WOFL, channel 35, is the Fox owned-and-operated television station serving the Orlando, Florida metropolitan area. It is licensed to Orlando, with studios located in Lake Mary. It broadcasts its digital signal on UHF channel 22. On cable, WOFL-TV is currently seen on channel 3 for subscribers of Bright House Networks in the Orlando area. It is also available on channel 16 for subscribers of Comcast in Indian River County, even though that is part of the West Palm Beach TV market.

Its transmitter is located in Bithlo, Florida. Its digital TV transmitter has a power of 607 kW. WOFL and sister station WTVT of the bordering Tampa market commonly share reporters and footage, as other station groups do.

Digital television[link]

WOFL was the first to start digital broadcasting in the market in February 2000 on WOFL-DT Channel 22. WOFL began broadcasting in 720p HDTV format in September 2004. As part of the analog television shutdown and digital conversion, WOFL shut down its analog transmitter on June 12, 2009, and continued to broadcast on its pre-transition digital channel 22. However, through the use of PSIP, digital television receivers display its virtual channel as 35.

WOFL was one of three stations in the Orlando area to participate in the "Analog Nightlight" program, which lasted through July 12, 2009.^[1]

Channel 35 in Orlando is in its second incarnation. On March 31, 1974, Channel 35 signed on as WSWB, Central Florida's first independent station. Owned by Sun World Broadcasting, it was based in the east Orlando building that use to houses PBS station WMFE. WSWB produced children's programing (Uncle Hubie's Penthouse Barnyard), aired re-runs of such shows as Batman, Bugs Bunny, Popeye, Green Acres, Mister Ed, and Lost In Space. The 1970s recession impacted the station's operations; Sun World encountered financial difficulties and was forced to file for bankruptcy in January 1976. The station signed off the air in 1977.

Then-unknown media mogul Ted Turner tried to buy the station; however, the attempt failed because of ensuing legal actions. In fact, the station’s 44-acre (180,000 m²) transmission site was briefly owned by Turner while the tower and broadcasting equipment were tied up in a judgment claim held by Pat Robertson, owner of the Christian Broadcasting Network. As a result, channel 35 remained off the air until the license was granted to a group of investors known as The Omega Group, with the Meredith Corporation owning a non-voting interest. Meredith would be consultants for the station, holding an option to eventually buy out the other partners. The station signed back on the air in 1979 under its current calls, WOFL. The WSWB call sign is now used by the Scranton/Wilkes-Barre affiliate of the CW.

Like its predecessor, WOFL was a typical independent station, carrying cartoons such as Bugs Bunny, Tom and Jerry, Scooby Doo, Woody Woodpecker, and the Flintstones; sitcoms such as Bewitched, I Dream Of Jeannie, Leave It To Beaver, I Love Lucy, Green Acres, Petticoat Junction, Andy Griffith, and, by 1984, Alice, the Jeffersons, Welcome Back Kotter, and Barney Miller. During prime time, the station offered drama shows such as Hawaii Five-O, Cannon, Charlie's Angels, and The Dukes Of Hazzard. Older movies aired after 1 a.m. and on weekends.

Meredith Corporation exercised its full purchase option from Omega in 1982, and the station moved to a new studio building in Lake Mary in 1986, a major change from the prior studios that were located in a converted bank building in Orlando's adult-entertainment district centered on South Orange Blossom Trail. As the 1980s progressed, WOFL acquired more recent sitcoms, cartoons, and movies.

WOFL became one of he Fox Broadcasting Company's charter affiliates at the network's inception in 1986. The station was frequently ranked as one of the country's leading Fox affiliates during the network's early years, achieving a number one ranking on several occasions through the early 1990s. It was also the most profitable station in Meredith's multi-station group, despite being its only UHF "independent" station at that time. As the 1990s progressed, WOFL offered fewer movies and older shows and more talk, reality and court shows. As with most Fox affiliates and stations, WOFL carried children's programming including that from the network itself. Despite having competiting independents, WOFL was one of the last remaining Fox affiliates in a major market to retain broadcasting rights to most cartoons syndicated by Disney throughout the 1990s; while this left Orlando without an official The Disney Afternoon lineup (due to Fox Kids competing for those same timeframes in most markets) the station still aired all of the lineup still, though out of pattern in other timeslots. News would not be added till later in the decade. In the mid-1990s, WOFL took over the operations of Gainesville's Fox affiliate, Ocala-based WOGX channel 51. WOFL began expanded news operations in March 1998, as Fox encouraged its affiliates to offer news. The newscasts were simulcast on WOGX. It launched its digital TV signal on channel 22 in January 2000, and began broadcasting in widescreen format in January 2002.

