Israel Implements New Permit Regime & Forcible Transfer
Israel Implements New Permit Regime & Forcible Transfer
In the past year Israel has escalated its policy of separating the Palestinian populations of the Gaza Strip and West Bank from each other. The separation regime tears families apart, puts thousands at risk of expulsion to the Gaza Strip and turns Palestinians into "illegal aliens" in their own home. This policy is revealed in a position paper published today (Wednesday 10 September) by human rights organizations HaMoked and B'Tselem. As of November 2007, Israel requires Palestinians whose registered address is in Gaza to apply for a temporary permit to remain in the West Bank. This, even if they have lived in the West Bank for many years, established their homes there, and, in some cases even if they were born in the West Bank. Moreover, in the past year, the military has taken active measures to locate and expel Palestinians from the West Bank to the Gaza Strip under the pretext that they are "illegal aliens." Israel is exploiting the hardship of families which are split between the West Bank and Gaza Strip to force them to move to Gaza permanently. Israel requires Palestinians wishing to enter Gaza to sign an undertaking never to return to the West Bank. On the other hand, Palestinians from Gaza wishing to enter the West Bank for medical treatment, family visits etc., are required to deposit a large sum of money to guarantee their return to Gaza. For example: A Gazan bride and her parents who wanted to travel to the West Bank for the wedding ceremony were required to ...

Rights Groups Urge israeli top court to stop expelling Palestinians
Rights Groups Urge israeli top court to stop expelling Palestinians
JERUSALEM - HUMAN rights groups on Tuesday petitioned Israel's top court to stop the practice of expelling Palestinians from the West Bank to the Gaza Strip solely on the basis of their registered address. 'Thousands of people live in constant fear of being expelled, terrified of a simple walk to the grocery store, school or work,' the 16 Palestinian and Israeli groups said. 'Their only 'crime' is having an address which Israel refuses to correct.' Gaza-born Palestinians who moved to the West Bank over the past decade are still considered residents of Gaza by the Israeli authorities who control the Palestinian population registry and have refused to update it since 2000. 'In recent years, Israel has been expelling people on the basis of those addresses,' the petition said. 'The policy of expulsion causes severe damage to thousands of people and their families, and is in breach of Israeli and international law,' the human rights group said. 'Such expulsion is defined as 'forced transfer' under international law, which is a clear war crime.' The Hamoked Centre for the Defence of the Individual said it was awaiting a response to an earlier court petition for the government to reveal how many Palestinians have been expelled to the Gaza Strip. The rights groups have also sharply criticised a military order which significantly broadens the definition of 'infiltrators' who can be expelled from the West Bank to include anyone 'who does not hold a permit,' without specifying what ...

Israel Revoking Record Number of Jerusalem Residency Permits for Palestinians In Israel and the Occupied Territories, new figures show the Israeli government revoked more residency permits for Palestinians in Jerusalem last year than in any year on record. The Israeli human rights group HaMoked says more than 4500 Palestinians were stripped of their residency in 2008. The average number of revoked residency permits had previously been around 200 per year.
