The Iraqi no-fly zones were a set of two separate no-fly zones (NFZs), and were proclaimed by the United States, United Kingdom and France after the Gulf War of 1991 to protect the Kurds in northern Iraq and Shiite Muslims in the south. Iraqi aircraft were forbidden from flying inside the zones. The policy was enforced by U.S., UK, and French aircraft patrols until France withdrew in 1998. While the enforcing powers had cited United Nations Security Council Resolution 688 as authorizing the operations, the resolution contains no explicit authorization. The Secretary-General of the UN at the time the resolution was passed, Boutros Boutros-Ghali called the no-fly zones "illegal" in a later interview with John Pilger.

The NFZ in the north of Iraq was established shortly after the Gulf War. In August 1992 the NFZ in the south to the 32nd parallel was established, but in 1996 it was expanded to the 33rd parallel. From 1992 to the United States-led coalition invasion of Iraq in 2003, there were two NFZs in Iraq. The northern NFZ extended from the 36th parallel northwards, while the southern extended from the 33rd parallel southwards. The northern NFZ was initially part of Operation Provide Comfort relief operations to a persecuted Kurdish minority in Iraq, and was followed on by Operation Northern Watch. The southern NFZ was maintained by Operation Southern Watch.

A no-fly zone (or no-flight zone) is a territory or an area over which aircraft are not permitted to fly. Such zones are usually set up in a military context, somewhat like a demilitarized zone in the sky, and usually prohibit military aircraft of a belligerent nation from operating in the region.

Jeremy Scahill (born c. 1974) is an American investigative journalist and author whose work focuses on the use of private military companies. He is the author of the best-selling book Blackwater: The Rise of the World's Most Powerful Mercenary Army, winner of a George Polk Book Award. He also serves as a correspondent for the U.S. radio and TV program Democracy Now!. Scahill is a Puffin Foundation Writing Fellow at The Nation Institute and a frequent contributor to The Nation.

Scahill is from Milwaukee, Wisconsin. Scahill started his career as an unpaid intern at Democracy Now!. While there he learned the technical side of radio, and learned "journalism as a trade, rather than an academic study."

He campaigned vigorously against US policy towards Cuba, arguing that the Helms-Burton Act "discards ... sovereignty ... and attempts to supersede International law with US law" and "creates a legal framework authorizing financial and military support for armed subversion of a sovereign nation".

Scahill and colleague Amy Goodman were co-recipients of the 1998 Polk Award for their radio documentary "Drilling and Killing: Chevron and Nigeria's Oil Dictatorship", which investigated the Chevron Corporation's role in the killing of two Nigerian environmental activists. Scahill has written extensively on national security issues and the military-industrial complex. His work appears frequently in Commondreams, Truthout, Huffington Post, Alternet, CounterPunch, and many other news sites.

Seymour (Sy) Myron Hersh (born April 8, 1937) is an American Pulitzer Prize-winning investigative journalist and author based in Washington, D.C. He is a regular contributor to The New Yorker magazine on military and security matters. He has also won two National Magazine Awards and is a "five-time Polk winner and recipient of the 2004 George Orwell Award."

He first gained worldwide recognition in 1969 for exposing the My Lai Massacre and its cover-up during the Vietnam War, for which he received the 1970 Pulitzer Prize for International Reporting. His 2004 reports on the US military's mistreatment of detainees at Abu Ghraib prison gained much attention.

Ronald Ernest "Ron" Paul (born August 20, 1935) is an American politician who has been the U.S. Representative for Texas's 14th congressional district, which includes Galveston, since 1997, and a three-time candidate for President of the United States, as a Libertarian in 1988 and as a Republican in 2008 and currently 2012. He is an outspoken critic of American foreign and monetary policies, including the Military–industrial complex and the Federal Reserve, and is known for his libertarian-leaning views, often differing from his own party on certain issues.

A native of Pittsburgh, Pennsylvania, Paul is a graduate of Gettysburg College and Duke University School of Medicine, where he earned his medical degree. He served as a medical officer in the United States Air Force from 1963 until 1968. He worked as an obstetrician-gynecologist from the 1960s to the 1980s, delivering more than 4,000 babies. He became the first Representative in history to serve concurrently with a child in the Senate when his son Rand Paul was elected to the United States Senate for Kentucky in 2010.