WOFL, along with KVVU in Las Vegas, were excluded from the 1994 affiliation deal between Meredith and CBS. They were at the time two of Fox's strongest affiliates, despite WOFL broadcasting on the UHF band. At the same time, CBS's existing Orlando station, WCPX-TV (now WKMG-TV), was one of that network's weaker affiliates, and Fox did not want to move from a UHF outlet to a lower-rated VHF outlet. Meredith briefly owned WCPX for one day in September 1997, following a merger with that station's owner, First Media.

In 2002, Meredith traded WOFL and WOGX to News Corporation's Fox Television Stations Group, and, in return, Meredith received KPTV in Portland, Oregon. This made WOFL a Fox owned-and-operated station (O&O), and sister station to UPN affiliate WRBW. Fox had acquired WRBW and KPTV several months earlier, when it acquired the stations of the United Television group. This trade protected WOFL as the Fox affiliate. After the trade was finalized, WRBW's operations were integrated with those of WOFL. WOFL was the only network O&O in the Orlando/Daytona Beach market until UPN and the WB were incorporated into the CW, broadcasting on WKCF. In response, Fox formed My Network TV, which airs on former Fox-owned UPN stations, including WRBW. WOFL began airing fewer cartoons in the late 1990s and, in 2002, dropped them altogether when Fox ended its children's programming. WOFL is one of a Fox-owned triplet of stations in Central Florida operated from Fox 35's Lake Mary studios, the other two being WRBW and WOGX. Most of WOFL's programming, including Fox programming, was originally seen in Citrus County on W49AI in the 1980s. The station did nor air WOFL's late-night programming, however, as it signed off at midnight. This arrangement continued until WOGX became a Fox affiliate in 1991.

On April 23, 2007, WOFL launched a new logo, modeled after that of sister station WTVT in the Tampa-St. Petersburg area. Coincidentally, the channel number font resembles that of the WOFL logo from the mid-1980s. WOFL then updated its news set, introduced a new musical theme for its news, and changed its slogan from "First on Fox" to "The Most Powerful Name in Local News", reflecting the national Fox News slogan. The current news set premiered in January 2005.

WOFL broadcasts a total of 39 hours of local news a week (seven hours on weekdays, and two hours each on Saturdays and Sundays), the most of any Orlando-area television station; however as is standard with Fox stations that carry early evening weekend newscasts, WOFL's Saturday and Sunday 5 p.m. newscasts are subject to preemption due to sports coverage.

The station premiered a half-hour 10 p.m. newscast in 1998, and became the first independently produced newscast in the Orlando market outside of the "big three" major-network affiliates. WOFL was noted for initially providing "hip" white Ford Mustangs for its news crews. The newscast expanded to an hour in the fall of 1999. In September 2000, the station launched a two-hour morning newscast called Good Day Orlando. The morning newscast expanded to three hours from 6-9 a.m. in 2001. In September 2002, WOFL added a 6 a.m. newscast, dumped the "Good Day Orlando" label for the existing 7-9 a.m. show and started calling all its newscasts "Fox 35 News."

WOFL began competing against the Big Three affiliates in the early evening timeslot with the debut of the 5 p.m. newscast in March 2006, which expanded to seven days a week that fall. A 6 p.m. newscast was added in August 2007 and an 11 p.m. newscast began in January 2008. Unlike many other Fox owned-and-operated stations, the 11 p.m. newscast does not use the NewsEdge title. WOFL's sister station in Ocala, WOGX (channel 51), currently simulcasts all of WOFL's newscasts except for the weekday 9 a.m., 6 and 11 p.m. editions.

