Ten Afghan Civilians Killed In NATO Air Strike - Provincial Governor
A NATO air strike killed ten Afghan civilians, including five children, in the eastern Afghan province of Kunar on Wednesday (February 13), local officials said. The strike, in the Shigal district of Kunar province, was confirmed by NATO's International Security Assistance Force (ISAF), though a spokesman said it could not confirm civilian casualties. "There was a joint operation by collation and Afghan forces in that area, as a result of the bombardment five women and four children are killed," Kunar Governor Fazlullah Wahidi told Reuters. The strike occurred in the village of Chawgam and the ten dead civilians were from two local families, the provincial governor confirmed. Four Taliban fighters were also killed, Wahidi told Reuters off-camera. A spokesman for ISAF said he was aware of an incident which "matched" the report from Kunar, but he could not confirm casualty numbers. ISAF regularly states that it has reduced civilian casualties in recent years, and that the insurgents are now responsible for 84 per cent of all such deaths and injuries. The air strike came within hours of US President Barack Obama's declaration that he would be withdrawing half the US troops in Afghanistan - 34000 - by the end of this year. That would be followed by further troop withdrawals next year which would lead to the end of the US war in Afghanistan, he said. The incident is likely to raise tension between President Hamid Karzai's government and US-led NATO forces.

In our top news today, a suicide car bomb in Herat kills two Afghan soldiers and wounds three others. Here's more. The defence ministry said in a statement that the suicide bomber detonated his explosives next to a moving army vehicle in the Mir Awad area of Herat province. [Bismellah, military police personnel]: "Today at around 8 in the morning a suicide attack took place on Afghan National Army vehicles. We do not have the exact report on causalities. Two soldiers may have lost their lives in this incident." Violence in Afghanistan has surged over the last year to its worst level since 2001, with Taliban militants launching more suicide and roadside bomb attacks in an attempt to show the Afghan government and its Western backers that they cannot bring about security. Separately, US-led coalition forces together with Afghan officials were investigating claims they had killed civilians during an operation targeting a Taliban network in Kapisa province, northeast of Kabul. The issue of civilian casualties is sensitive in Afghanistan and has eroded support for international forces. President Hamid Karzai said on January 20 that civilian deaths were a main source of instability in the country.

Among the dead were four men, four women, two boys, and seven girls; eleven of these victims were from the same family. Some of the corpses were partially burned. United States Army Staff Sergeant Robert Bales, age 38, from Joint Base Lewis-McChord, was taken into custody and charged with 17 counts of premeditated murder and six counts of assault and attempted murder. United States authorities said the killings were the act of a single soldier, while eyewitnesses reported seeing many soldiers. They also claim that the soldiers had helicopter support. On 15 March, an Afghan parliamentary probe team made up of several members of the National Assembly of Afghanistan announced that up to 20 American soldiers were involved in the killings. The team spent two days in the province interviewing the survivors and collecting evidence. The team later said they could not confirm that multiple soldiers took part in the killings. Afghan authorities have strongly condemned the act, describing it as intentional murder. The American and International Security Assistance Force (ISAF) authorities have apologized and promised a thorough and quick investigation. Taliban say they downed helicopter in the deadliest single combat incident of the decade-long war. A NATO helicopter has crashed in eastern Afghanistan during a battle with the Taliban, killing 30 US and seven Afghan soldiers and one civilian interpreter, a statement from the Nato-led coalition has said. The statement on Saturday said a Chinook helicopter had crashed in Syedabad in central Maidan Wardak province, west of capital Kabul, and identified the Americans as special forces troops. More than 20 US navy SEALs from the broader unit that killed Osama bin Laden were among those killed in the crash, though none of the victims were involved in that raid, the New York Times reported. The troops from SEAL Team Six were flown by a crew of the 160th Special Operations Aviation Regiment, according to one current and one former US official. Both spoke on condition of anonymity because families are still being notified.
