Philippines: After 40yr Muslim Insurgency & 120k Casualties, Govt Surrenders Land to Islamists
The Philippine government has reached a tentative peace agreement with one of the country's largest rebel groups, ending a 40-year insurgency that has claimed more than 150,000 lives.
The peace agreement with the Moro Islamic Liberation Front (MILF) is expected to expand the Muslim autonomous region in the southern Philippine region of Mindanao.
It also grants the region more powers and control over wealth and natural resources.
On Sunday, president Benigno Aquino said a transition commission would draft a law creating the new Muslim autonomous entity to be called "Bangsamoro".
The new entity will have to be approved by congress and be subject to a plebiscite by people in the southern region.
"This framework agreement paves the way for a final and enduring peace in Mindanao," Mr Aquino said in a nationally televised address.
"It brings all former secessionist groups into the fold. No longer does the Moro Islamic Liberation Front aspire for a separate state."
The MILF hailed the breakthrough, which was achieved in the latest round of peace talks in Malaysia that ended on Saturday, as the "beginning of peace".
"We are happy and we thank the president for this," MILF vice chairman for political affairs Ghazali Jaafar said.
While Mr Aquino did not say when the final peace pact would be achieved, Mr Jaafar said the two sides were aiming for the middle of 2016 when the president's term ends.
Australian Foreign Minister Bob Carr said the agreement raised hope that the long running conflict in Mindanao could be drawing to a close.
"This agreement is testament to the commitment of both the [Philippine] government and the Moro Islamic Liberation Front to the concept of a peaceful settlement," Senator Carr said in a statement.
Obstacles
Both Mr Aquino and Mr Jaafar pointed to major obstacles that still needed to overcome before a final peace could be achieved.
The approval of the agreement by plebiscite is not certain in the mainly Catholic country.
A planned peace deal during previous president Gloria Arroyo's term crumbled in 2008 at the final moment amid intense domestic opposition.
Mr Jaafar also emphasised the agreement reached over the weekend was just a "road map", and said there had been no deal yet on significant issues such as the extent of the territory to be included in the new semi-autonomous region.
Neither were details announced on when the MILF's men would lay down their arms.
There are roughly four million Muslims in Mindanao, which they see as their ancestral homeland dating back to Islamic sultanates established before Spanish Christians arrived in the 1500s.
After decades of Catholic immigration, Muslims are now a minority in Mindanao but they insist they should be allowed largely to govern the region themselves and control its riches.
Mindanao is home to vast untapped reserves of gold, copper and other minerals, as well as being one of the country's most important farming regions.
The MILF and other Muslim rebel groups have been fighting for independence or autonomy in Mindanao since the early 1970s.
The rebellion has claimed more than 150,000 lives, most in the 1970s when all-out war raged, and left large parts of Mindanao in deep poverty.
The MILF is the biggest and most important remaining rebel group, after the Moro National Liberation Front signed a peace pact with the government in 1996.

FRAMEWORK AGREEMENT ON THE BANGSAMORO The Philippine Government (GPH) and the Moro Islamic Liberation Front (MILF) herein referred to as the Parties to this Agreement, HAVE AGREED AND ACKNOWLEDGED AS FOLLOWS: I. ESTABLISHMENT OF THE BANGSAMORO 1. The Parties agree that the status quo is unacceptable and that the Bangsamoro shall be established to replace the Autonomous Region in Muslim Mindanao (ARMM). The Bangsamoro is the new autonomous political entity (NPE) referred to in the Decision Points of Principles as of April 2012. 2. The government of the Bangsamoro shall have a ministerial form. The Parties agree to entrench an electoral system suitable to a ministerial form of government. The electoral system shall allow democratic participation, ensure accountability of public officers primarily to their constituents and encourage formation of genuinely principled political parties. The electoral system shall be contained in the Bangsamoro Basic Law to be implemented through legislation enacted by the Bangsamoro Government and correlated with national laws. 3. The provinces, cities, municipalities, barangays and geographic areas within its territory shall be the constituent units of the Bangsamoro. The authority to regulate on its own responsibility the affairs of the constituent units is guaranteed within the limit of the Bangsamoro Basic Law. The privileges already enjoyed by the local government units under existing laws shall not be diminished unless otherwise altered, modified or reformed for good governance pursuant to the provisions of the Bangsamoro local government code. 4. The relationship of the Central Government with the Bangsamoro Government shall be asymmetric. 5. The Parties recognize Bangsamoro identity. Those who at the time of conquest and colonization were considered natives or original inhabitants of Mindanao and the Sulu archipelago and its adjacent islands including Palawan, and their descendants whether of mixed or of full blood shall have the right to identify themselves as Bangsamoro by ascription or self-ascription. Government, MILF agree to form transition commission to craft Bangsamoro Basic Law, says Leonen
The Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) have agreed to form a transition commission to craft a proposed Bangsamoro Basic Law, Peace Panel Chair Marvic Leonen announced.
The new development came after the government and the MILF forged the historic "Framework Agreement on the Bangsamoro" aimed at ending the conflict that has spanned two generations.
"It is a pleasure for me to report that, of course, what has already been announced by the President, the GPH and the MILF have agreed on the final text of what we are calling a framework agreement," Leonen said during a press briefing in Malacanang on Monday.
"The framework agreement is the mother agreement that is a roadmap and contains a set of principles and values that would guide the process for the final political settlement with the Moro Islamic Liberation Front," he said.
Under the framework agreement, Leonen said "the new autonomous political entity will be created through an organic act drafted by the transition commission, enacted by Congress, and effective upon ratification in a plebiscite of all people who are affected by it."
Under the agreement, the Bangsamoro shall be governed by a Basic Law, and the provisions of the Bangsamoro Basic Law shall be consistent with all the agreements of the GPH and MILF parties.
The Basic Law shall reflect the Bangsamoro system of life and meet internationally accepted standards of governance.
"The agreement also contains provisions on power-sharing. The second would be on wealth-sharing and revenue generation. It also contains provisions on normalization which is, of course, the process of bringing back a more normalized life in the country," Leonen said.
In the April 2012 Decision Points, the Parties announced their consensus to work towards the creation of a new autonomous political entity to replace the current Autonomous Region in Muslim Mindanao under Republic Act No. 6374, as amended by Republic Act No. 9054.
Leonen earlier said that the agreement also ensures vested property rights and recognizes the basic rights of citizens, including the collective rights of the minorities and indigenous peoples, and also the meaningful participation of women.

