Interagency Group on Insular Areas Plenary Session Wrap Up
Governors and Congressional representatives from each of the U.S. Insular Areas gathered in Washington this week to attend their annual meeting with senior-level federal officials to discuss issues of importance to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S Virgin Islands.
The 2013 Senior Plenary Session of the Interagency Group on Insular Areas (IGIA), hosting by the Department of the Interior, was co-chaired by White House Director of Intergovernmental Affairs David Agnew and Deputy Secretary of the Interior David J. Hayes. The island governors also were in Washington to attend the annual National Governors' Conference, the Western Governors Breakfast, and U.S. Coral Reef Task Force Meetings, all of which preceded the IGIA Plenary Session.

The United States Virgin Islands, also called Virgin Islands of the United States is a group of islands in the Caribbean that are an insular area of the United States. The islands are geographically part of the Virgin Islands archipelago and are located in the Leeward Islands of the Lesser Antilles.
The U.S. Virgin Islands consist of the main islands of Saint Croix, Saint John and Saint Thomas, along with the much smaller but historically distinct Water Island, and many other surrounding minor islands. The total land area of the territory is 133.73 square miles (346.4 km2). As of the 2000 census the population was 108,612.The main islands have nicknames often used by locals: "Twin City" (St. Croix), "Rock City" (St. Thomas), "Love City" (St. John), and "Small City" (Water Island).
The U.S. Virgin Islands has elected a territorial governor every four years since 1970. Previous governors were appointed by the President of the United States.The U.S. Virgin Islands has a District Court, Superior Court and the Supreme Court. The District Court is responsible for federal law, while the Superior Court is responsible for U.S. Virgin Islands law at the trial level and the Supreme Court is responsible for appeals from the Superior Court for all appeals filed on or after January 29, 2007. Appeals filed prior to that date are heard by the Appellate Division of the District Court. Appeals from the federal District Court are heard by the United States Court of Appeals for the Third Circuit, located in Philadelphia, Pennsylvania. District Court judges are appointed by the President, while Superior Court and Supreme Court judges are appointed by the Governor.
Self-determination:The U.S. Virgin Islands are part of the United Nations list of Non-Self-Governing Territories. A 1993 referendum on status attracted only 31.4 percent turnout, and so its results (in favor of status quo) were considered void. No further referenda have been scheduled since.
In 2004, the 25th legislature established the Fifth Constitutional Convention. In June 2009, Governor John deJongh, Jr. rejected the resulting draft constitution, saying that the document "violates federal law, fails to defer to federal sovereignty and disregards basic civil rights."However, a lawsuit filed by members of the Fifth Constitutional Convention to force Governor deJongh to forward the document to President Barack Obama was ultimately successful.
There is a bill pending Senate approval in the United States Congress that would authorize the United States Secretary of the Interior to extend technical assistance grants and other assistance to facilitate a political status public education program in the U.S. Virgin Islands, Guam and American Samoa.

The country also possesses several territories, or insular areas, scattered around the Caribbean and Pacific. At 3.79 million square miles (9.83 million km²) and with more than 300 million people, the United States is the third or fourth largest country by total area and third largest by land area and by population. The United States is one of the world's most ethnically diverse nations, the product of large-scale immigration from many countries. The U.S. economy is the largest national economy in the world; with a nominal 2006 gross domestic product (GDP) of more than US$13 trillion (over 25% of the world total based on nominal GDP and almost 20% by purchasing power parity).The nation was founded by thirteen colonies of Great Britain located along the Atlantic seaboard. On July 4, 1776, they jointly issued the Declaration of Independence, which officially declared their independence from Great Britain and their formation of a cooperative union as a new nation. The rebellion was organized by the Continental Congress and succeeded in defeating Great Britain in the American Revolutionary War, the first successful colonial war of independence. After briefly being governed by the Articles of Confederation it became clear that a more powerful central government was needed. It was formed after a constitutional convention and the current United States Constitution was adopted on September 17, 1787. The Bill of Rights, comprising ten constitutional amendments that guaranteed many fundamental civil rights and freedoms under the new government, was ratified in 1791. In the nineteenth century, the United States acquired land from France, Spain, the United Kingdom, Mexico, and Russia, and annexed the Republic of Texas and the Republic of Hawaii. Disputes between the agrarian South and industrial North over states' rights and the expansion of the institution of slavery provoked the American Civil War of the 1860s. The North's victory prevented a permanent split of the country and led to the end of legal slavery in the United States. However, the Jim Crow laws passed after reconstruction allowed racism and inequality to persist. The Spanish-American War and World War I confirmed the nation's status as a military power. In 1945, the United States emerged from World War II as the first country with nuclear weapons, a permanent member of the United Nations Security Council, and a founding member of NATO. In the post--Cold War era, the United States is the only remaining superpower—accounting for approximately 50% of global military spending—and a dominant economic, political, and cultural force in the world.

