Central Committee was the common designation of a standing administrative body of communist parties, analogous to a board of directors, whether ruling or non-ruling in the 20th century and of the surviving states in the early 21st century. In such party organizations the committee would typically be made up of delegates elected at a party congress. In those states where it constituted the state power, the Central Committee made decisions for the party between congresses, and usually was (at least nominally) responsible for electing the Politburo. In non-ruling Communist parties, the Central Committee is usually understood by the party membership to be the ultimate decision-making authority between Congresses once the process of democratic centralism has led to an agreed-upon position.
Non-Communist organizations are also governed by Central Committees, such as the Mennonite Church and Alcoholics Anonymous, as well as the Central Committee for Conscientious Objectors (to war). In the United States the two major parties are administered by the Democratic National Committee and the Republican National Committee; these act as the leading bodies of those organizations at the national/administrative level, as well as local committees in a similar capacity within the local Democratic or Republican governments of individual counties and states.
A communist party is a political party that advocates the application of the social and economic principles of communism through state policy. The name originates from the 1848 tract Manifesto of the Communist Party by Karl Marx and Friedrich Engels. According to Leninist theory, a Communist party is the vanguard party of the working class (Proletariat), whether ruling or non-ruling, but when such a party is in power in a specific country, the party is said to be the highest authority of the dictatorship of the proletariat. Vladimir Lenin's theories on the role of a Communist party were developed as the early 20th-century Russian social democracy divided into Bolshevik (meaning "of the majority") and Menshevik (meaning "of the minority") factions. Lenin, leader of the Bolsheviks, argued that a revolutionary party should be a small vanguard party with a centralized political command and a strict cadre policy; the Menshevik faction, however, argued that the party should be a broad-based mass movement. The Bolshevik party, which eventually became the Communist Party of the Soviet Union, took power in Russia after the October Revolution in 1917. With the creation of the Communist International, the Leninist concept of party building was copied by emerging Communist parties worldwide.
A committee (or "commission") is a body of one or more persons that is subordinate to a deliberative assembly. Usually, the assembly sends matters into a committee as a way to explore them more fully than would be possible if the assembly itself were considering them. Committees may have different functions and the type of work that each committee does would depend on the type of organization and its needs.
A deliberative assembly may form a committee (or "commission") consisting of one or more persons to assist with the work of the assembly. For larger organizations, much work is done in committees. Committees can be a way to formally draw together people of relevant expertise from different parts of an organization who otherwise would not have a good way to share information and coordinate actions. They may have the advantage of widening viewpoints and sharing out responsibilities. They can also be appointed with experts to recommend actions in matters that require specialized knowledge or technical judgment.
The Standing Committee of the Central Political Bureau of the Communist Party of China, usually known as the Politburo Standing Committee (PSC), is a committee consisting of the top leadership of the Communist Party of China. Historically it has been composed of five to nine members. The current PSC has seven members. Its officially mandated purpose is to conduct policy discussions and make decisions on major issues when the Politburo, a larger decision-making body, is not in session. According to the party's Constitution, the General Secretary of the Central Committee must also be a member of the Politburo Standing Committee.
While the PSC in theory reports into the Politburo, which in turn reports into the larger Central Committee, in practice the PSC acts as the most powerful decision-making body in China, and its decisions de facto have the force of law. Its membership is closely watched by both the national media as well as political watchers abroad. Historically, the role of the PSC has varied and evolved. During the Cultural Revolution, for example, the PSC had little power.

It's an election for leaders quite unlike that in the West. Today, attendees of the Communist Party's 18th Party Congress were given the list of contenders for the Party's Central Committee. It's part of the final steps to establish the ultimate ruling circle—the nine, or seven member Politburo Standing Committee. So far, the process has been shrouded in secrecy and backroom jockeying. The electoral process is an attempt by the Communist regime at its own style of intra-Party democracy. In reality though, democracy activist Liu Yingquan says, the makeup of the Central Committee has already been decided. [Liu Yingquan, Chinese Democracy Activist]: "This so called marginal-election is not that significant. The list of contenders is given by senior delegates. Also, the order of the names t...

Perestroika (Russian: перестро́йка; IPA: [pʲɪrʲɪˈstrojkə] ( )) was a political movement for reformation within the Communist Party of the Soviet Union during the 1980s (1986), widely associated with Soviet leader Mikhail Gorbachev and his glasnost (meaning "openness") policy reform. The literal meaning of perestroika is "restructuring", referring to the restructuring of the Soviet political and economic system. Perestroika is often argued to be the cause of the dissolution of the Soviet Union, the revolutions of 1989 in Eastern Europe, and the end of the Cold War. This video is targeted to blind users.
