Following Scotland's vote to remain in the United Kingdom, the talk in Scotland is not about the end - it is about a new type of devolution for the whole of the United Kingdom. The "No" side won with 2,001,926 votes over 1,617,989 for "Yes".
Now that Scotland has voted no to devolution, the fallout is being felt over questions of how fairly the UK is represented. Downing Street insists more powers will be handed to Scotland but it has raised the issue over whether only English MPs should vote for English laws. VoR's Brendan Cole hosts a discussion. Another consequence of the Scottish referendum is the argument for more powers to be spread across different regions of England. Just days before the Scottish ballot, the think-tank Republica said that the city of Manchester should be given income-tax raising powers and complete control of spending within five years. They said it was a blueprint for full devolution to English cities. So what kind of narrative has the Scottish referendum thrown up, not just north of the border but across the UK? Where does it put arguments surrounding the West Lothian question, and English parliament and a federal UK? The Deputy Prime Minister is proposing the transferring of powers from Westminster, as Scotland decides whether to go its own waBy Mike McCarthy, North of England Correspondent Nick Clegg will today call for devolution in England. The Deputy Prime Minister is in favour of transferring some key powers from Whitehall to English regions. He is launching a report supporting more "metro mayors" and greater tax-varying power for local councils ... including a proportion of income tax. Mr Clegg's campaign follows a promise to grant significant new powers to Scotland in the event of a No vote in next week's referendum. It's been suggested that the proposals are an attempt to head off any dissatisfaction that greater devolution elsewhere in the UK would leave English people feeling overlooked or left behind. The report by the IPPR North think-tank is in tune with the Deputy Prime Minister's view that there should be a "rewriting" of the constitution and that England is an "unusually centralised country". Westminster's relationship with English regions was certainly a cause for concern among people at "the centre of the United Kingdom". Sky News sought the views of visitors to Lancaster's Ashton Memorial reputed to be the nearest structure to the mathematical heart of the UK. A group of student teachers told us that they shared what they described as One of them told us: "I just think there's a different way of life up here and because a lot of them have never lived up north the laws they're making affect people and lives that they have never experienced." Another argued that the "Olympic legacy" had been of little or no benefit to the North of England and reflected a North-South divide. But Lancaster-based economist Dr John Whittaker dismissed as "fanciful" suggestions that the Scottish referendum would trigger a clamour for devolution in English regions. He said: "Yorkshire people have always been complaining about too much control from Westminster. "The Cornish have been particularly uptight about Westminster. In fact they're even wanting their own language. "But where do you draw the line? Are we going to have every county in England as a different country? It makes no sense at all. "We've got a common government in Westminster because there are certain things a common government does well - for instance looking after our defence. Can you imagine the Cornish looking after their own defence?" One undisputed result of a Yes vote in Scotland would be the loss of Ashton Memorial's status as the heart of the UK. According to Ordnance Survey, without Scotland the new centre of the UK would be a village in Shropshire. Step forward Shawbury! David Cameron has declared a "clear result" in the Scottish independence referendum after Scotland voted by a 10.6-point margin against ending the 307-year-old union with England and Wales. The prime minister promised a devolution revolution across Great Britain, including votes on English issues by English MPs at Westminster, as he hailed Scotland's decision to remain inside the UK. "There can be no disputes, no reruns – we have heard the settled will of the Scottish people," Cameron said in a statement outside No 10 Downing Street shortly after 7am on Friday. Earlier, Scotland's first minister, Alex Salmond, struck a defiant note at a downbeat Scottish National party rally in Edinburgh, saying he accepted Scotland had not "at this stage" decided to vote for independence. He paid tribute to what he called a "triumph for democratic politics" and said he would work with Westminster in the best interests of Scotland and the rest of the UK – warning the leaders of the three main parties to make good on their promises of enhanced devolution for Scotland. "We have touched sections of the community who have never before been touched by politics," he said. The yes campaign scored four big successes, winning 53% of the vote in Scotland's largest city, Glasgow, 54% in West Dunbartonshire, 57% in Dundee and 51% in North Lanarkshire. However, the no camp was victorious in 28 authorities. It won overwhelmingly in areas where it was expected to do well, including Edinburgh, Aberdeenshire and Borders, but also in areas that could have gone to the yes campaign, including Falkirk, Inverclyde, Eilean Siar and Clackmannanshire. In the final count, the no camp clocked up 2,001,926 votes (55.3%) to 1,617,989 for yes (44.7%). In his speech, Cameron made clear that the constitutional reforms, including in Scotland, would not be delivered until after