The Royal Society for the Protection of Birds (RSPB) is a charitable organisation registered in England and Wales^[2] and in Scotland.^[3] It works to promote conservation and protection of birds and the wider environment through public awareness campaigns, petitions and through the operation of nature reserves throughout the United Kingdom.^[4]

The RSPB has 2,000 employees, 17,600 volunteers and over 1 million members (including 150,000 youth members), making it the largest wildlife conservation charity in Europe.^[5] The RSPB has many local groups and maintains 200 nature reserves.^[6]

The charity was founded in 1889 by Emily Williamson at her house in Didsbury, Manchester (now in Fletcher Moss Botanical Garden),^[7] as a protest group campaigning against the use of great crested grebe and kittiwake skins and feathers in fur clothing. Originally known as "the Plumage League", the group gained popularity and eventually amalgamated with the Fur and Feather League in Croydon, and formed the RSPB.^[8]

The original members of the RSPB were all women who campaigned against the fashion of the time for women to wear exotic feathers in hats, and to this end the Society had two simple rules:^[8]

• That Members shall discourage the wanton destruction of Birds, and interest themselves generally in their protection
• That Lady-Members shall refrain from wearing the feathers of any bird not killed for purposes of food, the ostrich only excepted.

The Society attracted support from some women of high social standing who belonged to the social classes that popularised the wearing of feathered hats, including the Duchess of Portland (who became the Society's first President) and the Ranee of Sarawak. As the organisation began to attract the support of many other influential figures, both male and female, such as the ornithologist Professor Alfred Newton, it gained in popularity and attracted many new members. The society received a Royal Charter in 1904 from Edward VII, and was instrumental in petitioning the Parliament of the United Kingdom to introduce laws banning the use of plumage in clothing.^[7]

In 1961, the Society acquired The Lodge in Sandy, Bedfordshire as its new headquarters.^[7]

Activities[link]

Today, the RSPB works with both the civil service and the Government to advise Government policies on conservation and environmentalism.^[9] It is one of several organisations that determine the official conservation status list for all birds found in the UK.

Reserves[link]

The RSPB maintains over 200 reserves throughout the United Kingdom,^[6] covering a wide range of habitats, from estuaries and mudflats to urban habitats.^[10] The reserves often have bird hides provided for birdwatchers and many provide visitor centres which include information about the wildlife which can be seen there.^[11]

The RSPB confers awards, including the President's Award, for volunteers who make a notable contribution to the work of the society.

Bird Notes[link]

Bird Notes and News (ISSN 0406-3392) was first published in April 1903.

The title changed to 'Bird Notes' in 1947. In the 1950s, there were four copies per year (one for each season, published on the 1st of each third month, March, June, September and December). Each volume covered two years, spread over three calendar years. For example, volume XXV (25), number one was dated Winter 1951, and number eight in the same volume was dated Autumn 1953.

From the mid 1950s, many of the covers were by Charles Tunnicliffe. Two of the originals are on long-term loan to the Tunnicliffe gallery at Oriel Ynys Môn, but in 1995 the RSPB sold 114 at a Sotheby's auction, raising £210,000; the most expensive being a picture of a partridge which sold for £6,440.^[19]

From January 1964 (vol. 31, no. 1), publication increased to six per year, (issued in the odd-numbered months, January, March and so on, but dated "January–February", "March–April", etc.). Volumes again covered two years, so vol. 30, covering 1962–63, therefore included nine issues, ending with the "Winter 1963–64" edition instead of eight. The final edition, vol. 31 no. 12, was published in late 1965.

Junior divisions[link]

The RSPB has two separate groups for children and teenagers: Wildlife Explorers (founded in 1943 as the Junior Bird Recorders' Club; from 1965–2000 the Young Ornithologists Club or YOC^[7]) and RSPB Phoenix. Wildlife Explorers is targeted at children aged between 8 and 12, although it also has some younger members,^[20] and has two different magazines: Wild Times for the under 8s and Bird Life for those over 8. RSPB Phoenix is aimed at teenagers, and produces Wingbeat magazine, although members also receive Bird Life magazine.^[21] The RSPB is a member of The National Council for Voluntary Youth Services.^[22]

Finances[link]

The RSPB is funded primarily by its members; in 2006, over 50% of the society's £88 million income came from subscriptions, donations and legacies, worth a total of £ 53.669 million.^[1] As a registered charity, the organisation is entitled to gift aid worth an extra £0.28 on every £1.00 donated by income tax payers.^[23] The bulk of the income (£63.757 million in 2006) is spent on conservation projects, maintenance of the reserves and on education projects, with the rest going on fundraising efforts and reducing the pension deficit, worth £19.8 million in 2006.

Ifor Huw Irranca-Davies^[1] (born 22 January 1963), born Ifor Huw Davies, is a British Labour Party politician, who has been the Member of Parliament (MP) for Ogmore since 2002. (He adopted his wife's maiden name as part of his own surname when they married.)