On February 9, 2009, WOFL became the third station in the Central Florida area to broadcast news in high definition. In June 2009, WOFL shut down its sports department, making it the only Fox-owned station without a sports department. Sports anchors Kevin Holden and Tom Johnson were resassigned to other positions. In July 2009, WOFL revealed new plans for a new radar called "The Guardian", claiming it will top all weather radars combined with the new radar operating on 1 million watts of power. It was launched on October 27, 2009.

On September 14, 2009, the station rescheduled Fox 35 Morning News to 5-8:30 a.m. and launched an extension of the newscast called Good Day (marking a return of the brand after 7 years), running weekdays from 8:30-10 a.m., anchored by Christine van Blokland, Jacquie Sosa, Amy Kaufeldt, and Heidi Hatch. The 8:30 half-hour was shortly reabsorbed into the morning news; however, on November 8, 2010, the entire morning newscast took on the Good Day name, along with an updated version of their news theme music. Also, in April 2010, the morning news was expanded to 4:30 a.m., expanding the entire morning newscast to 5½ hours each weekday morning and competing against an earlier launched 4:30 a.m. newscast on NBC affiliate WESH (channel 2).

An airport is a typical example of a development that can cause a NIMBY reaction: developers may claim economic benefits for the city, while locals may benefit from improved transport links and new jobs—but they may oppose it with objections to the noise, pollution and traffic it will generate.

NIMBY or Nimby is an acronym for the phrase "not in my back yard". The term (or the derivative Nimbyism) is used pejoratively to describe opposition by residents to a proposal for a new development close to them, developments that are generally needed in the society. Opposing residents themselves are sometimes called Nimbies.

Projects likely to be opposed include but are not limited to tall buildings, chemical plants, industrial parks, military bases, wind turbines, desalination plants, landfills, incinerators, power plants, prisons,^[1] mobile telephone network masts, schools, kindergartens, nuclear waste dumps, landfill dump sites, youth hostels, wind farms, golf courses, sports stadiums, housing developments and especially transportation improvement schemes (e.g. new roads, passenger and freight railways, highways, airports, seaports).

NIMBY is also used more generally to describe people who advocate some proposal (for example, austerity measures including budget cuts, tax increases, downsizing), but oppose implementing it in a way that would require sacrifice on their part.

One early use of the term is in a 1980 Christian Science Monitor article about hazardous waste, although even there the author indicates the term is already in use in the environmental management trade.^[2] Around the same time the term was popularized by British politician Nicholas Ridley, who was Conservative Secretary of State for the Environment.^{[citation needed]} Comedian George Carlin used the term in a comedy skit, implying that people had already heard of it. Although he did not coin the term, he certainly helped to popularize it.^[3]

Variations[link]

NIMBY and its derivative terms NIMBYism, NIMBYs, and NIMBYists, refer implicitly to debates of development generally or to a specific case. As such, their use is inherently contentious. The term is usually applied to opponents of a development, implying that they have narrow, selfish, or myopic views. Its use is often pejorative.^[4]

The term has been applied in debates over developments in various situations, including:

• When parties advocate infrastructure development such as new roads, light rail and metro lines, airports, power plants, retail developments, sales of public assets, electrical transmission lines, wastewater treatment plants, landfills, sewage outfalls or prisons.
• When parties build, operate, or advocate culturally unfamiliar functions, such as methadone clinics, needle exchange programs, or halfway houses.
• When parties propose to build or operate facilities that are perceived as primarily benefitting disadvantaged people, such as subsidized housing for poor people, supportive housing for mentally ill people, and homeless shelters for people without a home. These facilities are often opposed by wealthier, healthier, and securely housed people on the grounds that the facilities serve, and therefore might attract or make more visible, people that they consider to be "undesirable".
• When a government or private party advocates development of residential or commercial property.

NIABY[link]

Opposition to certain developments as inappropriate anywhere in the world is characterised by the acronym NIABY (Not In Anyone's Backyard). The building of nuclear power plants, for example, is often subject to NIABY concerns.^[6]

NAMBI[link]

NAMBI (Not Against My Business or Industry) is used as a label for any business concern that expresses umbrage with actions or policy that threaten that business, whereby they are believed to be complaining about the principle of the action or policy only for their interests alone and not for all similar business concerns who would equally suffer from the actions or policies.^[6] The term serves as a criticism of the kind of outrage that business expresses when disingenuously portraying its protest to be for the benefit of all other businesses. Such a labelling would occur, for example, when opposition expressed by a business involved in urban development is challenged by activists — causing the business to in turn protest and appealing for support from fellow businesses lest they also find themselves challenged where they seek urban development. This term also serves as a rhetorical counter to NIMBY. Seen as an equivalent to NIMBY by those opposing the business or industry in question.

