Anthony Perrinott Lysberg Barber, Baron Barber, PC, DL (4 July 1920 – 16 December 2005) was a British Conservative politician who served as a member of both the House of Commons and the House of Lords.

Barber was appointed Chancellor of the Exchequer by Edward Heath in 1970 after the early death of Iain Macleod, serving in that capacity until he retired in 1974. Barber became Chairman of Standard Chartered Bank until 1987.

Birth and early life[link]

Barber was the third son of John Barber and his Danish wife, Musse. Barber's unusual forenames arose from his mother, who contributed the "Lysberg", and French grandmother, who contributed the "Perrinott". His father was secretary-director of a Doncaster confectionery works. He had two brothers: Noel, who became a well-known journalist and novelist, and Kenneth, who became secretary of Midland Bank.

Barber was educated at King Edward VI Grammar School in Retford, Nottinghamshire. He became an articled clerk, but joined the King's Own Yorkshire Light Infantry shortly before the Second World War started. He was commissioned into the Territorial Army Royal Artillery in 1939 and served in France with a unit from Doncaster as part of the British Expeditionary Force. He was evacuated from Dunkirk in 1940, but later he became a pilot in the Photographic Reconnaissance Unit of the RAF. He ran out of fuel on a reconnaissance mission on 25 January 1942 and ditched near Mont St Jean, but was captured by the Germans. He was Mentioned in Dispatches for helping escapes from the prison camp at Stalag Luft III: he himself once escaped as far as Denmark. His POW experiences were recalled by his friend and fellow RAF pilot POW Thomas D. Calnan who met Barber at Oflag IX-A/H at Spangenberg in February 1942:

"Complete uniforms were rare in our party, the one outstanding exception belonging to Tony Barber, who was resplendent in an Army lieutenant's uniform, complete with Sam Browne."^[1]

Barber is a prominent figure throughout Calnan's book:

"It was natural that Charles Hall, Tony Barber and I should plot escape together. We had known one another at Benson, before being shot down and we still felt that we all belonged to the same unit."^[2]

Barber also wrote a brief foreword to this volume: "What has struck me most forcibly is how, after more than twenty years, he has recounted out adventures with such accuracy. He has managed to make a reality, once again, of the hopes and fears, the depression and the excitement which, for most of us who were there, now seems more like a dream."^[3]

While still a prisoner, Barber took a law degree with first-class honours through the International Red Cross. On his return to England, he was awarded a state grant to Oxford University, where he took a degree in Philosophy, Politics, and Economics in two years at Oriel College, and a scholarship to the Inner Temple. He then practised as a barrister from 1948, and specialised in taxation. From 1967 to 1970 he was chairman of Redfearn National Glass, with which his wife Jean's family was connected.

House of Commons[link]

Anthony Barber stood in Doncaster at the 1950 general election but lost by 878 votes. He contested the seat again at the 1951 general election, however, and beat the incumbent Labour Member of Parliament, Raymond Gunter by 384 votes. He held a series of offices: Parliamentary private secretary to George Ward (Under Secretary for Air) from 1952 to 1958; junior Government whip from 1955 to 1958; and Parliamentary private secretary to Prime Minister Harold Macmillan from 1958 to 1959. He then served four years as a junior minister in the Treasury, Economic Secretary to the Treasury from 1959 to 1962, and, following the "Night of the Long Knives" on 13 July 1962, as Financial Secretary to the Treasury from 1962 to 1963 (under the Chancellorships of Derick Heathcoat Amory, Selwyn Lloyd and Reginald Maudling). He became a Cabinet minister, as Minister of Health, in 1963, but lost his the seat in the Commons in the 1964 general election to Labour's Harold Walker.

His absence from Parliament was short-lived, as in 1965 he won the by-election in Altrincham and Sale caused by the elevation to the peerage of Frederick Erroll. In opposition, he led Ted Heath's campaign to become Conservative party leader in 1965, and became party chairman in 1967. The Conservatives won the general election in 1970, and Barber held his seat until the general election of October 1974, when he himself entered the House of Lords.