the general election, and that Scottish measures would proceed in tandem with changes in England. "We have heard the voice of Scotland and now the millions of voices of England must be heard," he said. Cameron threw down a challenge to the Labour opposition to say whether it would agree to the introduction of English votes for English MPs, and announced that William Hague, leader of the House of Commons, would advance the issue in a special cabinet committee. The prime minister, vindicated in his decision to stage a yes/no referendum, also revealed he had asked Lord Smith of Kelvin to implement the Scottish devolution reforms set out by the party leaders in the final weeks of the referendum campaign. He announced that the government would shortly say more about the devolution of further powers to the cities and regions of the UK. Cameron said: "The people of Scotland have spoken and it is a clear result. They have kept our country of four nations together and, like millions of other people, I am delighted. "As I said during the campaign, it would have broken my heart to see our United Kingdom come to an end. And I know that sentiment was shared by people not just across our country but around the world because of what we have achieved together in the past and what we can do together in the future. "So now it is time for our United Kingdom to come together and to move forward. A vital part of that will be a balanced settlement, fair to people in Scotland and importantly to everyone in England, Wales and Northern Ireland as well." Ed Miliband, the Labour leader, said the referendum was a vote from the Scottish people for change. "We know our country needs to change in the way it is governed and we know our country needs to change in who it is governed for. We will deliver on stronger powers for a stronger Scottish parliament, a strong Scotland." But he said that would go beyond Scotland. "We will also meet the desire for change across England, across Wales, across the whole of the United Kingdom." Nick Clegg, the deputy prime minister, said the referendum "marks not only a new chapter for Scotland within the UK but also wider constitutional reform across the union". Echoing the SNP's argument, he said a vote against independence was "clearly not a vote against change". "We must now deliver on time and in full the radical package of newly devolved powers to Scotland," he added. Yet that result raises the risk of further turmoil, with MPs from Cameron's Conservative party threatening to revolt against the prime minister's late and potentially vital vow to quickly increase the Scottish parliament's powers while protecting its spending. The Ukip leader, Nigel Farage, said Cameron's offer of more devolution for England did not go far enough. "The English are 86% by population of this union. They've been left out of all of this for the last 18 years. We still have a situation where Scottish MPs can vote in the House of Commons on English-only issues. I think what most English people want is a fair settlement," he said.
Some of England's biggest cities, including Birmingham and Manchester, have backed calls for greater devolution of power from Westminster. Those calls have been echoed in some of the biggest regions, notably the North of England.

During the 36 years of its construction, its design was frequently altered until finally a wonderful masterpiece of church architecture was created. The Monument is the city's tallest freestanding stone column and a reminder of the Great Fire of London that destroyed 80 percent of the city. In four days, more than 13,000 buildings were destroyed and the Monument was built on the site of the bakery in which the fire began. Since the reign of Queen Victoria, Buckingham Palace has served as London's royal residence. A garden of mulberry trees once grew on the site of today's palace and the Duke of Buckingham subsequently added a simple brick built residence. Around 60 years later, George II purchased the site for his wife and George IV eventually began to design an extensive palace complex. (Part of the Knowledge Exchange Seminar Series) Dr Gerry Mooney and Dr Philip O’Sullivan (OU) - The impact of the Scottish Independence Referendum on Devolution and Governance in the United Kingdom. The issue of Scotland's constitutional status is often mistakenly believed to be an issue that pertains to Scotland alone. However, with the result of the 2014 Scottish Independence Referendum only very recently behind us, the consequences for the other countries that make up the United Kingdom - that is England, Northern Ireland and Wales - are in many ways still very uncertain and far reaching. The implications of the referendum vote, rather than settling many policy debates, actually raises many newer questions in terms of welfare and social policy for example, areas which were to a large extent overshadowed by the narrower constitutional question. This presentation examines key issues surrounding the Scottish Referendum debate, such as what was driving the demand for Scottish Independence on the part of a substantial proportion of the population of Scotland? What were the key welfare and social issues that emerged in the Independence debate and how might these now have a resonance for others parts of the United Kingdom? The presentation also discusses that despite the outcome of the September 2014 Independence Referendum, things will not remain the same in Scotland; relationships between different countries within and beyond the United Kingdom will change; as has been remarked, devolution is a process, not a ‘one off’ event that started in 1999 and finished on 18 September 2014.