BANANA[link]

BANANA is an acronym for Build Absolutely Nothing Anywhere Near Anything (or Anyone).^[7][8] The term is most often used to criticize the ongoing opposition of certain advocacy groups to land development.^[9] The apparent opposition of some activists to every instance of proposed development suggests that they seek a complete absence of new growth. The term is commonly used within the context of planning in the United Kingdom. The Sunderland City Council lists the term on their online dictionary of jargon.^[10]

PIBBY[link]

PIBBY is the acronym for Put In Blacks' Back Yard. This principle indicates that the people with social, racial, and economic privileges object to a development in their own back yards, and if the objectionable item must be built, then it should be built so that its perceived harms disproportionately affect poor, socially disadvantaged people. The environmental justice movement has critiqued Nimbyism as a form of environmental racism. Robert Doyle Bullard, Director of the Environmental Justice Resource Center at Clark Atlanta University, has argued that official responses to NIMBY phenomena have led to the PIBBY (Put In Blacks' Back Yard) principle.^[11]

FRUIT[link]

FRUIT is the acronym for Fear of Revitalization Urban-Infill and Towers. The word FRUIT or FRUITs is a play on words in support of the acronym BANANAs. First used in a development industry article in Vancouver to describe irrational local opponents (fruit cakes, fruit loops or just fruits) of well-planned developments.^[12]

SOBBY is the acronym for Some Other Bugger's Back Yard and refers to the state of mind which agrees that a particular project may be desirable and perhaps necessary - but somewhere else.

In favor of development[link]

Frequently argued debate points in favor of development include higher employment, tax revenue, marginal cost of remote development, safety, and environmental benefits. Proponents of development may accuse locals of elitism, parochialism, drawbridge mentality, racism and opposition to diversity, the inevitability of criticism, and misguided or unrealistic claims of prevention of urban sprawl. If people who don't want to be disturbed see the general need of an establishment, such as an airport, they generally suggest another location. But seen from society's perspective, the other location might not be better, since people living there get disturbed instead.

In favor of local sovereignty[link]

Those labeled as NIMBYs may have a variety of motivations and may be unified only because they oppose a particular project. For example, some may oppose any significant change or development, regardless of type, purpose, or origin. Others, if the project may is seen as being imposed by outsiders, may hold strong principles of self-governance, local sovereignty, local autonomy, and home rule. These people believe that local people should have the final choice and that any project affecting the local people should clearly benefit themselves, rather than corporations with distant investors or central governments.^[13] Still others may object to a particular project because of its nature, e.g., opposing a nuclear power plant over fear of radiation, but accepting a local waste management facility as a municipal necessity.

Regardless of motivation, they may cite any perceived disadvantages that seem relevant. A typical list of objections includes:

• Increased traffic: More jobs, more housing or more stores means more people driving on local streets. Industrial facilities such as warehouses, factories, or landfills often increase the volume of truck traffic.
• Harm to locally owned small businesses: The addition of a big box store, might result in local people no longer choosing to patronize locally owned stores. Another example is that a new road might make few use shops along the older road. Businesses will have big costs in relocating.
• Loss of residential property value: Homes near an undesirable development may be less desirable when the owner attempts to sell it. The lost revenue from property taxes may or may not be offset by increased revenue from the project.
• Environmental pollution of land, air, and water: Power plants, factories, chemical facilities, crematoriums, sewage treatment facilities, airports, and similar projects may contaminate the land, air, or water around them. Especially facilities assumed to smell might cause objections.
• Light pollution: Projects that operate at night, or that include security lighting (such as streetlights in a parking lot), may be accused of causing light pollution.
• Noise pollution: In addition to the noise of traffic, a project may inherently be noisy. This is a common objection to wind power, airports, and many industrial facilities.
• Visual blight and failure to "blend in" with the surrounding architecture: The proposed project might be ugly or particularly large.
• Loss of a community's small-town feel: This objection typically is given to proposals that might result in new people moving into the community, such as a plan to build many new houses.
• Strain of public resources and schools: This reason is given for any increase in the local area's population, as additional school facilities might be needed for the additional children, but particularly to projects that might result in certain kinds of people joining the community, such as a group home for people with disabilities, or immigrants.
• Disproportionate benefit to non-locals: The project appears to benefit distant people, such as investors (in the case of commercial projects like factories or big-box stores) or people from neighboring areas (in the case of regional government projects, such as airports, highways, sewage treatment, or landfills).
• Increases in crime: This is usually applied to commercial projects that are perceived as attracting low-skill workers, or any project that might employ racially disadvantaged people or recent immigrants, or that might benefit people with mental illness or poor people, such as psychiatric hospitals or low-income housing. Additionally, certain types of projects, such as place selling alcohol or medical marijuana, might directly increase the amount of crime in the area.