Chancellor of the Exchequer[link]

After winning the election in 1970, Edward Heath appointed Barber as Chancellor of the Duchy of Lancaster and gave him the responsibility for negotiating the entry of the UK into the European Economic Community. However, following the sudden death of Iain Macleod on 20 July, only 6 weeks after the election, Barber became the new Chancellor of the Exchequer. His appointment prompted Harold Wilson to remark that it was the first time that he had realised that Heath had a sense of humour. In line with the initial liberal instincts of Heath's 1970 government, he oversaw a major liberalisation of the banking system under the title of 'Competition and Credit Control', leading to a high level of lending, much of it to speculative property concerns. In his first Budget, in March 1971, he proposed to replace purchase tax and selective employment tax with value added tax, and also relaxed exchange controls; both were prerequisites to membership of the EEC. VAT came into force in 1973 at a standard rate of 10%. A year later, the rate was cut to 8%.

Barber also reduced direct taxes. High levels of economic growth followed, but the traditional capacity constraints of the British economy - especially currency and balance of trade concerns - quickly choked the economic boom. The banking system fell towards crisis as the bubble burst.

During his term the economy suffered due to stagflation and industrial unrest. In 1972 he delivered a budget which was designed to return the Conservative Party to power in an election expected in 1974 or 1975. This budget led to a period known as "The Barber Boom". The measures in the budget led to high inflation and wage demands from Public Sector workers. He was forced to introduce anti-inflation measures in September 1972, along with a Prices Commission and a Pay Board. The inflation of capital asset values was also followed by the 1973 oil crisis which followed the Yom Kippur War, adding to inflationary pressures in the economy and feeding industrial militancy (already at a high as a result of the struggle over the Industrial Relations Act 1971).

In 1972, having said a week earlier in the House of Commons that he had "no reason to believe that the pound was overvalued", he floated it (most of the world currencies were floated at that time) "as a temporary measure". The pound immediately plunged on the markets, and it was impossible during his time as Chancellor to impose a new parity. It has remained floating ever since.

After a strike by the miners, and a Three-Day Week, Heath called for a general election on 28 February 1974 with this slogan: "Who governs Britain?" The election returned a minority Labour government and Harold Wilson as Prime Minister.

Later years[link]

Barber did not seek re-election at the general election of October 1974, and left front-line politics. He was made a life peer in January 1975 as Baron Barber, of Wentbridge in the County of West Yorkshire,^[4] and served as Chairman of Standard Chartered Bank from that 1974 to 1987, where John Major was his personal assistant. Barber was also a director of BP from 1979 to 1988. He visited Nelson Mandela in prison, and was a member of the Franks Committee that investigated the Falklands War. In 1991, he became chair of the RAF Benevolent Association’s appeal for the 50th anniversary of the Battle of Britain, which raised £26 million.

He suffered from Parkinson's disease in later years, and died in Suffolk in 2005. He was married twice, with two daughters from his first marriage.

Dwayne Morgan is a Canadian spoken word artist, motivational speaker and event organizer based in Toronto, Ontario.

Morgan began his career as a spoken word artist in 1993. He is the founder of Up From The Roots Entertainment, which was established in 1994 to promote the positive artistic contributions of African Canadian and urban influenced artists. He received both the African Canadian Achievement Award for Youth Achievement, and the Harry Jerome Award for Excellence in the Arts in 1998. Morgan has self-published two chapbooks and three full volumes of his poetry.

As a producer, Morgan has now produced over 100 events, the largest of which are the annual spoken word concerts When Brothers Speak and When Sisters Speak, and the Toronto International Poetry Slam on Labour Day weekend each year.

Morgan collaborated with Driftwood Studios to film Three Knocks, a ten minute film based on his domestic violence poem of the same name, which premiered at the 2006 Reel World Film Festival in Toronto.

He was a member of the 2007 Toronto Slam Team formed by Up From The Roots. The team finished second at the 2007 Canadian Festival of Spoken Word in Halifax, Nova Scotia.

