Empowering Sri Lanka's Southern Provinces To Plan Their Own Development Paths
Although in the process of becoming a middle-income country, about 50 percent of Southern Sri Lanka and seven percent of the overall population live below the poverty line. The government launched a program known as "Gemi Diriya' or "Strength of Villages" to empower rural communities to improve their livelihoods and quality of life. Since 2004, more than 200000 households in 1034 villages in the poorest districts have garnered a wide range of benefits.

Yala National Park is the 2nd largest national park in Sri Lanka.It is situated in the southeast region of the island in the dry zone. The park is situated about 300 km from Colombo which is capital city of Sri Lanka. Yala park belongs to two provinces in Sri Lanka namely Uva Province and Southern Province. The park divided into five blocks and only I and II blocks are opened for the visitors. The reserve covers 979 km², although only the original 141 km² are open to the public. Victims were either swept away by the rising waters, or buried in mudslides as the unseasonably wet weather deluged the homes and businesses of around a million people in what should be one of the hottest months of the year. Thai Prime Minister Abhisit Vejjajiva flew to the south to visit Thailand-flood-hit areas on Wednesday morning. All flights were cancelled and ferry services to the tourist islands of Koh Samui, Phangan and Koh Tao were suspended as waves reached 4 metres high in the Gulf of Thailand due to Thailand flood. Surat Thani, the largest of the southern provinces, has received 855 mm (2.8 feet) of rain since Saturday. www.vientianetimes.org.la Vientiane Times sent a team to Khammuan province, Laos, on September 23-24 to distribute educational supplies and food to children in three primary schools in Nhommalath district, Lao PDR, after launching a Charity appeal in August. The total amount contributed by the public of Laos reached 9.3 million kip in early September, increasing to 15 million kip when Vientiane Times donated a further 5 million kip, including 690000 kip from the newspaper's staff, in Vientiane. About 11.8 million kip was spent on educational materials, noodles, milk, candy and cans of fish for Phonsaek, Nakasang and Nongkhiew primary schools in Nhommalath district. More than 220 pupils benefitted from the aid. According to the leader of the Vientiane Times team Mr Phonekeo Vorakhoun, transport costs pushed the total assistance up to about 13.2 million kip. Unfortunately, the team could not take the final donation to Nongkhiew Primary School, in Khammuan province, because the road was still flooded. The supplies intended for the school are being stored at the district Education Office for later distribution. Mr Phonekeo, of the Vientiane Times, said the remaining public contributions will be used to distribute aid to children in Champassak province, which is expected to occur next month. Vientiane Times is now focusing its attention on collecting further donations from the public to assist students of flood-affected schools in the southern provinces of Lao PDR.

BANGKOK, THAILAND (TV9 NEWS) — At least 122 people have died in the flood-stricken regions of Thailand after the latest flooding has taken the lives of 12 people in the country's south, officials said Thursday. Thailand's Disaster Prevention and Mitigation said the flooding has affected a total of 196304 households and 682970 residents in 96 districts of 11 southern provinces, which include Songkhla, Satun, Trang, Narathiwat, Yala, Pattani, Phatthalung, Surat Thani, Nakhon Si Thammarat, Krabi and Chumphon. On Monday, heavy rainfall began to cause flooding, which resulted in several deaths. Songkhla had the highest number of fatalities with eight, followed by Pattani with two and one each in Surat Thani and Satun, the department said. Since the flooding began on October 10, over 6 million people have been affected. The city of Hat Yai has been one of the most affected cities, but it is beginning to recover. The Songkhla Chamber of Commerce estimated that the cost of damage in Hat Yai alone to be at least 10 billion baht (6700).

It is a non-touristy place, not frequented by foreign visitors. It's the small things that count here, no big displays, just a nice little home town. Chinese police detained a Communist Party official for allegedly murdering a local business tycoon by poisoning a cat meat hotpot. The businessman died in Yangchun City in China's southern province of Guangdong. The director of Yangchun agricultural office, Huang Guang, is accused of putting a poisonous herb—gelsemium elegans—in the hotpot dish. Chinese businessman Long Liyuan, together with Huang Guang and Huang Wen, ate the cat meat hotpot at a local restaurant. Long's daughter said the herb was not put in the soup by someone from the restaurant. "It wasn't raw. It was cooked. He was behaving differently to normal." Long ate more of the stew and died—while the other two men survived. Huang Wen said he didn't eat much. [Huang Wen, Businessman]: "When I ate it I thought that the soup was a little bitter...