Generally, many NIMBY objections are guessed or feared. Waiting until the project is finished before objecting does generally not work, since new existing establishments are unlikely to be shut down.

The Oxford English Dictionary identifies the acronym's earliest use as being in 1980 in the Christian Science Monitor, although even there the author indicates the term is already used in the hazardous waste industry.^[14]

The concept behind the term, that of locally organized resistance to unwanted land uses, is likely to have originated earlier. One suggestion is it emerged in the 1950s.^[15]

Edmonton, Alberta[link]

Opposition to a buried high voltage power transmission line that would require the rezoning of existing urban planning designs and the purchase (forced relocation of current residents) of houses along the planned corridor. Tax payer money would be spent to help finance the upgrade. NIMBY protests attract sympathy from citizens not directly affected by the project.

Southwestern Ontario[link]

Many residents of the various towns in Essex County (as well as other nearby counties) are opposed to companies building wind turbines in Lake Erie and Lake St. Clair, as well as in farmers' fields and along Ontario Highway 401. Concerns include their effects on the migration of birds, the noise associated with wind-powered electricity generation, and the unsightliness of the towers themselves.

United Kingdom[link]

East Kilbride, Scotland[link]

The railway line from Glasgow Central to East Kilbride was considered for extension to East Kilbride shopping center and bus station in 1989. This process involved tunneling under people's back gardens and the area around the Civic Centre. NIMBY protests defeated such a movement and the line was not extended.

Ashtead, Surrey[link]

In the affluent English village of Ashtead, Surrey, which lies on the outside of London, residents objected in 2007^[16] to the conversion of a large, £1.7 million residential property into a family support centre for relatives of wounded British service personnel. The house was to be purchased by a registered charity, SSAFA Forces Help.^[17][18][19] Local residents objected to the proposal out of fear of increased traffic and noise, as well as the possibility of an increased threat of terrorism. They also contended that the SSAFA charity is actually a business, thereby setting an unwelcome precedent.^[20] Local newspapers ran articles titled "Nimby neighbours' war with wounded soldiers' families" and "No Heroes in my Backyard."

Ex-servicemen and several members of the British general public organised a petition in support of SSAFA, and even auctioned the "Self Respect of Ashtead" on eBay.^[21]

High Speed Rail 2[link]

Particularly in the run up to the final decision on the route of High Speed 2, BBC News Online reported that many residents of Tory constituencies were launching objections to the HS2 route based on the effects it would have on them, whilst also showing concerns that HS2 is unlikely to have a societal benefit at a macro level under the current economic circumstances.^[22][23]

Heathrow Airport[link]

In November 2007 a consultation process began for the building of a new third runway and a sixth terminal and it was controversially^[24] approved on 15 January 2009 by UK Government ministers.^[25] The project was then cancelled on 12 May 2010 by the Cameron Government.^[26]

Heathrow Airport has a CAA Public Use Aerodrome Licence (Number P527) that allows flights for the public transport of passengers or for flying instruction.^[27]

Coventry Airport[link]

The airport is owned by CAFCO (Coventry) Limited, a joint venture between Howard Holdings plc^[28] and Convergence-AFCO Holdings Limited (CAFCOHL), and in June 2007 had its application to build permanent terminal and passenger facilities turned down by the UK government due to public pressure.^{[29][30][31][32][33][34]}

Wimbledon, London[link]