Morgan was the host of Diasporic Music, a monthly spoken word show on CKLN-FM, and is an advice columnist in the free daily paper, 24 Hours, in Toronto. He is also a Toronto regional representative on the Board of Directors for Spoken Word Canada, and is an active member of the Spoken Word Arts Network (SWAN).

Aquille Carr (born 28 September 1993 in Baltimore, Maryland) is an American high-school basketball player. As of 2011, he attends Patterson Senior High School, where he plays as a point guard. Carr has been described as one of the most explosive scorers in the United States and is a scouted prospect for the 2013 college recruiting class. In January 2012 he confirmed, via Twitter, his commitment to the Seton Hall University Pirates men's basketball team for the 2013–14 season.^[1]

High school career[link]

A native of Baltimore, Carr is known for his small stature, athleticism, and ball-handling abilities. The Washington Post noted that he is "somewhat generously listed at 5 feet 7, in sneakers, including his hair."^[2] As a freshman, he led his Patterson Senior High School team to a 76–62 upset victory over No. 5 Digital Harbor with 20 points, 10 assists, and six steals. For the feat, The Baltimore Sun named him its Boys Athlete of the Week on December 23, 2009.^[3] The following week, Carr received the honor again after he scored 15 of his 38-points in the fourth quarter against defending Class 2A state champions, Baltimore City College.^[4] Filling in as the starting point guard, he helped Patterson defeat Josh Selby-led Lake Clifton with 39 points and 19 assists.^[5] In his freshman season, he averaged 25.5 points, 8.0 assists and 5.3 steals.^[6]

During his sophomore season, he scored 57 points against Forest Park to win the Big Miller Christmas Classic, 103–71.^[7] In that game, he scored seven three-pointers, 12 two-point field goals, and on 12-of-15 free throws,^[7] and surpassed his school's single-game scoring record that had stood for 50 years.^[5] Carr led his team to a school-best 25–2 record and the Class 4A state championship game, where they incurred their second loss.^[8] On the season, he averaged 31.3 points, 5.6 assists, and 4.5 steals.^[5] In his first two years at Patterson, he tallied more than 1,000 points.^[8] On April 6, 2011, ESPN named Carr the High School Player of the Week.^[9]

He has developed a significant following in his hometown of Baltimore, and The Sun characterized him as a "must-see phenomenon".^[10] Patterson relocated from its small gymnasium to the arena on the Morgan State University campus eight times during the season to hold the large crowds drawn to attend his games.^[2] He has received numerous nicknames, the most noted being "The Crime Stopper" for his alleged effect on the city's crime rate.^[2] His high school coach, Harry Martin said, "The crime in East Baltimore probably goes down during our games."^[10] One of his highlight videos on YouTube had received almost 500,000 views as of March 2011.^[2] That video has since received over 3.8 million views.^[11]

Italian contract offer[link]

In April 2011, Carr played on the U.S. junior team in the Junior International Tournament in Milan, Italy. He led the team to capture the gold medal and averaged 40.0 points per game.^[12] After one game in which he scored 45 points, Italian fans carried him from the court.^[12] Shortly after the tournament, the Italian professional basketball club Lottomatica Roma reportedly offered the high school sophomore a $750,000 contract.^[12][13] It was the largest contract ever offered by a European club to a high school player before graduation.^[12] According to his coach, Carr plans to finish his high school career at Patterson; however there is some speculation that he will be unable to play his senior year at a Baltimore Public School due to turning 19 years old before the start of the season.^[14]

Playing style[link]

Some analysts questioned if his game will translate to the collegiate or professional level because of his diminutive stature.^[8][12] However, he reportedly measures a 48-inch vertical leap, has excellent ball-handling skills, which allow him to create space for his shot,^[8] and the athleticism to dunk despite his height.^[15] CBS Sports called him "one of the most explosive scorers in the country".^[8] Sports Illustrated wrote, "He has explosive speed, electric ballhandling and court vision that could rival Steve Nash's."^[5] ESPN wrote that he is "one of the quickest and [most] explosive players in the country, regardless of class," but noted his inconsistent jump shot and turnovers were areas for improvement.^[6] The Baltimore Sun likened the criticisms to "complaining about the floor mats on a Ferrari."^[10]