...In 1521, Portuguese explorer Ferdinand Magellan arrived in the Philippines and claimed the islands for Spain. Colonization began when Spanish explorer Miguel López de Legazpi arrived from Mexico in 1565 and formed the first European settlements in Cebu. In 1571, after dealing with the local royal families in the wake of the Tondo Conspiracy and defeating the Chinese pirate warlord Limahong, the Spanish established Manila as the capital of the Spanish East Indies.
Spanish rule contributed significantly to bringing political unity to the archipelago. From 1565 to 1821, the Philippines was governed as a territory of the Viceroyalty of New Spain and then was administered directly from Madrid after the Mexican War of Independence. The Manila galleons linking Manila to Acapulco traveled once or twice a year between the 16th and 19th centuries. Trade introduced foods such as corn, tomatoes, potatoes, chili peppers, and pineapples from the Americas. Roman Catholic missionaries converted most of the lowland inhabitants to Christianity and founded schools, a university, and hospitals. While a Spanish decree introduced free public schooling in 1863, efforts in mass public education mainly came to fruition during the American period.
During its rule, the Spanish fought off various indigenous revolts and several external colonial challenges from Chinese pirates, the Dutch, and the Portuguese. In an extension of the fighting of the Seven Years' War, British forces under the command of Brigadier General William Draper and Rear-Admiral Samuel Cornish briefly occupied Manila. They found local allies like Diego and Gabriela Silang who took the opportunity to lead a revolt, but Spanish rule was eventually restored following the 1763 Treaty of Paris...
In 1898, the Spanish-American War began in Cuba and reached the Philippines. Aguinaldo declared Philippine independence from Spain in Kawit, Cavite on June 12, 1898 and the First Philippine Republic was established the following year. Meanwhile, the islands were ceded by Spain to the United States for US$20 million in the 1898 Treaty of Paris. As it became increasingly clear the United States would not recognize the First Philippine Republic, the Philippine--American War broke out. It ended with American control over the islands which were then administered as an insular area.
In 1935, the Philippines was granted Commonwealth status. Plans for independence over the next decade were interrupted by World War II when the Japanese Empire invaded and established a puppet government. Many atrocities and war crimes were committed during the war such as the Bataan Death March and the Manila massacre that culminated during the Battle of Manila. Allied troops defeated the Japanese in 1945. By the end of the war it is estimated over a million Filipinos had died.

As it gears up for this historic milestone, it marked the eve of its anniversary with a salvo of celebrations beginning with the launch of its new branding system anchored on the visual icon of the Philippine Eagle. The Company also raised the stakes for its long-running promotion for policyholders, dubbed the CASHandog. Cellphone loads worth P500 were given daily to three winning policyholders with active policies and who have updated their Customer Information sheet, while mobile phones and a P100,000 prize were given monthly. On November 25, 2010, the grand raffle draw will make one policyholder the winner of one million pesos.
In March, Insular held a Fun Run at the Fort Bonifacio Global City, for the benefit of the Educational Research, Development and Assistance (ERDA) Foundation. As part of its advocacy for quality education, Insular launched two storybooks, The Luckiest Girl in the World and Christmas in February, in July at the Event Area of Market! Market! Mall. The books were distributed for free to 1,000 public and private elementary schools nationwide, which topped the Department of Education's National Achievement Test. A storytelling caravan, 100 Years of Insular, 100 Beloved Filipino Children's Stories, followed soon after the launch during which storytellers visited 10 schools and related a hundred Filipino children's stories. Insular, in a further bid to uplift education, pledged its support to MyShelter's Bottle School project, where the company will sponsor the construction of four school houses and its employees volunteer to help in building the structures.
Insular Life threw its full support to the industry-wide celebration of the Life Insurance Consciousness Week in October, and invited its celebrity endorser Chris Tiu to join during the Fun Walk -- a benefit event for the UP-PGH Pediatric Cancer Ward. Insular employees, moreover, went a step further and that raised on their own P100,000 for the UP-PGH Pediatric Cancer Ward.
As the Company celebrates its centennial on November 25, 2010, it is slated to mark the occasion with the following events: a musicale titled 100: A Musical Journey in C Major, the grand raffle draw of the CASHandog, the launch of its commemorative coffeetable book, 1910-2010, The Century Past, A Century Forward, and a CD containing rearranged Kundiman, and the inauguration of its new building in Cebu Business Park, Cebu City.

Summer Pasture is a feature-length documentary about a young nomadic couple living with their infant daughter in the pastures of eastern Tibet. With unique access to an area seldom visited by outsiders, Summer Pasture offers an rare window into a highly insular community and a sensitive portrait of a family at a time of great transition. Locho and his wife Yama live in Dzachukha, eastern Tibet nicknamed 5-most by the Chinese for being the highest, coldest, poorest, largest, and most remote area in Sichuan Province, China. They depend on their herd of yaks for survival, just as their ancestors have for generations. In recent years however, Dzachukha has undergone rapid development, which poses unprecedented challenges to nomadic life.
Summer Pasture evolves as an intimate exploration of Locho and Yama's personalities, relationship, and the complicated web of circumstances that surrounds them. Over its course we witness their travails with illness, infidelity, and the dissolution of their community. In the face of mounting obstacles, Locho and Yama gradually reveal the personal sacrifice they will make to ensure their daughter's future. Through its subtle observation of Locho and Yama's character, Summer Pasture provides a deeply personal account of what it means to be a nomad in a swiftly modernizing world, and a universal story of family survival.
