www.euronews.com For this edition of Russian Life, euronews travels to the Kaliningrad exclave. Isolated from the rest of the country, it is the smallest, youngest and greenest of Russia's territories. Its convenient location and nice weather make the bicycle a popular way to get around the city. Gennady Mikhailov, Executive Director, Kaliningrad region Cycling Federation: "We're 30 minutes from the sea, the place is environmentally friendly, with clean air, lots of green trees and interesting terrain. And everything in Kalingrad is close by - you can cross the whole city on foot in around an hour and a half." Not much is left of the original German enclave of Koenigsberg, as this region was known before it was passed to the Soviet Union at the end of the Second World War. Allied air raids ruined the historic centre before the city was taken by the Soviet army. One of the few surviving buildings is the medieval cathedral. Daily concerts on its recently restored pipe organ bring in visitors from all over Russia and the rest of the world.

Kaliningrad (Russian: Калининград, German: Königsberg, Polish: Królewiec, Prussian:Twānksta) is a seaport and the administrative center of Kaliningrad Oblast, the Russian exclave between Poland and Lithuania on the Baltic Sea. The territory, the northern part of the former East Prussia, borders on NATO and EU members Poland and Lithuania, and is geographically separated from the rest of Russia. Originally named Königsberg, the Prussian and German town had been founded in 1255, and was then largely destroyed during World War II. Its ruins were occupied by the Soviet Army in 1945 and it was renamed Kaliningrad in 1946 in honour of Mikhail Kalinin. The former Russian name was Kyonisberg (Кёнисберг).

Improved wastewater treatment in the Kaliningrad region - NEFCO
The Kaliningrad region in Russia accounts for a substantial proportion of the nutrients discharged to the Baltic Sea. In recent years, a number of projects have been initiated to reconstruct local wastewater treatment plants and improve the water quality in the region. This video shows what NEFCO is doing in the Kaliningrad region to rehabilitate the wastewater treatment facilities serving the towns of Svetlogorsk, Pionersk and Zelenogradsk. The project shown is financed by the local waterworks OKOS, NEFCO, the EU and the Swedish Ministry of Foreign Affairs. The treatment plant will be entirely reconstructed as a result of the project, which includes the rehabilitation of the main sewers and pumping stations as well as the installation of frequency converters. Measures will also be taken to stop leakages from broken and rusty pipelines. When the project is completed, the plant will handle wastewater from 67000 people as new residential areas will be connected to the network. The project is expected to reduce phosphorus discharges by around 13 tonnes per year, which is equivalent to unprocessed discharges from a population of some 18000 persons. The project is part of an extensive wastewater facilities rehabilitation programme, which covers several small towns and villages in the Kaliningrad region. Companies that invest at least 4 million euros in the Kaliningrad region enjoy customs and tax breaks. Several foreign investors have taken the bait and gone into Kaliningrad. One of them is the German HIPP group, which receives advice from the German trade representative in Kaliningrad. He says many investors are dissatisfied at present, because both legal protection and infrastructure are inadequate. The central question is whether the Russian Federation will keep its word and significantly improve the investment climate and legal guarantees.
