio Convention and Visitors Bureau. The city is home to the four-time NBA champion San Antonio Spurs and the annual San Antonio Stock Show & Rodeo, one of the largest in the country.

Scottish Parliament
The Scottish Parliament (Scottish Gaelic: Pàrlamaid na h-Alba; Scots: The Scots Pairliament) is the devolved national, unicameral legislature of Scotland, located in the Holyrood area of the capital, Edinburgh. The Parliament, informally referred to as "Holyrood", is a democratically elected body comprising 129 members known as Members of the Scottish Parliament (MSPs). Members are elected for four-year terms under the mixed member proportional representation system. The original Parliament of Scotland (or "Estates of Scotland") was the national legislature of the independent Kingdom of Scotland, and existed from the early 13th century until the Kingdom of Scotland merged with the Kingdom of England under the Acts of Union 1707 to form the Kingdom of Great Britain. As a consequence, the Parliament of Scotland merged with the Parliament of England to form the Parliament of Great Britain, which sat at Westminster in London.

Statistics Sweden (Swedish: Statistiska centralbyrån, SCB) is the Swedish government agency responsible for producing official statistics regarding Sweden. National statistics in Sweden date back to 1686 when the parishes of the Church of Sweden were ordered to start keeping records on the population. Álava
Álava (IPA: [ˈalaβa] in Spanish) or Araba (IPA: [aˈɾaba] in Basque) is a province of Spain and a historical territory of the Basque Country, heir of the ancient Lord of Álava. However, according to the Royal Academy of the Basque Language, the origin may be another: The name is first found on Muslim chronicles of the 8th century referring to the Alavese Plains (Spanish Llanada Alavesa, Basque Arabako Lautada), laua in old Basque (currently lautada) with the Arab article added (al + laua), developing into Spanish Álava and Basque Araba (a typical development of l to r between vowels).

Connie Willis
Constance Elaine Trimmer Willis (born 31 December 1945) is an American science fiction writer. She has won eleven Hugo Awards and seven Nebula Awards. Willis most recently won a Hugo Award for Blackout/All Clear (August 2011). She was inducted to the Science Fiction Museum and Science Fiction Hall of Fame in 2009.
Willis's first published story, "The Secret of Santa Titicaca," appeared in Worlds of Fantasy in 1971. After receiving an NEA grant in 1982, she left her teaching job and became a full-time writer.
Willis is known for her accessible prose and likable characters. She has written several pieces involving time travel by history students at a faculty of the future University of Oxford. These pieces include her Hugo Award-winning novels Doomsday Book and To Say Nothing of the Dog, the short story "Fire Watch" (found in the short story collection of the same name), and the two-volume novel Blackout/All Clear. All but one of the Oxford University Time Travel tales have won both the Hugo Award and the Nebula Award. The odd-man out, To Say Nothing of the Dog, won the Hugo Award but lost the Nebula.

A bellwether is any entity in a given arena that serves to create or influence trends or to presage future happenings.
The term is derived from the Middle English bellewether and refers to the practice of placing a bell around the neck of a castrated ram (a wether) leading his flock of sheep.[1][2] The movements of the flock could be noted by hearing the bell before the flock was in sight.

In politics, the term is more often applied in the passive sense to describe a geographic region where political tendencies match in microcosm those of a wider area, such that the result of an election in the former region might predict the eventual result in the latter. In a Westminster-style election, for example, a constituency, the control of which tends frequently to change, can mirror in its popular vote the result on a national scale.
Australia[link]
In Australian federal elections, the electoral division of Eden-Monaro in New South Wales has elected its Member of Parliament from the party which won government at every federal election since 1972. The Division of Robertson in NSW has voted for the party winning government at every federal election since 1983. The Division of Lindsay in NSW, and the Division of Makin in South Australia have elected their members of parliament from the party which won government in every Federal election since their creation in 1984. They are the only existing divisions in the country to have such a bellwether title. However in terms of nationwide two party preferred vote, Eden-Monaro, Lindsay, Robertson and Makin have bucked the bellwether trend in the past by voting Liberal at the 1998 federal election. The state of New South Wales could also be considered a bellwether, as the party which wins government has won the majority of House of Representatives seats in that state at every election since 1963. Unlike many bellwethers, these are cited by analysts solely for their record and are not usually attributed to demographic factors that reflect the median of Australia.

In the Canadian province of Ontario, Sarnia-Lambton (and its predecessor ridings) have voted for the winning party in every federal election beginning with 1963. Also in Ontario, Peterborough has been won by the party who has won the most seats overall in provincial elections since 1977.

