In India, 2,300 years ago a mysterious philosopher named Kautilya formulated an unconventional science of power, success and financial prosperity, condensing its social, psychological, economic, strategic and political principles
in an insidious programme that was immortalized in his masterpiece, The Code of Power (Arthaśāstra), for the benefit of Candragupta Maurya, a leader of obscure origins. Description of the great Kautilya Chanakya given by his Army General in Command
Chānakya (350--283 BCE) was an adviser to the first Maurya Emperor Chandragupta. He was a teacher in Taxila University, an ancient centre of learning, and was responsible for the creation of Mauryan empire, the first & largest-till-date of its kind on the Indian subcontinent. He has been considered as the pioneer of the field of economics and political science.
Two books are attributed to Chanakya: Arthashastra and Neetishastra which is also known as Chanakya Niti. The Arthashastra discusses monetary and fiscal policies, welfare, international relations, and war strategies in detail. Neetishastra is a treatise on the ideal way of life, and shows Chanakya's in-depth study of the Indian way of life. Chanakya also developed Neeti-Sutras (aphorisms - pithy sentences) that tell people how they should behave. Of these well-known 455 sutras, about 216 refer to raaja-neeti (the do's and don'ts of running a kingdom).

तुष्टानर्थ मानाभयां पूजयेत। असन्तुष्टांस्तुष्टिहेतोस्त्यागेन साम्ना च प्रसादयेत्।परस्पराद्धा भेदयेदेनान्सामन्ताटविकतत्कुलीननावरुद्धेभ्यश्च।तथाप्यतुष्यतो दण्डकरसाधनाधिकारेण वा जनपदविद्विषं ग्राहयेत।विद्विष्टानुपांशुदण्डेन जनपदकोपेन वा साधयेत। गुप्तपुत्रदारानाकरकर्मान्तेषु वा वासयेत्, परेषामास्पदभयात्।
जो राजा से प्रसन्न हों उनका सम्मान धन और सत्कार से करना चाहिए। असन्तुष्टों को भी धन और आश्वासनों से सन्तुष्ट करना चाहिए। यह न होने पर विरोधियों के बीच आपस में ही फूट पैदा करा देना चाहिए। इसके लिए सामन्त, वन में रहनेवाले, उनके कुटुम्बी जन का उपयोग किया जाना चाहिए। इससे भी काम न बने तो दण्ड या कर लेनेवाले अधिकारियों का उपयोग कर जनता के बीच उनके प्रति विरोध पेदा कराकर उन्हे वश मे करना चाहिए। ऊनके पुत्र ,पत्नी आदि को रक्षा का आश्वासन दे , उन्हे नौकरी देकर वश में करे। क्योकि असंतुष्ट कभी भी शत्रु-दल से मिल जा सकता है .
A king must respect and please by offering wealth to those subjects who are satisfied and pleased with the him. A king should satisfy by offering wealth ,if it does not work ,he should manage to create rift among them. A king should use his ministers, people who live in jungles, their own family members who are not happy with them. If this also does not work a king should use those officers who collect tax or offer punishment. Those who play against the king they should be dealt with secretly. General public can be made against them .King should give assurance to their wife and son for their safety and offer them some services and use them against his opponents. Opponents can easily shift to the side of kings enemies at any time.

पुराणमितिवृत्तमाख्यायिकोदाहरणम धर्मशास्त्रं चेतीतिहासः।शेषमहोरात्रभागमपूर्वग्रहण गरहीतपरिचयं च कुर्यात। अगृहीतानामाभिक्षण्य श्रवणम च। श्रुताधि प्रग्योपजायते प्रग्यया योगो योगादात्मवत्तेति विद्यासामर्थम्।
इतिहास में पुराण, इतिवृत्त, उदाहरण, और धर्मशास्त्र का समावेश रहता है। दिन और रात्रि के शेष भाग में जो विषय ग्यात न हो उसका अध्ययन करे। जो विषय पूरी तरह समझ में नहीं आया हो उसे बार- बार सुने।ऐसा करने से प्रग्या प्रखर होती है। प्रग्या से योग और योग से आत्मविश्वास जाग्रत होता है।
History is the combination of puraanas, events, examples and dhamashaastras. One should study what one does not know during the remaining part of day and night. A subject which one has not understood properly should also be heard repeatedly. This makes intellect sharper. Intellect helps in achieving yoga and yoga gives self confidence.

