Aquino today called on all parties to respect the exclusive economic zone and continental shelves of all coastal states, irrespective of their size or naval power. This is in conformity and in accordance with the established rules of the UN Convention on the Law of the Sea (UNCLOS). Speaking at the 7th East Asia Summit (EAS) in Phnom Penh, Cambodia, President Aquino stressed that "this is also in compliance with the provisions of the (ASEAN-China) Declaration on the Conduct of Parties in the South China Sea (DOC)." President Aquino quoted directly from paragraph five of the ten-year old DOC, which states that parties should "exercise self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability, including, among others, refraining from action of inhabiting on the presently uninhabited islands, reefs, shoals, cays and other features and to handle their differences in a constructive manner." It is composed of 15 small islands whose total land area is 240 square kilometres. The Cook Islands' Exclusive Economic Zone (EEZ), however, covers 1800000 square kilometres of ocean. The main population centres are on the island of Rarotonga (14153 in 2006), where there is an international airport. There is a much larger population of Cook Islanders in New Zealand, particularly the North Island. In the 2006 census, 58008 self-identified as being of ethnic Cook Island Māori descent. With about 100000 visitors travelling to the islands in the 2010-11 financial year, tourism is the country's main industry, and the leading element of the economy, far ahead of offshore banking, pearls, and marine and fruit exports. Defence and foreign affairs are the responsibility of New Zealand, in consultation with the Cook Islands. In recent times, the Cook Islands have adopted an increasingly independent foreign policy. Although Cook Islanders are citizens of New Zealand, they have the status of Cook Islands nationals, which is not given to other New Zealand citizens.

TWO CHINESE FISHING SHIPS DETAINED BY RUSSIA
The Chinese Consulate has confirmed that two Chinese fishing ships have been detained off Russia's Far-East Primorsky region. The consulate says one ship is carrying 17 fishermen while the other has 19 on board, adding both ships are from Weihai City in east China's Shandong province. The coastal service of Russia's Far-East region says the two ships have been seized because they entered Russia's exclusive economic zone. According to RIA Novosti state news agency, a Russian coast guard vessel fired warning shots and then opened targeted fire to stop the Chinese fishing ships. The news agency says none of the fishermen have been harmed in the incident.

CHINA RELEASES DIAOYU ISLAND BASELINES
The Chinese government has announced the base points and baselines of the territorial waters of the Diaoyu Islands and its affiliated islets, as well as the names and coordinates of the 17 base points. The move comes after the Japanese government announced it would purchase the Diaoyu Islands. In defining the boundaries of its territorial and internal waters, China has the legal basis to outline its jurisdiction of the Diaoyu Islands' surrounding waters, in line with its domestic laws and international law. In 1958, after the UN agreed on treaties governing territorial seas, China made an announcement agreeing with international laws designating 12 nautical miles as a country's territorial sea and 200 nautical miles being it exclusive economic zone. China promulgated the Law on the Territorial Sea and the Contiguous Zone in 1992, thus formulating this basic system in the form of law. According to the Law, Chinese civil patrol ships and warships have the duty to patrol waters adjacent to its territory. China announced the first batch of base points and baselines for the country's territorial sea in 1996, delineating baselines of most coastal sections of the mainland and the Xisha Islands. On September 10 this year, the baselines of the Diaoyu Islands are delimited in accordance with the 17 base points of China's territorial sea selected from them. Horrendous atrocities in Ethiopian prisons

