The cause of the accident, which occurred around 8:45 am at Pier 11, at South Street and Gouverneur Lane, was not immediately clear, according to a spokesman for the New York Fire Department. A massive gash in the ferry could be seen, and passengers, speaking on local television stations, described a huge jolt as the ferry pulled into the dock. The ferry, operated by Sea Streak Ferry, provides daily service from Atlantic Highlands and Conners Highlands in New Jersey to Lower Manhattan, and can accommodate several hundred passengers. The president of the ferry company, James R. Barker, told NBC News that there were 300 people on the ferry and that many of those who were injured were thrown from their seats. Chris Avore, speaking to ABC News, said the impact was similar to what one might feel in a car crash. "Almost no one knew what was going on," he said.

"Comandante Chávez, the leader of the revolution, the president of the Bolivarian Republic of Venezuela, has been granted a permission from the National Assembly," Cabello told a crowd in Caracas. "Even the opposition, who were at this session, voted to give President Chávez permission to be attended to medically," he added. The vote by the assembly, which is dominated by Chávez supporters, confirms Diosdado Cabello as the third most powerful figure in the government. Rebels in the Central African Republic (CAR) say they remain open to dialogue with President Francois Bozize's government and are not planning to advance to the capital Bangui. The fighters, a coalition of various anti-govenrnment groups known as Seleka, began their offensive earlier this month and have taken control of more than 10 towns. Seleka had said on Monday they would stop fighting if the President announced a ceasefire first, but military action continued. The rebels seized the central town of Kaga Bandoro on Tuesday, around 300km north of the capital, despite the presence of foreign troops in place to support the government. CAR, a French colony until 1960, has been plagued by insecurity since then. President Bozize took power in 2003 following a coup. The rebels want the government to honour deals signed between 2007 and 2011 offering financial support and aid to fighters who laid down their arms.