The London Borough of Merton does not have enough school places for local children who will be reaching school age in 2012 and 2013. Almost all local schools have expanded, but the NIMBY group "Save Our Rec" is opposing the expansion of Dundonald school onto the site of the nearby park's pavilion.^[35]

Alexandria, Virginia[link]

In Alexandria, Virginia, a high-density development in Potomac Yard was criticized by local residents. The developers in turn accused the residents of hypocrisy for campaigning for their own Washington Metro station while simultaneously opposing the scale of development that would allow the station's construction.^{[citation needed]}

Deerfield, Illinois[link]

In 1959, when Deerfield officials learned that a developer building a neighborhood of large new homes planned to make houses available to African Americans, they issued a stop-work order. An intense debate began about racial integration, property values, and the good faith of the community officials and builders. For a brief time, Deerfield was spotlighted in the national news as "the Little Rock of the North."^[36] Supporters of integration were denounced and ostracized by angry residents. Eventually, the village passed a referendum to build parks on the property, thus putting an end to the housing development. Two model homes already partially completed were sold to village officials.^[36] Otherwise, the land lay dormant for years before it was developed into what is now Mitchell Pool and Park and Jaycee Park. The first black family did not move into Deerfield until much later. This episode in Deerfield's history is described in But Not Next Door by Harry and David Rosen, both residents of Deerfield.

Nantucket Sound, Massachusetts[link]

Some residents and businesses of Cape Cod, Martha's Vineyard, and Nantucket Island have opposed construction of Cape Wind, a proposed offshore wind farm in Nantucket Sound. Proponents cite the environmental, economic, and energy security benefits of clean, renewable energy, while opponents are against any obstruction to the views from oceanfront vacation homes and tourist destinations based in the region.

St. Lucie County, Florida[link]

Similar to the situation in Nantucket Sound, Mass., a minority of residents in St. Lucie County, Florida have vehemently opposed the construction of wind turbines in the county. The construction of the wind turbines is strongly supported by over 80% of county residents according to a 2008 Florida Power and Light (FPL) poll.^[37] Additionally, the power company proposed building the turbines in a location on a beach near a prior existing nuclear power plant owned by the company.^{[citation needed]}

California[link]

A small number of residents (mostly farmers) in Hanford, California and surrounding areas are opposed to the California High-Speed Rail Authority building high-speed rail near farmland, citing that it will bring environmental and economic problems.

Wealthy residents of Southern Orange County, CA were successfully able to defeat a local measure to convert the decommissioned El Torro Marine Base from a commercial airport proposal to a park proposal, claiming that the airport would be "unsafe" during landings and take-offs as well as air quality issues. The real issue was the FAA planned the flight paths for the airport over expensive neighborhoods of the south Orange County and residents feared that their property values would decrease. The airport proposal was strongly supported by Northern Orange County residents. The resulting defeat of the local measure resulted in the creation of the Orange County Great Park.

Chester James Carville, Jr.^[2] (born October 25, 1944) is an American political consultant, commentator, educator, actor, attorney, media personality, and prominent liberal pundit. Carville gained national attention for his work as the lead strategist of the successful presidential campaign of then-Arkansas governor Bill Clinton.^[3] Carville was a co-host of CNN's Crossfire until its final broadcast in June 2005. Since its cancellation, he has appeared on CNN's news program The Situation Room. As of 2009, he hosts a weekly program on XM Radio titled 60/20 Sports with Luke Russert, son of Tim Russert who hosted NBC's Meet The Press. He is married to Republican political consultant Mary Matalin. In 2009, he began teaching political science at Tulane University.^[4]

Early life and education[link]

Carville, the oldest of eight children, was born in Carville, Louisiana,^[5] the son of Lucille (née Normand), a former school teacher who sold World Book Encyclopedias door-to-door, and Chester James Carville, a postmaster as well as owner of a general store.^[6][7][8] Carville, LA was named after his paternal grandfather, Louis Arthur Carville, the postmaster.^[9] He is of mostly Cajun (French) descent, with more distant Irish (from his patrilineal great-grandfather), Danish, and German ancestry.^[10] Carville attended Ascension Catholic High School in Donaldsonville, Louisiana.^[7]

He received his undergraduate and Juris Doctor degrees from Louisiana State University. He served for two years in the United States Marine Corps.