Having served as Parliamentary Private Secretary in the Northern Ireland Office, the Department for Work and Pensions, and the Department of Culture, Media and Sport, he became an Assistant Whip in May 2006. On 29 June 2007, he was appointed Parliamentary Under-Secretary of State for Wales, before being promoted to the role of Parliamentary Under-Secretary of State in the Department for the Environment, Food and Rural Affairs.

Early days[link]

Davies was born in 1963, the son of Teresa Davies and Gethin Davies. Some of his earliest memories are of campaigning in General Elections for his uncle, Ifor Davies, MP for Gower and deputy to Cledwyn Hughes at the Welsh Office in Harold Wilson's Government. Davies went to Gowerton Comprehensive School (where his mother was a secretary), and later achieved a BA (Hons) at Crewe and Alsager College, and an MSc from Swansea Metropolitan University.

After leaving higher education he worked for local authorities in leisure management; and it was while he was working in a sports centre and she was doing aerobics that he met his wife, Joanna Irranca, a member of an Italian family who had come to work in south Wales in the 1950s. On marriage the couple both changed their surnames to Irranca-Davies. Later, Irranca-Davies worked in private sector management, and also spent enjoyable years as a lecturer at Swansea Metropolitan University.

Member of Parliament[link]

In 2001 he was Labour candidate for the Brecon & Radnor constituency in 2001, but finished third, behind the Liberal Democrat and Conservative candidates.

In the by-election of 14 February 2002 he was elected to the parliamentary seat of Ogmore in the South Wales Valleys (a Labour seat since 1918), after the death of MP and Government Whip Sir Ray Powell. (Irranca-Davies was himself appointed Government Whip for Wales in May 2006 after spells as a Parliamentary Aide in several government departments.) He was re-elected to serve Ogmore in the general elections of May 2005 and May 2010. For the first time in 2010, Ogmore became the largest parliamentary majority of any party and constituency in Wales.

Since his election in 2002 Irranca-Davies has worked on a range of local and national issues, including sitting on the Procedures Select Committee to discuss ways of modernising the work of Parliament and has also sat on Standing Committees for the Police Reform Bill, Fireworks Bill and Communications Bill, amongst others.

He has also held positions on the Welsh Grand Committee and the Northern Ireland Grand Committee. Huw has worked on Parliamentary Labour Party ('PLP') Committees on Welsh Affairs, Foreign and Commonwealth Affairs, Home Affairs and International Development. He was also the backbench MP representative on the board of the Coal Health Claims Monitoring Subgroup for Wales. He has campaigned on many issues including the modernisation of rail lines in Wales, flood protection, and access to the countryside and coast. Irranca-Davies has spoken in the House of Commons on topics as varied as international trade union rights, compulsory voting, anti-social behaviour, renewable energy and climate change, fair trade, social justice and poverty and inequality.

In June 2005 he became Parliamentary Private Secretary (PPS) to Tessa Jowell, having previously served as PPS to Jane Kennedy at the Northern Ireland Office. Irranca-Davies has served as PPS to Ministers of the Department for Work and Pensions and Department for Culture, Media and Sport. He has also worked as Parliamentary Under-Secretary of State of Wales, and as an Environment Minister in the Department for Environment, Food and Rural Affairs (DEFRA).

Between October 2010 and October 2011, Irranca-Davies served as the Shadow Energy Minister where he led the Labour campaign on the protection of the Feed-In Tariff for solar power. In October 2011, he was appointed as the Shadow Minister on Food and Farming, where he currently works on issues regarding food policy, farming and rural affairs (including extending the availability of broadband).

Irranca-Davies is a Member of many additional diverse All Party Groups. These include the All Party Groups for British Council (Vice-Chair), China Group, Citizens Advice, Clean Coal, Coalfield Communities, Energy Intensive Industries (Vice-Chair), Manufacturing, Maritime and Ports, Steel and Metal Related Industry, Children in Wales, Patient and Public Involvement in Health and Social Care (Co-Chair), University Group (Vice-Chair), and Waterways (Co-Chair).

Irranca-Davies serves as Chair of the All Party Group for the Recognition of Munitions Workers. During World War II, many ‘munitioneers’ settled in Ogmore and across South Wales to work at the Welsh Arsenal in Bridgend. There, they worked to supply troops with weaponry and ammunition. However, their efforts along with those working in Royal Ordnance Factories across the UK, have yet to be officially recognised. The All Party Group has been working towards this recognition.

While Huw spends the majority of his week at work in Parliament, he returns to his constituency in Ogmore on the weekends to carry out advice clinics, meet with constituents and attend events. He divides his time between his constituents, his wife and his three sons. Huw is a fan of many sports, especially rugby, and enjoys attending his son’s rugby matches in his free time at home.

