Music from Lazistan Laz people
Laz, which is classified by UNESCO's Atlas of the World's Languages in Danger as a "critically endangered language," has an estimated number of speakers between 250000 and 500000 in Turkey. The majority of Laz have immigrated to urban areas in western Turkey in the last 20 years. The families that still speak Laz only do so among adults in informal situations. This means that the younger generations fail to fully acquire the language. Laz, which has no official status or support in Turkey, is therefore under threat of extinction. If the language disappears, the culture is severely threatened as well, as language is one of the most powerful instruments of preserving and developing a culture. UNESCO says moves to promote the dissemination of minority languages will serve not only to encourage linguistic diversity but also to develop fuller awareness of linguistic and cultural traditions throughout the world. In an interview with Sunday's Zaman, Laz scholar İsmail Bucaklişi, who compiled and co-authored the first Laz dictionary, said the Laz language needs to regain its social status for Laz people to hold on to it. "Laz people have long been looked down on in Turkish society and made victims of insulting idioms and jokes, and those speaking Turkish with the Laz accent have been humiliated for decades," said Bucaklişi, adding that government, being a respected body, is the best instrument for reinstating the status of the Laz language. Who are the LAZ people ?
The LAZ people are KARTVELIANS The largest Laz villages in Adjara are: Sarpi, Kvariati, Gonio and Makho. The Laz also live in Batumi, Kobuleti, Zugdidi and Tbilisi. An expatriate community of the Laz is also present in Germany where they have migrated from Turkey since the 1960s. Today most Laz speakers live in Northeast Turkey, in a strip of land along the shore of the Black Sea. They form the majority in the Pazar (Atina), Ardeşen (Art'aşeni) and Fındıklı (Vitze) districts of Rize, and in the Arhavi (Ark'abi) and Hopa (Xopa) districts of Artvin. They live as minorities in the neighbouring Çamlıhemşin (Vijadibi) and Borçka districts. There are also communities in northwestern Anatolia (Karamürsel in Kocaeli, Akçakoca in Düzce, Sakarya, Zonguldak, Bartın), where many immigrants settled since the Russo-Turkish War (1877-1878) and now also in Istanbul and Ankara.

The Holy Orthodox Church, commemorates them on 29 April according to the old calendar, and on 12 May on the new calendar. On this day we remember those Christians of the east martyred by the followers of Mohammed that had invaded the region. After the fall of Byzantium in 1453, the Ottomans sought for three centuries to destroy the Christian-Georgian consciousness of the Laz people. At the same time, Rome increased its presence in the region by dispatching ever greater numbers of Catholic missionaries. The Laz, caught in the crossfire, boldly defended and preserved their Orthodox Faith. Those that were forcibly converted to Islam struggled to preserve their national culture, the memory of their ancestors, and the love of their homeland. As time progressed, however, some grew weak and converted to Catholicism (in word, if not in mind and heart) or allowed themselves to be won over by the Monophysite heresy. In our own time, with the blessing of Catholicos-Patriarch Ilia II, people from several Georgian regions have reestablished lines of communication with the Laz who currently reside within Turkish borders. Most of the name changes occurred in the eastern third of the country, the traditional homeland for most of Turkey's non-Turkish (Kurdish, Armenian, Laz, etc.) populations. This is shown visually by the density of black spots in Figure 1. In the province of Mardin, for example, 91 percent of the place names were changed, while 72 percent were changed in Trabzon ejts.revues.org

What does the Urban Transformation Project in Istanbul expect from Tarlabaşı, where in the day a crowded and vivid life is going on in its streets while at night it becomes a dangerous silence and the dark faces of the strangers? Following the questions that “who are these people?” and “why and how they live in this neighborhood?”, this work aims to show the day and the night of Tarlabaşı and to picture the anger of its inhabitants of being looked down.
Gündüz, kalabalık bir köy meydanı, neşeli bir bayram günüyken, geceleri ürkütücü bir sessizliğe, karanlık dehlizlere ve tehlikeli bakışlara dönüşen Tarlabaşı’ndan “Kentsel Dönüşüm” ne istiyor? Kimler, niye burada ve nasıl yaşıyor sorusu ardında, geceyi de gündüzü de adımlayan bu çalışma, yaşamın cıvıltılı ıslığını çalarak dolaştığı Tarlabaşı sokaklarında horlanmışlığın belgeselini sunuyor.
Önce 2005 yılında "Yıpranan Kent Dokularının Yenilenmesi, Korunması ve Kullanılması Hakkında Kanun Tasarısı" adıyla maruf 5366 nolu yasa çıkıyor. Yasanın mimarlarından biri olmakla övünen Beyoğlu Belediye Başkanı Ahmet Misbah Demircan'ın da azmiyle TBMM'den çıkan onayın akabinde, Tarlabaşı Bulvarı'na cephesi olan ve hemen arkasındaki yapı adalarında yer alan 209'u tescilli, toplam 278 binanın bulunduğu bölge "yenileme alanı" ilan ediliyor. Semtin yüzde 3'üne tekabül eden alandaki mülk sahipleri Beyoğlu Belediyesi tarafından 'bilgilendirmeye' çağrılıyor. Toplantılara katılımı belgelendirmek için mülk sahiplerinden alınan imzalar daha sonra ortada olmayan yenileme planları için anlaşma zeminin bulunmadığının delili olarak gösteriliyor ve Bakanlar Kurulu'ndan acil kamulaştırma kararı çıkarılmasına vesile ediliyor. Tıpkı Süleymaniye, Sulukule, Zeyrek, Balat, Fener, Kürkçübaşı ve daha nice tarihî mahalle gibi, Tarlabaşı da 5366 no'lu yasanın hükmü altına sokuluyor.
Söz konusu yasa, son beş yılda çıkan ve birbiriyle tutarsız bir dizi kanunun, belediyeye nasıl çoktan seçmeli bir müsadere zemini hazırladığına oldukça sarih bir örnek. 90'lar boyunca Tarlabaşı da dahil, tarihi semtlerin SİT alanı ilan edilmesi üzerine doğan bütüncül planlama zorunluluğunu saf dışı bırakmak için Anıtlar Kurulu yerine "Yenileme Kurulu"nun ikame edilmesinin önünü açan yasa, katılımcılık söylemini istişareden ibaret bir genellemeye indirirken abanın altından gösterdiği sopayı 7. maddesinde şöyle açık ediyor: "Bu kanun kapsamında yer alan yenileme alanlarında, uluslararası hukuktan doğan yükümlülükler saklı kalmak kaydıyla, diğer kanunların bu kanuna aykırı hükümleri uygulanmaz." Bir başka deyişle 5366 "özel" bir amaçla, uygulayıcıları da istisnai yetkilerle donatılıyor...

