IN a propaganda statement released shortly after the takeover, one of the first lines read, "The morality of the cities under Lon Nol was not pure and clean like in the liberated areas." 17 April 1975 was the day in which the Yuon secret agents known as Vietcong gained victory over the Lon Nol Army. The Young Mysterious Murderous Vietnamese Soldiers of Men-In-Black successfully captured the city of Phnom Penh and broadcasted their victory throughout the country of Cambodia. The Lon Nol army dropped their weapons and ceased fighting. After a few hours of sporadic gunfire, a group of Khmer Rouge regulars enters the city. Several civilians go out to meet them waving white flags. Moments later, at a street corner off Monivong, government soldiers surrender their arms under the watchful eyes of the victors. Throughout the day, Khmer Rouge regular forces dressed in black collected weapons from Lon Nol soldiers who had retreated into the city during the closing hours of the war. Rifles are left piled up on many streets corners. 17 April 1975 was the day the people of Cambodia escaped from the American imperialists. It was also the day in which the country of Cambodia fell into the tragedy of genocide, a tragedy we ought to be fearful and shocked by. The language of the Paris Agreement placed no real formal obligations on Hanoi or Washington with regard to Cambodia or Laos. During the course of his talks with Le Duc Tho, Kissinger had attempted to obtain an assurance that cease-fires could be arranged in Cambodia and Laos as well as in Vietnam. The North Vietnamese were able to give satisfactory assurances on Laos; Hanoi had always dominated the Pathet Lao. In Cambodia, however, no such guarantees could be given, because of growing tensions between the North Vietnamese and the Khmer Rouge. During 1972, when almost North Vietnamese combat divisions were withdrawn from Cambodia for the offensive in South Vietnam, reports of fairly constant fighting between the allies reached Phnom Penh and Washington. By the end of the year the Khmer Rouge were fielding an army of around 50000 men, organized in regimes, and were strong enough to hold their own against Lon Nol, with only logistical support from the North Vietnamese. Although Kissinger subsequently assured Congress there were no secret clauses to the Paris Agreement, Nixon had, at North Vietnamese insistence, written a secret letter to the Prime Minister, Pham Van Dong, promising such aid. It is not clear what role Kissinger himself was prepared to take in any Cambodian negotiations at this precise moment. AhmekKhmer February 16, 2008 BEFORE the coup 17th March 1970, Sihanouk traveled to France for one of his periodic rest cures in early January 1970, planning to return via Moscow and Beijing. But instead of traveling to France for his periodic rest cures, he secretly went to Rome to meet General Lon Nol by doing secret talk according to François Ponchau's Cambodia Year Zero. When General Lon Nol returned from his overseas trip to Cambodia. He sacrificed his live to fulfill Sihanouk's wish to topple him. Lon Nol then became a republic president from 1970-75. The immediate effect of the 1970 coup in the countryside, Sihanouk's traditional stronghold, was bloody. Violent rioting and unrest ensued, and peasants murdered Lon Nol's brother. Most important, thousands joined the Khmer Rouge's insurgency. The Khmer Rouge went from having just a few thousand armed troops in early 1970, to having 12000 by the year's end. And in 1971, the DIA. reported that "Vietnamese communists" (referring to the Khmer Rouge in coalition with North Vietnamese comrades) controlled 65% of the land and 35% of the population, with an army of 10000.