In 2005 he was voted the 48th sexiest man in Wales by the Western Mail.^[3]

In 2011, Huw was shortlisted for the first Sports Parliamentarian of the Year award, an initiative introduced by the Sport and Recreation Alliance for the work he has done to promote Archery. He was nominated by the Archery GB after he hosted the first sporting event to ever take place in Parliament in September 2011.^[4] The event brought MPs and peers together as well as gold medallists such as Nicky Hunt (archer) on Speakers’ Green for a day devoted to the sport.^[5]

Caroline Alice Spelman (née Cormack; born 4 May 1958) is a Conservative Party politician in the United Kingdom who has served as the Member of Parliament (MP) for Meriden in the West Midlands since 1997. In May 2010 she became Secretary of State for Environment, Food and Rural Affairs in David Cameron's coalition cabinet, and was sworn as a Privy Counsellor on 13 May 2010.^[2]

Born in Bishop's Stortford, Hertfordshire, Spelman attended Herts and Essex High School for Girls (now called The Hertfordshire and Essex High School), in Warwick Road, Bishop's Stortford, Hertfordshire, and received a BA First Class in European Studies from Queen Mary College, University of London.

Early career[link]

She was Sugar Beet commodity secretary for the National Farmer's Union from 1981 to 1984. She was deputy director of the International Confederation of European Beet Growers (officially known as La Confédération Internationale des Betteraviers Européens – CIBE) in Paris from 1984–9, then a research fellow for the Centre for European Agricultural Studies (part of the University of Kent and since 2000 known as the Centre for European Agri-Environmental Economics) from 1989 to 1993. She co-owns Spelman, Cormack & Associates, a lobbying firm for the food and biotechnology industry, with her husband.^[3] Based in Dorridge (her constituency is in the Borough of Solihull).

Parliamentary career[link]

Before entering Parliament in 1997, she stood unsuccessfully in the Bassetlaw constituency in Nottinghamshire at the 1992 general election.

In 2001, Iain Duncan Smith appointed Spelman Shadow Secretary of State for International Development, a post she maintained until Duncan Smith's departure as Conservative Party leader. Duncan Smith's successor, Michael Howard, opted for a streamlined Shadow Cabinet and omitted Spelman; however, he later appointed her as a front bench spokeswoman on Environmental Affairs working for Theresa May. In March 2004, Spelman re-entered the Shadow Cabinet as Shadow Secretary of State for Local and Devolved Government Affairs, succeeding David Curry. Under David Cameron's leadership of the Conservative Party, in 2007 she was promoted further to become Conservative Party Chairman. In 2009 she was moved in another reshuffle to the role of Shadow Secretary of State for Communities and Local Government, replacing Eric Pickles.

Expenses[link]

In 2009, during the expenses crisis it was reported that Spelman had received £40,000 for cleaning and bills for her constituency home; this was despite her husband claiming it was their main home. In 2008 she reportedly over-claimed hundreds of pounds towards her council tax.^[4]

"Nannygate" controversy[link]

On 6 June 2008, Spelman was the subject of controversy when it was suggested that for around twelve months from May 1997 she paid her child's nanny, Tina Haynes, from her parliamentary staffing allowance, contrary to the rule governing such allowances and fears of the misuse of them. Spelman claims that her nanny also acted as her constituency secretary and was paid from the public taxpayers' purse for this aspect of her further employment. Haynes confirms that occasionally she would answer phone calls and post documents but initially she denied such happenings when interviewed on BBC Two's Newsnight via telephone. The accusations came at a time when Conservative Party leader David Cameron had tasked Spelman with reviewing the use of parliamentary allowances by Conservative MPs and MEPs in the wake of the Derek Conway affair.^[5] The allegation against Spelman came shortly after two Conservative MEPs, Giles Chichester (Leader of the Conservatives in the EU Parliament) and Den Dover (Conservative Chief Whip in the EU Parliament), were forced to resign amid claims they misused their parliamentary allowances. However, Spelman was not urged to resign by party leader, David Cameron. She referred the matter pertaining to herself, her nanny and parliamentary funds to John Lyon, the Parliamentary Commissioner for Standards.^[6] Senior Conservative colleagues including former Shadow Home Secretary David Davis stated their support for Spelman.^[7]

New revelations were exposed on the BBC's Newsnight programme that nine years previously Mrs Spelman's secretary, Sally Hammond, complained to the Conservative Party leadership that she was using Parliamentary allowances to pay her nanny and that the arrangement with the nanny was over a two year period and not one. ^[8]

In March 2009, the Commons Standards and Privileges Committee ruled Mrs Spelman had misused her allowances to pay for nannying work in 1997 and 1998.

Privacy injunction[link]

On 24 February 2012, the High Court in London refused to continue a privacy injunction previously granted to prevent the publication of a news item in the Daily Star Sunday involving her son. Judge Michael Tugendhat said that the injunction was "not necessary or proportionate".^[9] On 2 March 2012, the Spelmans decided not to appeal against the decision, which permitted the publication of a story about her son.^[10] The Spelman family was required to pay the legal costs of the Daily Star Sunday, in addition to their own legal costs of £60,994.^[11][12]

Personal life[link]

She married Mark Spelman, a senior partner at Accenture, on 25 April 1987 in south-east Kent. They have two sons and a daughter. Her husband stood as a Conservative candidate in the 2009 European elections for the West Midlands region.

The couple own a constituency home, a London townhouse and a villa in Algarve, Portugal,^[13] Her wealth is estimated as £1.5m.^[14]

She is a trustee of the Conservative Christian Fellowship.
