The Anti-Ballistic Missile Treaty (ABM Treaty or ABMT) was a treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against ballistic missile-delivered nuclear weapons. Under the terms of the treaty, each party was limited to two ABM complexes, each of which was to be limited to 100 anti-ballistic missiles.
Signed in 1972, it was in force for the next 30 years. Following the dissolution of the Soviet Union, in 1997 the United States and four former Soviet republics agreed to succeed to the treaty. In June 2002 the United States withdrew from the treaty, leading to its termination.
Throughout the late 1950s and into the 1960s, the United States and the Soviet Union had been developing missile systems with the ability to shoot down incoming ICBM warheads. During this period, the US considered the defense of the US as part of reducing the overall damage inflicted in a full nuclear exchange. As part of this defense, Canada and the US established the North American Air Defense Command (now called North American Aerospace Defense Command).
An anti-ballistic missile (ABM) is a surface-to-air missile designed to counter ballistic missiles (see missile defense). Ballistic missiles are used to deliver nuclear, chemical, biological or conventional warheads in a ballistic flight trajectory. The term "anti-ballistic missile" is commonly used for systems designed to counter intercontinental ballistic missiles (ICBMs).
There are only two systems in the world that can intercept ICBMs. Besides them, many smaller systems exist (tactical ABMs), that generally cannot intercept intercontinental strategic missiles, even if within range—an incoming ICBM simply moves too fast for these systems.
The Russian A-35 anti-ballistic missile system, used for the defense of Moscow, whose development started in 1971. The currently active system is called A-135. The system uses Gorgon and Gazelle missiles with nuclear warheads to intercept incoming ICBMs.
The U.S. Ground-Based Midcourse Defense (GMD; previously known as National Missile Defense – NMD) system has reached initial operational capability. Instead of using an explosive charge, it launches a kinetic projectile. The George W. Bush administration accelerated development and deployment of a system proposed in 1998 by the Clinton administration. The system is a dual purpose test and interception facility in Alaska, and in 2006 was operational with a few interceptor missiles. The Alaska site provides more protection against the Nuclear threat from North Korean missiles or launches from Russia or China, but is likely less effective against missiles launched from the Middle East. President Bush referenced the September 11 attacks in 2001 and the proliferation of ballistic missiles as reasons for missile defense. The current GMD system has the more limited goal of shielding against a limited attack by a rogue state such as North Korea.

A ballistic missile is a missile (rocket) that follows a ballistic trajectory with the objective of delivering one or more warheads to a predetermined target. A ballistic missile is only guided during relatively brief periods of flight (there are unguided ballistic missiles as well, such as 9K52 Luna-M, although these may well be considered rockets), and most of its trajectory is unpowered and governed by gravity and air resistance if in the atmosphere. This contrasts to a cruise missile, which is aerodynamically guided in powered flight. Long range intercontinental ballistic missiles (ICBM) are launched at a steep, sub-orbital flight trajectory and spend most of their flight out of the atmosphere. Shorter range ballistic missiles stay within the Earth's atmosphere.
Rockets have been used as weapons for a long time (see History of rockets). A pioneer ballistic missile was the A-4, commonly known as the V-2 rocket developed by Nazi Germany in the 1930s and 1940s under the direction of Wernher von Braun. The first successful launch of a V-2 was on October 3, 1942, and it began operation on September 6, 1944 against Paris, followed by an attack on London two days later. By the end of World War II in May 1945, over 3,000 V-2s had been launched.

The A-135 (NATO: ABM-3) anti-ballistic missile system is a Russian military complex deployed around Moscow to counter enemy missiles targeting the city or its surrounding areas. It became operational during 1995. It is a successor to the previous A-35, and compliant with the 1972 Anti-Ballistic Missile Treaty from which the US unilaterally withdrew in 2002.
