ASEAN summit ends with walk-out by the Philippines' foreign minister
www.facebook.com The ASEAN summit has concluded, leaving the South China Sea territorial issues undiscussed. The Philippines' foreign minister walked out of ASEAN meeting early in protest of the fact that the Scarborough Shoal issue was not discussed. Peace Palace, Phnom Penh 18 November 2012 President Benigno Aquino III reiterated the need for maritime security and cooperation in maintaining peace and stability in the region during the leaders' plenary session on the opening day of the 21st ASEAN Summit. According to the President, ASEAN's Six-point Principles on the South China Sea manifest ASEAN's collective vision and that the Philippines supports its effective implementation, which will highlight the fruits of constructive dialogue, strengthen resolve, and reaffirm the respect for international law such as the United Nations Convention on the Law of the Seas (UNCLOS). President Aquino also advocated for the further promotion of small and medium enterprises (SMEs) with the declaration of 2013 as "ASEAN SME Year." During the plenary session, the President took the opportunity to first extend his condolences on the death of King Sihanouk and then welcomed the appointment of the new Secretary-General Le Luong Minh with an appreciation for the contributions of outgoing Secretary-General Surin Pitsuwan. Various topics on the plenary agenda were also discussed: ASEAN community building including implementation of the ASEAN charter and the roadmap for an ASEAN community; follow up of the 20th ASEAN Summit; progress report on the implementation of the master plan on ASEAN connectivity; ASEAN human rights declaration and ASEAN external relations. ***

Aquino III joined with the other nine leaders of the Association of Southeast Asian Nations (ASEAN) at the formal opening of the 21st ASEAN Summit and Related Summits on Sunday here. The President, who arrived in Cambodia with his delegation Saturday night, proceeded to the Peace Palace, the venue of the summit, at around 9 am (Cambodia time). Other ASEAN leaders also arrived at the Peace Palace with their spouses. They were welcomed by Cambodian Prime Minister Hun Sen and the first lady Lok Chumteav Dr. Bun Rany Hun Sen. Following the welcome message of Prime Minister Hun Sen, the President together with his ASEAN counterparts likewise posed for the traditional photo session. During the opening ceremonies, the leaders also launched the ASEAN Institute of Peace and Reconciliation. Aquino III and other ASEAN leaders met at the Opening Ceremony of the 20th ASEAN Summit and the Celebration of the 45th Anniversary of ASEAN at the Peace Palace in Phnom Penh City, Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen of the Kingdom of Cambodia announced the official opening of the summit and expressed his acceptance of the chairmanship of ASEAN 2012. In his opening statement, the Prime Minister said that after more than four decades of development, the region today has become a closely-integrated political and economic entity, an influential player in Asia, and an indispensable partner of major countries and organizations in the world. Despite the achievements and success of ASEAN, Prime Minister Hun Sen said that the community is facing some challenges such as food and energy security, climate change and disasters, terrorism, tans-national crimes and maritime safety among others. He added that the ongoing social and political turmoil in Middle East and North Africa remains a threat to global security and exerting an upward pressure on the high price of oil. Peace Palace, Phnom Penh 18 November 2012 President Benigno S. Aquino and the rest of the ASEAN leaders were formally welcomed by Cambodian Prime Minister Hun Sen and his spouse during the opening ceremony of 21st ASEAN Summit and Related Summits. PM Hun Sen announced the official opening of the summit and delivered an opening statement. He highlighted several priorities to reinforce the positive and fruitful outcomes of the 20th ASEAN Summit in Phnom Penh, which President Aquino attended earlier this year on April. These include realizing the ASEAN Community by 2015, finalizing a complete legal framework in line with the ASEAN Charter to improve the efficiency of ASEAN institutions and processes, maintaining regional peace and security, working together to maintain ASEAN centrality and cooperation with partners at all levels, and lastly, strengthening and expanding cooperation among ASEAN sectoral ministers to address regional and global challenges. The leaders also witnessed the official launching of the ASEAN Institute for Peace and Reconciliation (AIPR), which is part of the blueprint for the ASEAN Political and Security Community. Phnom Penh, Kingdom of Cambodia 4 April 2012 Speaking at the Retreat Session of the 20th ASEAN Summit, President Benigno S. Aquino III called for concerted international action to convince the Democratic People's Republic of Korea (DPKR) not to push through with its plan to launch a long range missile this month, believing that this action of Korea violates United Nations (UN) Security Council Resolutions 1718 and 1874. President Aquino said to his ASEAN counterparts that the planned missile launch increases tensions "particularly in the period of uncertainty leading up to the launch -- where no one is sure of the trajectory of the missile." The President also stressed that the situation in the Korean Peninsula has implications on regional stability. He said that "stability, peace and prosperity in our region requires all of us to continue to engage with each other, and the larger international community in ways that build confidence." He then hopes that for the early resumption of the Six-Party Talks and for DPKR to undertake denuclearization. With regards to the disputes in the West Philippine Sea, President Aquino reiterated the Philippine's earlier proposal to host a meeting among claimant countries, including China, under the guidance of ASEAN. US President Barack Obama is attending a regional summit in Cambodia, with trade pacts and rumbling tensions over the South China Sea set to dominate. The East Asian summit forms part of the regional Asean meeting. Chinese, Japanese and Australian leaders are also attending. On Monday the US president discussed human rights with Cambodia's PM before attending a gala dinner. His arrival came amid fractious debate on the maritime territorial rows. China claims a U-shaped swathe of the South China Sea, including areas also claimed by Vietnam, the Philippines, Malaysia and Brunei. Tensions have been high with Manila and Hanoi in recent months amid stand-offs and minor clashes around shoals and islands disputed with China. The last Asean (Association of South East Asian Nations) summit in July broke up acrimoniously, without a joint communique, with China facing accusations of using its clout to force host Cambodia to keep the territorial issue off the agenda. The discord has continued at the latest summit. Cambodia said on Sunday that Asean nations had agreed not to "internationalise" the issue but negotiate on it as a bloc, something Beijing has been pushing for. Cambodia will host the Asean and East Asia summits in Phnom Penh next week, during which major regional security topics will be discussed amid visits by world leaders, including the US president. Ernie Bower, head of the Southeast Asia program at the Center for Strategic and International Studies in Washington, recently spoke with VOA Khmer's Soeung Sophat. Bower says the international attention that comes from the summits presents an opportunity for Prime Minister Hun Sen to demonstrate that his country has a balanced foreign policy, and will allow Cambodia to address criticism over failed Asean meetings in July and to improve its partnership with the US.