President Benigno S. Aquino III received Professor Ekmeleddin Ihsanoglu, Secretary General of the Organization of Islamic Conference (OIC), in a courtesy call at Malacañan Palace.
Professor Ihsanoglu was one of the attendees and represented the Islamic world to the signing of the 2012 Framework Agreement on the Bangsamoro between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF).
The Framework Agreement is a commitment to establish a new autonomous political entity in Muslim Mindanao and will replace the Autonomous Region in Muslim Mindanao (ARMM) with a more empowered and more equitable system called the Bangsamoro. The agreement involves the MILF abandoning the goal of establishing a separate state, and committing to eventually render its armed forces "beyond use."
The OIC is the second largest inter-government organization in the world after the United Nations, with member countries from four continents. It is recognizing the Framework Agreement between the GPH and the MILF.

infrastructure and oil deals? What if there were no checks and balances or a system that
ensures public funds land where they should? What if you were given unlimited political
authority with no elected bodies to report to? This would make you a dictator. You could
choose to be a benevolent dictator or a selfish one. Most dictators, past and present, chose
the latter.
Muammar Gaddafi
When the assets of former Libyan leader Muammar Gaddafi and his kin were frozen in March
2011, some of the numbers that came out were astonishing. The U.S. had seized $30 billion
of the family's investments. Canada had frozen $2.4 billion, Austria had frozen $1.7 billion
and the U.K. had frozen $1 billion.
Bashar al-Assad

Aquino administration wants to finish comprehensive agreement with Moro Islamic Liberation Front as soon as possible, government negotiator says
The Aquino government is targeting to come up with a comprehensive agreement with the Moro Islamic Liberation Front (MILF) as soon as possible although both sides eye to finish it before the end of the year.
During a joint press conference with MILF chief negotiator Mohagher Iqbal, government chief negotiator Marvic Leonen said when asked about the deadline: "On the GPH [Government of the Republic of the Philippines] we have all intentions to make it as early as possible."
Leonen and Iqbal signed in Malacanang on Monday the Framework Agreement that would end 40 years of armed conflict in Mindanao. President Benigno S. Aquino III, Malaysian Prime Minister Dato Sri Mohd Najib Bin Tun Abdul Razak, MILF Chairman Al Haj Murad Ibrahim and other partners witnessed the signing.
The Framework Agreement contains the roadmap, principles and values that will guide the creation of a new autonomous entity in Mindanao.
President Aquino is expected to issue an executive order creating the Transition Commission mandated to implement the agreement, including the crafting of the Bangsamoro Basic law that replaces the current Autonomous Region in Muslim Mindanao.
The crafting of the new law and Mindanao entity is not exclusive to the MILF, Leonen explained, noting that the process is inclusive and a people-driven democratic exercise.
Leonen said he sees an active Transition Commission doing consultations in Mindanao, submitting a Bangsamoro Basic Law (draft) to Congress, and deliberating with the elected representatives.
After the President signs the law, it will undergo full ratification from the people in the area to gain political, legal and constitutional mandate, the government chief negotiator said.
Leonen said he and his counterparts in the MILF are scheduled to meet in Malaysia to discuss the more detailed annexes of the Framework Agreement that will include disarmament and reintegration.
Iqbal, on the other hand, refused to disclose their position on disarmament and reintegration saying the issue will still be subjected for discussions with their counterparts. PND (as/4:57pm)

Moro National Liberation Front part of inclusive transition process, says Leonen
The Aquino administration is inviting the Moro National Liberation Front (MNLF) to take part in the Transition Commission that will draft the Bangsamoro Basic Law, government chief peace negotiator Marvic Leonen said on Monday.
"Insofar as the government is concerned, there is every intention that the government side of the transition commission will be inclusive and yes, it will include members of the MNLF," Leonen said during the joint press briefing in Malacanang on Monday.