Kamulaştırma yetkisini de belediyeye devreden yasanın özel amacının rantsal karşılığını anlayabilmek için semtin çevresine bir göz atmakta fayda var. Mimarlar Odası'ndan Mücella Yapıcı'nın "Tarlabaşı Kanunu" diye adlandırdığı 5366 no'lu yasa aslında mahallenin zamanla rant merkezi olarak algılanmasına neden olan bir dizi kentsel müdahalenin sonucunda icat edildi. Bedrettin Dalan, Haliç sahiline inerek şimdilerde soylulaşan bölgeyi ranta açmak için 19861988 yıllarında 167'si tescilli, 368 binayı yıkıp Tarlabaşı Bulvarı'nı yaratarak semtin Beyoğlu ile olan organik bağını kesti. Yine 1988 yılında, ikinci köprünün açılmasıyla iş merkezi Zincirlikuyu-Maslak güzergâhına doğru kaydırılmaya başlandı. Bu aksın doğal uzantısı olan "tarihi" Beyoğlu, İstiklal Caddesi'nin 1990 yılında trafiğe kapatılmasıyla gelmekte olan servis sektörünün eğlence mabedi olarak tescillendi. 2000 yılında metronun Maslak'ın çeperinden Taksim'e ulaşmasıyla yeni tarz-ı hayatın silueti belirdi: Maslak'ta bir ofiste yüksek gelirli bir masabaşı işgününün bitiminde, ara istasyonlardaki bir AVM-residansta alışveriş yapma ya da eve uğrama molasından sonra, Taksim'e intikal ederek Batılı anlamda turizm ile soslanmış gece hayatında günü nihayetlendirme. Bu kunt ve "kürsel kent" söyleminden apartılmış şablon son 10 sene zarfında Tarlabaşı'na olan baskısını çeşitli kollardan arttırdı. Tarlabaşı'na komşu Talimhane bölgesinde Seyfi Arıkan gibi tarihsel öneme sahip mimarların binaları yıkılıp küçük esnaf ve yoksul sakinler bölgeden uzaklaştırılken açılan 48 otel sayesinde yörede emlak fiyatları 6 kart arttı. Piyalepaşa'dan aşağı inerken sağda, Bilgi Üniversitesi Dolapdere kampusü öncü soylulaştırma unsuru olarak bölgeye yerleşirken, Pangaltı ve Şişli istikametinden yukarı çıkarken yapımı süren 6 dev rezidans projesi hizmet sektörünün kültür hayatına yakın durmak isteyen üst sınıf çalışanlarını ağırlamayı hayal ediyor.

There are so many similarities between The Laz People of North East Turkey and the Punjabis of the Northern Subcontinent... PUNJAB and LAZ Cultural Similarities include: COLOUR; MUSIC; DANCE; OLD REGIONAL LANGUAGE; TRADTIONAL COSTUME; MUSICAL INSTRUMENTS. DANCE In the Punjab [coming from 'Paanch Ab' - The Land of Five Waters] the world famous folk dance BHANGRA developed as a farming dance. The dance is fast and furious jumping and jigging, shaking up and down of shoulders with arms above the head, calling out, "Balay!Balay!". The dance is often performed in circles or lines of people. The footwork involves stepping rapidly backwards and forwards or kicking feet back up towards the buttocks. The dance is usually symetrical in movement balance. In Turkish cities Trabzon and Rize, a furious folk dance is done: THE HORON - The dancers often perform in rows holding hands. The shoulders shake forwards and backwards with the arms are held directly infront of the body, the hands held limply from the wrists. The footwork is complex and furious with knee and leg kicks and measured quick shuffles and heel-toe exchanges. The dance is often asymmetrical in movements to left and right.
