Playing by Its Own Rules: TSA's Exemption from the Federal Acquisition Regulation (Part 1 of 2) - mars-4:hrs04H_S311_0700801.1 - Cannon 311 - Committee on Homeland Security - 2007-08-01 - Subcommittee on Management, Investigations, and Oversight. Mr. Thompson: TSA was created in a time of high anxiety. And it was in that environment that it was exempted from the traditional government contracting rules. Instead of the Federal Acquisition Regulation, TSA uses the Federal Aviation Administration's 'Acquisition Management System,' or AMS. We are not here to second-guess that decision. Instead, we are looking at whether this makes sense for the future. Does it make sense for contractors who want to work with TSA to have to master a new set of contracting rules? TSA tells us that this is not a problem. Its partners in the industry, however, say differently. They tell us that it is difficult for large, sophisticated contractors to keep track of two different procurement regimes. If the Fortune 500 companies struggle, imagine how hard it is for the little guy. The simple reality is that asking a small business to obtain expertise in a different set of contracting rules costs money.

Federal Government Contracting: Addressing the Requirements of the Federal Acquisition Regulations
It can be difficult to understand the Federal Acquisition Regulations (FAR) as they relate to federal government contracting. FAR are a complex set of standards that govern the purchasing process for the US government. For more information visit www.bkd.com. FAR covers concepts requiring contractors to promote an organizational culture encouraging ethical conduct, including having codes of ethics and whistle-blower hotlines. In addition, FAR contains cost provisions that govern how to charge the government for overhead costs. This free webinar looks at some of the basic requirements of FAR and examines the application of those provisions.

A Federal Acquisition Regulation that becomes effective May 16, 2011 impacts multiple award contracts at the order level and requires more precise ordering procedures for all government agencies using multiple award contract vehicles. This new rule increases the amount of order level competition among contract vehicle holders and will greatly impact the selling process. How Will This Affect Your Sales? In this free, 15 minute on-demand webinar, immixGroup co-founder and executive VP Steve Charles reviews the impact of this new rule on the sales process, including: •How Fair Notice and Fair Opportunity apply to the four contracting vehicle types •The Different processes for multiple award contract types •Rules of action for deals greater than $150K •Advanced rules for selling to DoD •Impact of competition that will occur in transactions

We're Waiting
Federal Acquisition Regulation (FAR) 52.203-13 (b)(2) requires that every contractor doing business with the government "shall—(i) Exercise due diligence to prevent and detect criminal conduct; and (ii) Otherwise promote an organizational culture that encourages ethical conduct and a commitment to compliance with the law." American Life League (ALL) released a new video today that they say summarizes a long, well documented public record that Planned Parenthood does not meet federal standards and therefore is ineligible for Title X or any federal contracts.