This public lecture was presented by Assoc Prof Jim Davidson at the Faculty of Arts, University of Melbourne, on Wednesday 4 April 2012. Underlying this lecture is the question posed by Brazil, which in the nineteenth century slid out of the Portuguese orbit with an Emperor of its own. Why was there no similar royal devolution in the British Empire? Instead, there have been deliberate attempts to strengthen the monarchy in Australia, not least by Labor governments. The present-day situation is considered, with its revival of royal popularity. Basically, the republicans (promoting an Australian head of state) and the monarchists (who cherish our existing forms of government) are talking past each other. An Australian constitutional monarchy would reconcile the two positions -- but it has become a lost option. Meanwhile the British royal family goes through its paces, more as visiting celebrities than anything else. Prime Minister is warned the UK faces 'national' disintegration' if English are refused devolution as Tories launch attack ad playing on fears of Labour dependence on SNP support
Calls for a referendum on income tax powers for Wales have been rejected by the first minister, despite a pledge by David Cameron on minimum funding. Announcing plans for further devolution, the prime minister said it removed "the last remaining barriers" to a public vote on tax powers. Carwyn Jones insisted the two things were "not linked", denouncing the offer on funding as a "vague promise". He said UK ministers had given "no real commitment" to tackle underfunding. Under the plans announced on Friday, the Welsh government's funding would not fall below a certain - as yet unspecified - level, with an expectation that a referendum on income tax would then take place. It is understood the UK government had previously insisted such a pledge would depend on a firm commitment to a referendum. 'Stepped back' Mr Jones told BBC Radio Wales: "The two things are not linked. Only on Tuesday were we told of the link between a referendum on income tax and fair funding for Wales. "My answer was 'no' as the two things are not related. They've stepped back from that in London and I welcome that." However, he added: "We've had no real commitment from the UK government, no date when the underfunding of Wales will be dealt with and no sum of money mentioned; just a vague promise." The pledge on minimum funding was among a package of proposals on further devolution for Wales unveiled by David Cameron and Nick Clegg on Friday following months of cross-party talks. They would allow ministers in Wales to raise cash from the money markets for major projects, give the Welsh assembly control of its own elections, and power to make decisions about fracking and other major energy schemes. Mr Cameron said: "Today's agreement paves the way for a referendum, that could deliver an assembly that's not just a spending body but is actually responsible for raising more of its revenue too. "And to me that is responsible devolution, that is real devolution and I think that is vital for Wales and for the United Kingdom."

Former UK prime minister also praises Scotland's first minister Alex Salmond and calls on yes and no camps to unite Gordon Brown has vowed to keep Westminster's main party leaders to a tight timetable for devolving further powers to Edinburgh after Scottish voters rejected independence in Thursday's referendum. The former UK prime minister, who remains a Labour MP, said a resolution for a new Scotland Act signed by David Cameron, Ed Miliband, Nick Clegg and himself after the vote would be placed in the House of Commons on Monday. "We have set down a timetable that is absolutely clear. That a command paper will be published by the end of October, that the heads of agreement between the parties and further devolution will come in November and that the draft legislation, the laws that will form the Scotland bill and eventually the Scotland Act, will be ready by the end of January," he said. "If you like, by St Andrew's Day [30 November] the heads of agreement, and by Burns Day [25 January] the laws that we will then enact for the future of the country." In a passionate speech at Dunfermline, Fife, on Saturday, Brown said the promises on further devolution made by the three party leaders in the days before the referendum as Westminster panicked about the prospect of a yes vote would be honoured. "The eyes of the world have been upon us and now I think the eyes of the world are on the leaders of the major parties of the United Kingdom. These are men who have been promise makers and they will not be promise breakers," he said. "I will ensure that as a promise keeper these promises that have been made will be upheld." A House of Commons debate called by Brown to ensure proper scrutiny of the proposed timetable would take place after MPs return to Westminster on 16 October. The proposed devolved powers would ensure no poll tax, bedroom tax or railway privatisation could be forced on Scotland and would allow the Scottish parliament to protect the NHS, he said. The former Labour leader – whose late intervention in the referendum campaign has been credited with helping to secure the no vote – also called on Scots to unite after the divisive referendum campaign. "Let us think of ourselves not as yes and no Scots but simply as Scots and let us be a nation, united again," Brown said. "I am sure we can find ways to unify against the odds … let us seek to find high ground in trying to find a way forward for the future." He also paid tribute to Alex Salmond, who will step down as first minister and leader of the Scottish National party in November. He thanked him for his years of service and said the people of Scotland owed him a debt of gratitude. Ending his speech, Brown said he had set out concrete ways in which people in Scotland and the rest of the UK could unite. "We should value the more positive relationships with England that the debate of the last few days outside Scotland has made possible and that would reflect our increased self-confidence as a nation. And we should consider how we can build what we pioneered – networks and relationships as part of a stronger civic society, free of partisan politics, where we are free to disagree but not to be disagreeable." SNP MSP David Torrance said: "Better Together told the Scottish electorate that a motion would be presented to parliament on Friday 19 September on giving more powers to Scotland – a promise which has already been broken. "And we know David Cameron hasn't agreed to a second reading on the issue in Westminster before Easter, as also promised by Mr Brown. "The reality for Scotland is that our timetable for more devolution is now defined by Westminster, and not ourselves. Gordon Brown's reputation is in tartan tatters." The Scottish Parliamentary Journalists Association said on Saturday it would hold an emergency meeting this weekend after Salmond prevented some of its members from attending Friday's press conference at which the first minister announced his resignation. Ben Riley-Smith, the Daily Telegraph's Scottish political correspondent, and Christopher Hope, the paper's senior political correspondent, were stopped from attending the briefing at Bute House in Edinburgh – the first minister's official residence – by a member of Salmond's press team. Reporters from the Daily Mail and Daily Express were also not invited, while the Guardian did not send a representative after attempts were made to determine which journalist would attend. Salmond's press aide initially told Riley-Smith and Hope that there was no space for them, before saying it was not his decision whether to allow the reporters to attend. Asked why the first minister's team was banning journalists from a public building, the aide told the Telegraph: "It is not a public building; it is a private residence."
