Stephen W. Bosworth: The North Korea Challenge and Leadership Transition in Northeast Asia
Stephen W. Bosworth, Dean of the Fletcher School of Law and Diplomacy at Tufts University, delivered a speech at the Forty-fifth Korea Foundation Forum. Dean Bosworth is a noted foreign policy scholar who has served his country as Ambassador to the Republic of Korea, Ambassador to Tunisia, and Ambassador to the Philippines. From 2009 to 2011 he was US Special Representative for North Korea Policy and he was also Executive Director of the Korean Peninsula Energy Development Organization (KEDO) from 1995-1997. Dean Bosworth made his visit to Korea to celebrate the new professorship in Korean Studies at the Fletcher School, Tufts University, which was established by the Kim Koo Foundation and the Korea Foundation. 2012 Seoul International Finance Center Office
Construction of the Seoul International Finance Center Office started in December 2006. The project, Korea's largest, comprises three commercial towers, a 38-story five-star hotel, and a three-story underground 'retail mall,' and will be completed in phases by the end of 2012. For the newly opened 32-story Office 1, an advance lease method of renting office spaces was adopted before its construction. Currently, sixteen world-renowned financial companies, including Deloitte, ING Investment Management, ING Real Estate Investment Management, Daiwa Securities, China Merchants Securities, and The Bank of New York Mellon Corporation, have signed rental contracts with the building, which has posted a high advance rental ratio of 76.6 percent, a rarity among new buildings. The three-underground-level IFC Mall, scheduled to open in next year's first half, will be the first general shopping center in Yeouido. Housing over 110 premium brands, including a multiplex cinema and a large bookstore, the mall has already posted a high rental ratio of over 70%, and is destined to emerge as a center of business, shopping, and culture. With a view to developing Seoul as a center of economy and finance in Northeast Asia, the Seoul Metropolitan Government is striving to create the best possible investment environment by attracting international commerce, housing, and cultural facilities to Yeouido. As we know, all those "historical breakthrough" led to nothing. North Korea has changed tremendously, but those changes were very different from what has been predicted ? and clearly have not made it less dangerous or significantly more prosperous. Unfortunately, there are good reasons to believe that things will remain unchanged for years or, may be, even decades. As long as the current regime stays in power, it will neither launch an efficient reform program nor give up its nucs. Actually, both reforms and de-nuclearization run against interests of North Korean elite, and those people are smart enough to realize this very well.

The Rise of Manchu Power in Northeast Asia (c. 1600-1636)
The Manchu conquest of China is arguably the greatest historical event of the seventeenth century, both for the changes it engendered within Asia and for its far-reaching implications in world history. Yet if we take even the simple phrase "Manchu conquest of China" we see that whether the conquerors were really "Manchu," whether it was an actual "conquest," and whether they ruled a land that could have been defined as "China" at the time are all disputable notions. Indeed, historians have argued against the concept that the Qing state can be identified with a single ethnicity, that the Qing rulers occupied China less as an act of willful conquest than as the result of the Ming dynasty's collapse, and that China under the Ming was very different from that ruled by the Qing. This talk will focus on the process of formation of Manchu power in northeast Asia and on local, regional, and even global dimensions of the rise of the Manchus. An appreciation of several aspects of this process, and especially of the nature of the solutions adopted by the early Manchu rulers to the several challenges they faced, is essential in order to understand what happened in and after 1644. The Obama administration has adopted a policy of rebalancing toward Asia and in recent months has detailed this in military, economic and trade, human rights and diplomatic initiatives. President Barack Obama has personally affirmed that the US will play a leadership role in Asia for many years to come. While this set of policies is not entirely new, it is sufficiently distinctive as a package to warrant examination as to its feasibility and likely impact. On January 31, the John L. Thornton China Center and the Center for Northeast Asian Policy Studies at Brookings hosted a discussion examining the announced rebalancing initiatives and their likely impact, especially on US-China relations. Panelists also analyzed two key pillars of this effort, the evolution of US force deployments in Asia, and the development of the Trans-Pacific Partnership (TPP) initiative on economic and trade issues. N. Korea's Military Exercises Bring Tension to Northeast Asia

Tension mounted again in Northeast Asia. On the day after S. Korea-US military exercises, S. Korean President Lee Myung-bak expressed willingness to enter a dialog with North Korea. China and Japan also resumed strategic dialogs. S. Korea-US military exercise "Key Resolve" will take place from Feb 28 and March 10. Another simultaneous exercise "Foal Eagle" will last until the end of April. Around 200000 S. Korean and 12000 US troops and a US aircraft carrier would take part. The S. Korean-US Combined Forces Command said, it is an annual routine exercise to address potential crises and nuclear disarmament on the Korean Peninsula. North Korea is said to have 50kg plutonium to make 10 pieces of nuclear weapons and a substantial number of biological weapons. North Korea reacted strongly to the exercises, claiming them as serious military threats. It threatens to bomb Seoul into a "sea of fire" and talks about a nuclear war on Korean Peninsula. S. Korean Defense Minister Kim Kwan-Jin visited the Korean troops stationed as the frontline, instructing them to "report after taking actions first" if faced with N. Korean provocations. In this public lecture world-renowned China scholar Professor David Shambaugh publicly discusses for the first time the main findings and principal arguments of his forthcoming book China Goes Global: The Partial Power. Contrary to the conventional wisdom, Shambaugh finds that China is a 'partial power' (its growing global footprint is broad but not deep), that China is far from becoming a global superpower, and that Beijing possesses little global influence. David Shambaugh is an internationally recognised authority and author on contemporary China and the international relations of Asia. He is Professor of Political Science and International Affairs and the founding Director of the China Policy Program in the Elliott School of International Affairs at George Washington University. He is also a Nonresident Senior Fellow in the Foreign Policy Studies Program and Center for Northeast Asian Policy Studies at The Brookings Institution.