Since the fifth republic president was elected by popular vote in 1965 up to 2012, five departments have always voted the chosen candidate in the second round: Ardeche, Calvados, Charente-Maritime, Indre-et-Loire and Loire. No region has done so.[3]
Ireland[link]
Ireland has a proportional representation electoral system, in which politicians are elected by the single transferable vote. Bellwethers here can only be measured by the number of candidates from each side elected to Ireland's multiple-seat constituencies that elect an odd number of members. Meath and its successors, Meath East and Meath West, have elected a majority of Fianna Fáil TDs in years when Fianna Fáil formed the government, and a majority of Fine Gael and Labour TDs when those parties formed the government, since the 1981 general election.
New Zealand[link]
In New Zealand, there are three generally accepted bellwether electorates: Hamilton East and Hamilton West, both based around the city of Hamilton,[4] and Northcote on Auckland's North Shore.[5] Hamilton West and Northcote have only missed one election each since they were first contested in 1969 and 1996 respectively - the 1993 election for Hamilton West and the 2005 election for Northcote. Hamilton East, first contested in 1972, has missed three elections - 1993, 1999, and 2005.

Since democracy was restored in 1977 up to 2011 elections, four provinces have always voted for the winning party (Álava, Teruel, Zaragoza and Huesca) as one Autonomous Community has done (Aragon).[6]
Sweden[link]
According to Statistics Sweden, election results in Karlstad have been closest to the national results for three consecutive elections, a fact often highlighted by media through Gallup Polls showing voting intentions in the area.[7][8]
United Kingdom[link]
United Kingdom constituencies have been subject to frequent review since the late 1960s, particularly those of the House of Commons. Few constituencies are unchanged from one review to another. Therefore, true bellwethers are rare. However, it is possible to match new constituencies to old ones according to the destination of the bulk of the old electorate.
In the United Kingdom, the Dartford constituency has reflected the overall result in every General Election since 1964 and the Basildon constituency has reflected every result since its creation in 1974. Gravesham and its predecessor Gravesend had a perfect record of voting for the winning party or the one with the largest share of the vote in every election from the First World War except for 2005, when they voted Conservative with Labour winning the election. Bristol North West is also considered something of a bellwether, with its voters having elected the candidate of the winning party in every election since October 1974, though it failed to do so on a number of occasions prior to this.
Luton South and its predecessors the Luton East and Luton constituencies have elected an MP from the winning party in each election since the 1951 general election until 2010.
Scottish Parliament[link]
In the 1999, 2003 and 2007 Scottish Parliament elections, the constituencies of Cunninghame North, Dundee West, Edinburgh East & Musselburgh, Fife Central, Glasgow Govan, Kilmarnock & Loudoun, Livingston, Stirling, Western Isles all elected an MSP from the party which won the plurality of seats in the election overall. Following boundary changes for the 2011 election, the successor constituencies to all the above seats maintained this trend.

In the United States, Nevada has produced the same outcome as the national results in every presidential election beginning in 1912, except in 1976, thus voting for the winner 96.0% of the time. Ohio is the second closest with a match rate of 93.1%. Missouri, often referred to as the Missouri bellwether, was for many years the best match of the national results, but since 2008 is now third closest with a 92.6% match rate.
The American bellwether states (with respect to presidential elections) currently are:
- Nevada - 1 miss (1976) from 1912 on (96.0%, slightly "too Republican").
- Ohio - 2 misses (1944, 1960) from 1896 on (93.1%, slightly "too Republican"). Currently the longest perfect streak.
- Missouri - 2 misses (1956, 2008) from 1904 on (92.6%, "neutral").
- New Mexico - 2 misses (1976, 2000) from 1912 on (92%, "neutral"). The state of New Mexico voted for the winner of the popular vote in 2000.
- Florida - 2 misses (1960, 1992) from 1928 on (90.5%, slightly "too Republican").
- Tennessee - 2 misses (1960, 2008) from 1928 on (90.5%, slightly "too Republican").
- Delaware - 2 misses (2000, 2004) from 1952 on (86.7%, slightly "too Democratic"). The state of Delaware voted for the winner of the popular vote in 2000.
In addition, the Territory of Guam has had no misses from 1984 on (100.0%). Guam has no electoral college votes, but conducts a straw vote on local election day. Also of note, in every presidential election from 1992 through 2008, Iowa's popular vote margin was within 2.55 percentage points of the national popular vote result.[9]

American bellwether counties include:
- Vigo County, Indiana (county seat: Terre Haute) - 2 misses (1908, 1952) from 1892 on, perfect since 1956.[10] From 1960 to 2004, Vigo County had been within 3 percent of the national presidential vote every election.[11] In 2008, Vigo County again voted with the winner, but Obama's percentage of 57.3% was about 4.4% above Obama's national vote.[12]
- Bexar County, Texas (county seat: San Antonio) - perfect since 1972.[citation needed]
- Chautauqua County, New York (county seat: Mayville) - perfect since 1980, 2 misses since 1960.[13]

In the stock market, a bellwether (barometer stock in the UK) is the stock of a company that is regarded as a leader in its given industry. The performance of the stock is said to reflect the performance of the industry in general. These stocks are used as barometers for the rest of the market. JPMorgan Chase is an example of a bellwether stock. As one of the major banks in the US, it sets the tone for the rest of the industry. JPMorgan Chase also has contracts with companies in other industries so its performance is reflected in other sectors of the market. Infosys is similarly a bellwether for Technology stocks in the Indian markets BSE and NSE.