Early career[link]

Before entering politics, Carville worked as a litigator at a Baton Rouge law firm from 1973–1979. Carville spent two years serving in the United States Marines, achieving the rank of Corporal,^[11] and later worked as a high school teacher.

Prior to the Clinton campaign, Carville and consulting partner Paul Begala gained other well-known political victories, including the gubernatorial victories of Robert Casey of Pennsylvania in 1986, and Zell Miller of Georgia in 1990. But it was in 1991 when Carville and Begala rose to national attention, leading appointed incumbent Senator Harris Wofford of Pennsylvania back from a 40-point poll deficit over White House hand-picked candidate Dick Thornburgh. It was during Wofford's campaign that the "it's the economy, stupid" strategy used by Bill Clinton in 1992 was first implemented.

Bill Clinton's 1992 presidential campaign[link]

In 1992, Carville helped lead Bill Clinton to a win against George H. W. Bush in the presidential election. In 1993, Carville was honored as Campaign Manager of the Year by the American Association of Political Consultants. His role in the Clinton campaign was documented in the feature-length Academy Award-nominated film The War Room.

One of the formulations he used in that campaign has entered common usage, derived from a list he posted in the war room to help focus himself and his staff, with these three points:

1. Change vs. more of the same.
2. The economy, stupid.
3. Don't forget health care.^[12]

Political and media work[link]

After 1992 Carville stopped working on domestic campaigns, stating that he would bring unneeded publicity. He then worked on a number of foreign campaigns, including those of Tony Blair - then Prime Minister of the United Kingdom - during the 2001 general election Ehud Barak of Israel's Labor Party (at the suggestion of Clinton, who had grown frustrated with Benjamin Netanyahu's intransigence in the peace process) in the 1999 Knesset election, and the Liberal Party of Canada. In 2002, Carville worked as a Greenberg Carville Shrum (GCS) strategist to help American-educated Bolivian Gonzalo Sánchez de Lozada win the presidency in Bolivia, which was portrayed in a documentary Our Brand Is Crisis.

In 2004, he was brought in for last-minute consulting on Senator John Kerry's Presidential campaign, but he did not play a major role.

In 2005, Carville taught a semester of the course "Topics in American Politics" at Northern Virginia Community College. Among the guests he had come speak to the class were Al Hunt, Mark Halperin, Senator George Allen, George Stephanopoulos, Karl Strubel, Stan Greenberg, Tony Blankley, representatives from the Motion Picture Association of America, James Fallows.

In 2006, Carville switched gears from politics to sports and became a host on a sports show called 60/20 Sports on XM Satellite Radio with Luke Russert, son of NBC journalist Tim Russert. The show is an in-depth look at the culture of sports based on the ages of the two hosts (60 and 20). After the Democrats' victory in the 2006 midterm election, Carville criticized Howard Dean as Democratic National Committee Chair, calling for his ouster, as he believed Dean had not spent enough money. In late November 2006, Carville proposed a truce of sorts.^[13]

Carville is the executive producer of the 2006 film All the King's Men, starring Sean Penn and Anthony Hopkins, which is loosely based on the life of Louisiana Governor Huey Long.

Carville had believed that Al Gore, whom he helped put in the White House as vice president in 1992, would run for president in 2008.^[14] This prediction did not come true.

On March 4, 2009, Politico reported that Carville, Paul Begala, and Rahm Emanuel were the architects of the Democratic Party's strategy to cast conservative talk radio host Rush Limbaugh as the face of the Republican Party.^[15] Carville was particularly critical of Limbaugh for saying he wanted Barack Obama to "fail." It was later reported that Carville had voiced the opinion, during the presidency of George W. Bush, that, "I don’t care if people like him or not, just so they don’t vote for him and his party. That is all I care about. I hope he doesn’t succeed, but I am a partisan Democrat. But the average person wants him to succeed. It is his country, his life or their lives. So he has that going for him."^[16] Carville made the remarks on September 11, 2001, shortly before the terrorist attacks on the United States. Upon hearing news of the attacks, Carville asked reporters to "disregard" his prior comments.^[17]

Afghan presidential candidate Ashraf Ghani hired Carville as a campaign advisor in July 2009. Carville said that the 2009 Afghan presidential election is "probably the most important election held in the world in a long time," and he called his new job "probably the most interesting project I have ever worked in my life."^[18] Carville, whose work for Ghani is pro bono, when asked about similarities between politics in Afghanistan and politics in Louisiana, responded:

Yeah, I felt a little bit at home, to be honest with you.^[19]

In 2010, Carville worked as senior advisor for the campaign of Colombian presidential candidate Juan Manuel Santos.^[20]

He is acting as advisor for Daniel Scioli (Governor of Buenos Aires) re-election campaign.