Dear readers, it is while I have been on vacation in a county located thousands of kilometres from my second home country, Holland where I live as exile, that I read this horrendous account of the atrocities perpetrated on fellow Ethiopians. It was while thumbing through the pages of the Ethiomedia website that I stumbled on this report that carries gory account of gruesome human rights violations taking place in Ethiopia. Words cannot convey what I felt while reading this account of the barbaric atrocities and I could not sleep that night. After having read the report, the least which I could do was to respond to one of the pleas (i.e. making the world community know about this atrocity) of the few brave Ethiopians who, at the peril of their life and in defiance of a vindictive ethnicist regime, compiled and wrote this report. So the next morning, I decided to translate it from the original Amharic language in which this report has been written into English. I have translated this Amharic document with the hope of reaching many people, dotted across every nook and corner of the world, who are concerned with human rights. Once the big hurdle of translating the original Amharic document into English has been overcome, translating the English document into other European or even Asian languages would be a minuscule task owing to the available technology at hand. And I will shortly embark on the task of translating the English document into different European languages (French, Dutch, German, Spanish, etc) with the help of some editorial help from Ethiopian and non-Ethiopian foreign friends dotted around the world.
For four consecutive days I stayed hooked on a computer (located in an internet café) translating this Amharic document into English on some days working for as long as 11 hours a day. As I could not afford the luxury of working on my own computer (as I have not taken laptop with me on vacation), I was not able to go through this document thoroughly to make detailed review of minor translation errors. But I believe that my translation would do justice to the original Amharic document in lucidly bringing out to readers what the few brave Ethiopians have compiled with extraordinary dedication, dexterity, sense of patriotism and above all, sense of humanity. Translating some of the offensive insults (directed at defendants by the Tigrean ethno-nationalists) into English was not an easy task as the nuances in Amharic cannot be adequately captured in the English language. So I had to search words and expressions in English which approximate to the Amharic nuances expressed in the original Amharic document. I have translated almost all of the documents except some of the introductory pages that I deemed are redundant. All the texts put between parenthesis signs are added by me by way of explaining the matter at hand. But I have translated the document pertaining to the defendants and the concluding part in its entirety. Let me say that I take off my hat for those brave Ethiopians who compiled and wrote this report. I salute these brave Ethiopians for the altruistic effort in immortalizing the pain of the victims of these atrocities so that all human beings dotted around the world may do something to alleviate the pain of these forgotten Ethiopians that languish in the dungeons of the incumbent ethnocentric regime that has been ensconced in power in since May 1991. I also salute the exemplary Ethiopian from Tigrai (Mr. Ermias) who has been rendered physically invalid for putting his humanity before his Tigrean ethnicity.

Shocking as the gruesome manner in which these Ethiopian prisoners were physically and psychologically tortured, any one who is aware of the hatred which some of these Tigrean ethnonationalists (the authors & perpetrators of the atrocities documented in this translated report) were brought up, hearing narratives of alleged victimisation of their ancestors by Amharas, cannot fail to fathom or understand their potential capacity and readiness to perpetrate such gruesome atrocities on Amharas and members of other ethnic groups (Oromos, Gurages, Somalis, etc). In addition to this, the ethnic ideology of hate they have embraced during the last 36 years of TPLF’s emergence and its pervasive influence or hold on the psyche of its followers has made them to consider any one outside their ethnic group as a sub-human creature. Even a member of their own group, who does not subscribe to their ethnic ideology of hate, is considered as a sub-human creature (what TPLF has done to Mr. Ermias corroborates this fact).

Kastelorizo, also known as Megisti, is a small frontier island located in the Eastern Aegean Sea, less than 1.5 nautical miles off the shores of Turkey and 72 nautical miles east of the Greek island of Rhodes. According to the official census, its population is less than 500 people.
The island’s long history can be traced back to prehistoric times, for which there are remains that speak of a developed civilization. During the Middle Ages, after having been occupied by the Knights Hospitaller, it became a place of exile. In that period it was renamed as "Kastelorizo", a corruption of the Italian "Castello Rosso" (Red Castle). As Kastelorizo came under Turkish occupation, it gradually became a prosperous center of commercial navigation. After the 1821 Greek Revolution, the island was disputed between the French, the Italian and the English and was finally united with Greece in 1947, after many lootings and the massive emigrations, but also returns, of its inhabitants.
Today, the island is once again a cause of controversy between Greece and Turkey. The issues of air and sea border violations and the designation of the Exclusive Economic Zone in this borderline point of the Aegean Sea create a climate of provocation between the two countries and stress the need to settle differences. Kastelorizo, an eternal symbol of Greece’s encounter with other civilizations, is once again the point of reference for the redefinition of the country’s relations with Turkey, while, at the same time, its inhabitants still safeguard its long history.

SABATER June 14, 2011, 6:39pm MANILA, Philippines — Senate President Juan Ponce Enrile said the best way to resolve the Spratlys conflict is by invoking the Law of the Seas under the United Nations Convention on the Law of the Seas (UNCLOS), especially if other nations are violating the country's exclusive economic zones (EEZ). "We can invoke the Law of the Seas to the UN if they would violate our exclusive economic zone because there's a treaty among nations," he said. As the conflict heightens, United States Ambassador to the Philippines Harry K. Thomas Jr. Tuesday assured the Philippines of the US government's support to the country in resolving the issue, reiterating that the Philippines and the United States are "partners" and "treaty allies." "I want to assure you that on all subjects, we, the United States, are with the Philippines," Thomas said in his speech during the launch of the National Renewable Energy Program (NREP) in Makati City Tuesday, which was attended by President Benigno S. Aquino III. "The Philippines and the United States are strategic treaty allies. We are partners. We will continue to consult and work with each other on all issues, including the South China Sea and Spratlys," Thomas said.