आयुक्तप्रदिष्ठायां भूमौ अनुगातः प्रविशेत।उपविशेच्चपाश्वतः मन्निकृष्टबिप्रकृष्टः।वरासन विगृह्यकथनमसभ्यमप्रत्यकषमश्रद्धेयमनृतं च वााक्यमुच्चैरनर्मणि हासं वातष्ठीवने च शब्दवती न कुर्यात।मिथः कथनमन्येन ,जनवादे द्न्द्वकथन,राग्योवेषमुद्दतकुहकानां च ,रत्नातिसयप्रकाशाभ्यर्थनम्,एकाक्षोष्ठनिर्भोगं,भ्रुकुटीकर्म,वाक्यावक्ज़ेपनं च ब्रुवति,बलवतसंयुक्तविरोधं स्त्रीभिः स्त्रीदर्सिभिः सामन्तदूतैर्द्वेर्ष्यपक्षावक्षिप्तानथ्येर्श्च प्रतिसमसर्गमेकार्ण संघातं च वर्जयेत्।
राज्याधिकारियों को राजाग्या प्राप्त करके ही राजा के सामने जाना चाहिए। राजा के न तो ज्यादा समीप न उनसे ज्यादा दूर बैठना चाहिए। श्रेष्ठ स्थान की प्राप्ति के लिए कभी विवाद न करे, न तो किसी असभ्यतापूर्ण शब्द का प्रयोग करे। जो असत्य या पूर्णतः प्रमाणित न हो वह राजा से न कहे। राजा के सामने कभी भी उच्च स्वर में हँसना, अपानवायु निष्कासित करना उचित नहीं। राजा के समीप बैठ कर दूसरों से बातें न करे। अफवाहों पर तर्क न करे। राजा जैसा या मायावियों जैसा वेश नहीं बनाना चाहिए। किसी रत्नादि के लिए राजा से अधिक अनुरोध न करे। एक नेत्र, टेढी॰ भृकुटी, और ओष्ठ टेढा॰ करके बातें न करे। राजा से बात करते समय सावधान रहे। बलवान शत्रु के पक्षवालों से विरोध न करे। स्त्रियों के साथ, स्त्रियों को देखनेवालों के साथ, अन्य राजाओं के दूतों के साथ, राजद्रोहियों, उदासीनों, जिसे राजा ने त्याग दिया हो एवं अनर्थकारियों से मित्रता न करे। न तो दलबन्दी करे न तो किसी एक बात पर अडे॰।
An officer should go before the king only when he is asked for. He should not sit either very close to the king or at too far . One should not argue for a higher seat nor should use any word below dignity against anybody, should not tell lies to the king as well as anything what is not confirmed. One should not laugh loudly or fart in front of him. One should not talk with others sitting near the king. One should not argue on any rumor. One should not dress himself as the king or a clown. One should not insist for getting any gem from the king. One should not talk to the king with eyebrows and lips twisted and looking with one eye. One should be careful while talking with the king. One should not take enmity with the more powerful people. One should not have friendship with women, to those who look after women, envoys of the neighboring kings, those who support his enemies , uninterested in any party, officers dismissed by the king and trouble creators. One should not form any group , neither show too much resistance for anything.

दुदर्शना हि राजानः प्रजाः नाशयन्ति। सुदर्शनाहि राजानः प्रजाः रजयन्ति। न्याययुक्तम राजानं मातरम मन्यते प्रजा।
जो राजा प्रजा को कठिनता से दर्शन देता है उसकी प्रजा उसके विरुद्ध हो जाती है। जो राजा निरन्तर प्रजा के सम्पर्क में रहता है और उसके सुख- दुख की बातें सुनता है, प्रजा उससे सदा प्रसन्न रहती है। न्याययुक्त शासक को प्रजा अपनी माँ के समान मानती है।
A king who rarely meets his subjects, subjects go against him. A king who remains in constant touch with his subjects and takes care of their problems, subjects are always happy with him. A king who runs his administration in a justified way is treated as their mother by the subjects.