As of June 2011, ESPN gave Carr a grade of 92 ("Player has the potential to significantly contribute to a high-major program over four years") and ranked him the No. 9 point guard and No. 50 overall player in the 2013 college recruiting class.^[6] Rivals.com ranked him the No. 53 overall player in his class.^[16] Carr plays with the Under Armour-sponsored Baltimore Elite Amateur Athletic Union team.^[12] Carr reported that he had received about 28 scholarship offers before the end of his sophomore year.^[10]

The Steve Harvey Show (also known as Steve Harvey) is an American sitcom that aired for six seasons from August 25, 1996 to February 17, 2002 on The WB Television Network. It was created by Winifred Hervey and directed by Stan Lathan.

Synopsis[link]

Steve Hightower (Steve Harvey) is a has-been 1970s funk legend who is now a music teacher/Vice-principal at Booker T. Washington High School on Chicago's West Side. Budget cutbacks meant Steve also had to teach drama and art, much to his surprise. Cedric Robinson (Cedric the Entertainer) is a coach at the high school, and Steve's long-time best friend. The principal of Booker T. Washington High is Steve's former classmate, Regina Grier (Wendy Raquel Robinson), who Steve affectionately calls "Piggy", due to the fact that she was overweight as an adolescent.

Steve seemingly meets his match in a pair of his students: Romeo Santana (Merlin Santana), a stylish, popular, self-absorbed ladies' man, and the equally vacuous Stanley Kuznocki, nicknamed Bullethead (William Lee Scott).

In 1997, the show introduced a new character, a secretary named Lovita Jenkins (Terri J. Vaughn), a woman who is fundamentally good in nature, but nonetheless, considerably unrefined in terms of disposition. Cedric and Lovita begin dating, and eventually marry and produce a child. The show also featured a succession of young actresses who served as female foils to Romeo and Bullethead; the longest-lasting of these was Lori Beth Denberg as the overachieving, socially inept Lydia Gutman. Rapper The Lady of Rage also had a recurring role as Coretta Cox, a physically massive, brutish teenaged girl in romantic pursuit of Romeo. She would also call Bullethead a "broke Brad Pitt" whenever he annoyed her.

Steve was part of a fictional singing group called "Steve Hightower and the High Tops," who would temporarily reunite to perform on occasion (the spelling of "High Tops" appears on a promotional poster that hangs on Steve's wall). The members consisted of Steve, T-Bone (played by T.K. Carter, later by Don 'D.C.' Curry), Pretty Tony (played by Ronald Isley of The Isley Brothers), and Clyde (played by Jonathan Slocumb). Two of their signature songs (performed several times on the show) were "When the Funk Hits the Fan," and "Break Me Off a Piece of That Funk." Though Cedric was not an original member of the group, he usually sang with them on several events.

A few other recurring characters throughout the series included Cedric's grandmother named "Grandma Puddin'" (played by Cedric the Entertainer) and Regina's boyfriend, former NFL star Warrington Steele (played by Dorien Wilson). Kenan Thompson and Kel Mitchell appeared in several episodes as "Junior" and "Vincent." Wayne Wilderson portrayed Byron, a "bougie" type character who was a TV producer and a member of the Onyx Club (a professional men's group that Steve and Cedric tried to join). Dwayne Adway played Jordan Maddox, a professional basketball player who was briefly married to Regina before dying during their honeymoon. Ernest Lee Thomas made a couple of appearances as the Reverend who eulogized Maddox, and who married Cedric and Lovita.

Running gags[link]

There were a few recurrent gags throughout the series. For instance, Lovita had several relatives named after products or items (her brother's name was Duracell; she had cousins named "Kinko", "Bruschetta," "Clinique," and "Camay").