Hillary Clinton's 2008 Presidential campaign[link]

As an advisor to Hillary Rodham Clinton's 2008 presidential campaign, Carville told The New York Times on March 22, 2008, that New Mexico Governor Bill Richardson, who had just endorsed Senator Barack Obama for the Democratic nomination, was comparable to Judas Iscariot. It was "an act of betrayal," said Carville. "Mr. Richardson’s endorsement came right around the anniversary of the day when Judas sold out for 30 pieces of silver, so I think the timing is appropriate, if ironic,” Mr. Carville said, referring to Holy Week. Governor Richardson had served in President Bill Clinton's administration as both United States Ambassador to the United Nations and Secretary of Energy, and Carville believed that Richardson owed an endorsement to Senator Clinton in exchange for being offered those posts by her husband. Carville also claimed that Richardson assured many in the Clinton campaign that he would at least remain neutral and abstain from taking sides.^[21] Richardson refuted Carville's account, arguing that he had not made any promises to remain neutral. Richardson claims that his decision to endorse Obama was "clinched" by his speech on race relations following the swirl of controversy surrounding Obama's former pastor Jeremiah Wright.^[22] Carville went on to note,"I doubt if Governor Richardson and I will be terribly close in the future," Carville said,^[23] but "I've had my say...I got one in the wheelhouse and I tagged it."

Even as Clinton's campaign began to lose steam, Carville remained both loyal and positive in his public positions, rarely veering off message and stoutly defending the candidate. But on May 13, 2008, a few hours before the primary in West Virginia, Carville remarked to an audience at Furman University in South Carolina, "I'm for Senator Clinton, but I think the great likelihood is that Obama will be the nominee."^[24] The moment marked a shift from his previous and often determinedly optimistic comments about the state of Hillary's campaign.

After Barack Obama's clear lead for victory in the Democratic presidential campaign on June 3, James Carville said he was ready to open up his wallet to help Obama build a political war chest to take on John McCain in November.^[25]

Career as author[link]

Carville is also a best-selling author. With his wife, Mary Matalin - a Republican - and writer Peter Knobler, Carville co-wrote All's Fair: Love, War and Running for President, published in 1995. He later wrote: We're Right, They're Wrong: A Handbook for Spirited Progressives, published in 1996; ...And The Horse He Rode In On: The People vs. Kenneth Starr, published in 1998; With Paul Begala he co-wrote Stickin. Suck Up, Buck Up... and Come Back When You Foul Up, in 2001, which detailed strategies for fighting and winning in business, politics, and life. In 2004, Carville released a political banter book entitled Had Enough?, as well as a children's picture book, Lu and the Swamp Ghost, with co-author Patricia McKissack and illustrator David Catrow. In January 2006, he released another book co-written with Begala, Take It Back: Our Party, Our Country, Our Future.

Carville's most recent book is entitled 40 More Years: How the Democrats Will Rule the Next Generation.

In 1996, Carville was inducted into the Louisiana Political Museum and Hall of Fame in Winnfield, along with former Louisiana State Treasurer Mary Evelyn Parker and segregationist leader Leander Perez.

Personal life[link]

Carville is married to Republican political pundit Mary Matalin, who had worked for President George H. W. Bush on his 1992 reelection campaign. Carville and Matalin were married in New Orleans in October 1993. They have two daughters: Matalin Mary "Matty" Carville and Emerson Normand "Emma" Carville.

Carville publicly acknowledged that he has adult attention-deficit disorder.^[26]

In 2008, Carville and Matalin relocated their family from Virginia to New Orleans.^[27] He is currently on the faculty of the department of political science at Tulane University.
