The Lieutenant Governor (Manx: Fo-chiannoort) is the representative on the Isle of Man of the Lord of Mann (currently Queen Elizabeth II). He/she has the power to grant Royal Assent and is styled His Excellency. In recent times the Governor has either been a retired diplomat or senior military officer. No Manx-born person has ever been appointed Lieutenant Governor, although Manx-born First Deemsters (ex officio Deputy Governors) have taken on the role during the transition of power between Governors, and during periods when the Lieutenant Governor is off-Island.

The official residence of the Governor is Government House, Governor's Road, Onchan.

Previously the Lieutenant Governor wielded all judicial, fiscal and executive power and circa 1900 had more power over his realms than any other Commonwealth leader. However, he lost his role as Head of the Judiciary in 1921, as Head of Government in 1961, as President of the Legislative Council in 1980 and finally as President of Tynwald in 1990. Today the role of Lieutenant Governor is essentially ceremonial, although certain powers under Isle of Man legislation do still fall to the Governor or Governor-in-Council (a decision on the advice, and with the approval of, the Council of Ministers).

The Isle of Man ( /ˈmæn/; Manx: Ellan Vannin, pronounced [ˈɛlʲən ˈvanɪn]), otherwise known simply as Mann (Manx: Mannin, IPA: [ˈmanɪn]), is a self-governing Crown Dependency of the United Kingdom, located in the Irish Sea between the islands of Great Britain and Ireland, within the British Isles. The head of state is Queen Elizabeth II, who holds the title of Lord of Mann. The Lord of Mann is represented by a Lieutenant Governor. The island is not part of the United Kingdom, but its foreign relations and defence are the responsibility of the UK Government. Although the United Kingdom does not usually interfere in the island's domestic matters, its "good government" is ultimately the responsibility of the Crown (that is, in practice, the Government of the United Kingdom).

The island has been inhabited since before 6500 BC. Gaelic cultural influence began in the 5th century AD, and the Manx language, a branch of the Gaelic languages, gradually emerged. In the 9th century, the Norse began to settle there. A Norse-Gaelic culture arose and the island came under Norse control. In 1266, the island became part of Scotland as formalised by the Treaty of Perth. After a period of alternating rule by the kings of Scotland and England, the island came under the feudal overlordship of the English Crown in 1399. The lordship revested into the British Crown in 1764 but the island never became part of Great Britain or its successor the United Kingdom and retained its status as an internally self-governing Crown dependency.

A lieutenant governor or lieutenant-governor is a high officer of state, whose precise role and rank vary by jurisdiction, but is often the deputy or lieutenant to or ranking under a governor — a "second-in-command". In many Commonwealth of Nations states, a lieutenant governor is the representative of the monarch and act as chief executive officer of the state, province or territory they received appointment.

The Netherlands has a Lieutenant governor (Dutch: gezaghebber) in each of the three special municipalities on the islands in the Caribbean Netherlands; Saba, Bonaire, and Sint Eustatius, where their function is similar to a Mayor in the European Netherlands.

In the Netherlands Antilles, the Lieutenant governor (Dutch: gezaghebber) was head of the governing council of the island territories which formed a level of decentral government until the dissolution of the Netherlands Antilles.

Kim Guadagno (pronounced gwah-DAH-nyoh; born April 13, 1959) is the first Lieutenant Governor of New Jersey, having won the 2009 election as the running mate of Governor Chris Christie. She is also concurrently the Secretary of State of New Jersey.

Born as Kimberly Ann McFadden in Waterloo, Iowa. She earned a Bachelor of Arts degree from Ursinus College in 1980, and a law degree in 1983 from the American University's Washington College of Law.

Kim Guadagno is a former Assistant United States Attorney for the Eastern District of New York and the District of New Jersey. She was also Assistant New Jersey Attorney General. Serving as deputy chief of the U.S. Attorney's office's corruption unit from 1994–98, Guadagno was responsible for the corruption prosecutions of former Essex County Executive Thomas D'Alessio (a Democrat) and of Somerset County Prosecutor Nicholas Bissell (a Republican). In1994, in a case involving an executive of lottery contractor GTECH Corporation, the U.S. Attorney's Office was criticized by the judge overseeing the case for the disclosure of grand jury testimony in a sentencing report; the issue was never referred for further ethical or legal investigation. The lottery executive went to jail.