Steve also made several references to his well known hot spot "The Nasty Kitty" and his favorite working girl, Bubblicious, even though the strip club is never seen. Steve's topical humor of popular culture was also another recurring gag. One example of these jokes: "When I see that woman, I'm like Shaq doing Shakespeare- I just don't know how to act!". Another recurring gag on the show was despite being a one-time famous musician in the universe of the show, Steve was always mistaken for being other famous musicians. For example, in an episode guest starring Jerry Springer, he refers to him as "That Cop from the Village People." Another episode featured singer Teena Marie, who when Steve went to introduce himself to see if she'd remember him, answers "Oh Yes! Lionel! How are you? Give my best to the rest of The Commodores." (This was in obvious reference to singer Lionel Richie).

Though Regina blossomed into a beautiful, stylish lady, she sometimes displayed her insecurities, and was highly competitive (always displayed childlike exuberance whenever she won a trophy by yelling her signature catch phrase "Bam! In your face!", and once cheated Steve in a game of Scrabble because he played it better than she). In addition, the romantic tension between Steve and Regina eventually blossomed into a relationship.

A very well known gag was Cedric's story about being from Willacoochee, Georgia, where he was raised in a one bedroom shack. The story was never finished, the scene would change or someone would interrupt him. Cedric's love for decking out his Hyundai, which was never seen in the show, was another running gag, as well as offering to take Lovita out to dinner whenever he had a two-for-one coupon at the Sizzler restaurant.

Occasional gags referenced Bullethead's trailer park lifestyle, and Romeo's numerous names (he has used the names Romeo Miguel Jesus Pele Rojas Alejandro Santana). In one episode, he wrote all of his names on paper but never prepared his assignment, resulting in an "F." Lydia almost always displayed an obsession for her classmate/alleged lover, Arthur Rabinowitz (whom Steve referred to as "that polite Jewish boy that does his taxes"), and for her favorite entertainer, Barbra Streisand; however, she had total disdain for classmates "Heather the cheerleader" and "Jennifer the cheerleader". One other gag was that teachers would refer to a student (amongst themselves) due to a condition or appearance ("Helmet Boy" for wearing a special helmet in gym class; "Au Natural Girl" for having a strong body odor, and "Firestarter" for one kid who kept setting items on fire).

In 2001, Harvey decided to pursue other projects. He wished to end the show after the fifth season, but at the insistence of the WB network, reluctantly filmed a 13-episode sixth season.^[7]

The series ended with Regina mulling over a job offer to be a principal at a private school in California. Steve, who doesn't want Regina to go, acts supportive despite his feelings. Regina ends up taking the job; with encouragement from Lydia, Bullethead, and Romeo, Steve decides to go after her to reveal his true feelings. Lydia, Romeo and Bullethead have all graduated by the series' finale. Meanwhile, Cedric and Lovita win the lottery and Lovita goes into labor (Terri J. Vaughn's real-life pregnancy was written into the show that season).

Death of Merlin Santana[link]

On November 9, 2002, nine months after the series ended, Merlin Santana was shot and killed while sitting in his car in South Los Angeles, California. He was 26 years old. The reason for his death is that one of the killers' girlfriend falsely stated that Santana tried to rape her. The airing of The Steve Harvey Show immediately following Santana's death was dedicated to his memory.

Syndication[link]

The series was first distributed to syndication to WB and UPN affiliates in the United States by Columbia TriStar Domestic Television in September 2001, and remained airing in broadcast syndication in some U.S. markets on various local stations (such as WCIU and Me-TV in Chicago) as late as 2008.

The series aired on BET until March 2009, and was on TBS in the United States until September 24, 2011, UK Channel Trouble. It was broadcast on Ion Television until March 16, 2009. TBS missed most of the first inning of Game 6 of the 2008 American League Championship Series, with viewers getting a rerun of The Steve Harvey Show instead. TBS picked up the game just prior to the last out in the bottom of the first, with announcer Chip Caray apologizing to viewers for "technical difficulties." TBS acknowledged there was a problem with one of their routers used in the broadcast transmission of the relay of the telecast from Atlanta.^[8][9]

DVD release[link]

In 2003, Sony Pictures released The Best of the Steve Harvey Show, Vol. 1, on Region 1 DVD. The disc features five episodes of the series.^[10]