President Benigno S. Aquino III will issue an Executive Order creating the Transition Commission after the government and the Moro Islamic Liberation Front (MILF) negotiators finish the annexes of the recently signed Framework Agreement.
The government and the MILF singed on Monday the Framework Agreement aimed at putting an end to 40 years of Muslim rebellion in the south. The event was witnessed by the President, Malaysian Prime Minister Dato Sri Mohd Najib Bin Tun Abdul Razak, MILF chairman Al Haj Murad Ibrahim and other partners.
In a regular press briefing on Tuesday, Presidential Spokesman Edwin Lacierda said the Palace hasn't worked on the EO and will wait until the negotiators have completed the annexes.
During a press conference in Malacanang immediately after the signing of the Framework Agreement, government chief negotiator Marvic Leonen said they initially target to finish the annexes before the year ends or much earlier.
Lacierda also appealed to the skeptics to back the Framework Agreement particularly after the tremendous support given by the Muslim communities in the country.
"You have seen a broad-based support from the Bangsamoro community and while we are celebrating here in Manila for the signing there was also a celebratory mood in Camp Darapanan and in various parts of Mindanao," Lacierda said.
"It shows a broad-based support for the Framework Agreement and we have always said this: let us give peace a chance."
The Palace official also clarified the financial support of the Aquino administration for Mindanao particularly the transition for a new autonomous entity.
The government allocated P21 billion for the Autonomous Region in Muslim Mindanao (ARMM) for 2012, Lacierda said. The President likewise mentioned an P8.5 billion fund called the Transition Investment Support Plan for Mindanao during Monday's event.
Lacierda said the money will be used to fund broad-based projects such as electrification, construction of seaports, fishing ports day care centers and other programs. PND (as/3:02pm)

Palace reassures rehabilitation work to improve families of NAIA- 1 on-going
Malacañang said on Tuesday that the rehabilitation work to improve the facilities of the Ninoy Aquino International Airport (NAIA), particularly Terminal 1, is ongoing to ensure that the country's premiere international airport is at par with world standards.
In a press briefing in Malacañang, Presidential Spokesperson Edwin Lacierda said the government is fully aware of the renovations that have to be done on the airport premises to ensure the comfort and safety of travelers and has taken these concerns of the riding public to "heart."
"We are certainly continuing to rehabilitate the NAIA...the rehabilitation plans are being reviewed right now. There are engineering details that need to be finalized and approved. So tuloy-tuloy po ang gagawin nating renovation sa NAIA 1," Lacierda said.
"We are always cognizant of the concerns of travelers and certainly we'll take this to heart. But what we are saying is rehabilitation work to improve the situation of NAIA 1 are ongoing," he added. PND (rck)

Government aggressively investing in people, Aquino says
President Benigno S. Aquino III said his administration has aggressively invested in people so that Filipinos don't leave their families to work abroad and instead encourage those who left to return home.
Leaving overseas should be an option not a necessity for the people, the President said during a business forum in Australia on Thursday.
To meet its goal, the government increased the budget for education and healthcare since 2011, he said. In the proposed 2013 budget, the public will see substantial increases in terms of spending for education and health, he added.
The President noted that from 63 percent, the government was able to achieve 85-percent national health insurance program coverage. As the administration increased the number of people covered, it also widened the number of diseases covered by the health plan.
"We believe our greatest resource is our people therefore the investments have to enable our people to seize the opportunities that would be coming," the President said.
"Our mantra is inclusive growth. We also believe that direct intervention to accelerate the process of their being included in the growth of the economy is as important," he said.
The Chief Executive also acknowledged the need to shift the focus of the government's thrust from consumer-driven economy to investment-driven one.
"We would like to move that from consumer to investment driven and that is the focus of this administration, providing more and more opportunities for our countrymen at home. We are not doing that on a passive basis," he stressed.
Currently, the President said there are about 10 million Filipinos scattered around the world that the government has to protect if there are uncertainties.
According to the President, if overseas Filipino workers opt to go back, there are available reintegration programs being carried out by the government that include financial assistance, loans and livelihood training. PND (as/1:50pm)

"The Philippine economy has been turned around, and it is continuing to gain speed. And I am here today to invite you all to come along, and to be part of the Philippine story," President Aquino said.
