The CIA supported various Afghan rebel commanders, such as Mujahideen leader Gulbuddin Hekmatyar, who were fighting against the government of Afghanistan and the forces of the Soviet Union which were its supporters. Historian Alfred W. McCoy stated that: "In most cases, the CIA's role involved various forms of complicity, tolerance or studied ignorance about the trade, not any direct culpability in the actual trafficking ... [t]he CIA did not handle heroin, but it did provide its drug lord allies with transport, arms, and political protection. In sum, the CIA's role in the Southeast Asian heroin trade involved indirect complicity rather than direct culpability." In order to provide covert funds for the Kuomintang (KMT) forces loyal to General Chiang Kai-shek, who were fighting the Chinese communists under Mao Zedong, the CIA helped the KMT smuggle opium from China and Burma to Bangkok, Thailand, by providing airplanes owned by one of their front businesses, Air America. Released on April 13, 1989, the Kerry Committee report concluded that members of the US State Department "who provided support for the Contras were involved in drug trafficking... and elements of the Contras themselves knowingly received financial and material assistance from drug traffickers." Some of these reports claim that congressional evidence indicates that the CIA worked with groups which it knew were involved in drug trafficking, so that these groups would provide them with useful intelligence and material support, in exchange for allowing their criminal activities to continue, and impeding or preventing their arrest, indictment, and imprisonment by US law enforcement agencies. Released on April 13, 1989, the Kerry Committee report concluded that members of the US State Department "who provided support for the Contras were involved in drug trafficking... and elements of the Contras themselves knowingly received financial and material assistance from drug traffickers." In 1996 Gary Webb wrote a series of articles published in the San Jose Mercury News, which investigated Nicaraguans linked to the CIA-backed Contras who had smuggled cocaine into the US which was then distributed as crack cocaine into Los Angeles and funneled profits to the Contras. The Politics of Heroin in Southeast Asia is a major, nonfiction book on heroin trafficking—specifically in Southeast Asia from before World War II up to (and including) the Vietnam War. Published in 1972, the book was the product of eighteen months of research and at least one trip to Laos by Alfred W. McCoy who was the principal author and who wrote Politics of Heroin while seeking a PhD in Southeast Asian history at Yale University. Cathleen B. Read, co-author and graduate student, also spent time there during the war. Its most groundbreaking feature was its documentation of CIA complicity and aid to the Southeast Asian opium/heroin trade; along with McCoy's Congressional testimony, its initially controversial thesis has gained a degree of mainstream acceptance. The central idea is that at the time, the vast majority of heroin produced was produced in the Golden Triangle, from which: "It is transported in the planes, vehicles, and other conveyances supplied by the United States. The profit from the trade has been going into the pockets of some of our best friends in Southeast Asia. The charge concludes with the statement that the traffic is being carried on with the indifference if not the closed-eye compliance of some American officials and there is no likelihood of its being shut down in the foreseeable future." Gary Webb, the Pulitzer prize-winning reporter who broke the story of the CIAs involvement in the importation of cocaine into the US, died December 10, 2004, reportedly from self-inflicted gunshots to the head. It was a tragic end to a brilliant, and tragic, career. In August 1996, the San Jose Mercury News published Webbs 20000 word, three-part series entitled Dark Alliance. The articles detailed the nexus between a California coke kingpin, CIA officials and assets and the Nicaraguan Contra army, whose funding had been cut off by an act of Congress in the mid-80s. Webb found evidence that the CIA had direct contact with the smugglers, knew the proceeds were going to fund the murderous Contras, and tried to cover it up when other law enforcement agencies began investigating. The most troubling aspect to the story was that the central player was no ordinary drug lord. He was the man many credit for popularizing crack, the highly addictive, smoke-able form of cocaine. For many African-Americans, the story smacked of a grand conspiracy to destroy the black community. There were rallies in Watts and Compton, and heated discussions on black media across the country. Members of the Congressional Black Caucus called for a federal investigation. In November 1996, CIA director John Deutch appeared at Locke High School in South Central Los Angeles to personally answer to the allegations. He was met with loud jeers. It was a PR disaster.
