Ārzī Hukūmat-e-Āzād Hind (Hindi: आर्ज़ी हुक़ूमत-ए-आज़ाद हिन्द, Urdu: عارضی حکومت‌ِ آزاد ہند, the Provisional Government of Free India), simply Free India^[1][2] or Azad Hind, was an Indian provisional government established in Singapore in 1943.

It was a part of a political movement originating in the 1940s outside of India with the purpose of allying with Axis powers to free India from British Rule. Established by Indian nationalists-in-exile during the latter part of the second world war in Singapore with monetary, military and political assistance from Imperial Japan, to fight against British Rule in India.^{[citation needed]} After completing the task of reorganising the Indian Independence League and launching preparations for revolutionizing the army, and after conducting a successful campaign to mobilise the support of the Indian communities throughout Southeast Asia—a phase which lasted from July to October—Netaji turned toward formation of the Provisional Government of Azad Hind (Free India) in Germany. This had to be done before the army could be sent for action in the battlefield. Founded on October 21, 1943, the government was inspired by the concepts of Subhash Chandra Bose who was also the leader of the government and the Head of State of this Provisional Indian Government in Exile. The government proclaimed authority over Indian civilian and military personnel in Southeast Asian British colonial territory and prospective authority over Indian territory to fall to the Japanese forces and the Indian National Army during the Japanese thrust towards India during the Second World War.^[3] The government of Azad Hind had its own currency, court and civil code, and in the eyes of many Indians its existence gave a greater legitimacy to the independence struggle against the British.^[4][5][6]

However, while it possessed all the nominal requisites of a legitimate government, it lacked large and definite areas of sovereign territory until the government assumed control of the Andaman and Nicobar Islands from Japan in 1943 and the occupation of parts of Manipur and Nagaland. Throughout its existence, it remained heavily dependent on Japanese support.^[7]

Immediately after the formation of the government-in-exile, Azad Hind declared war against the Anglo-American allied forces on the Indo-Burma Front.^[8] Its army, the "Azad Hind Fauj", (Indian National Army or the INA) went into action against the British Indian Army and the allied forces alongside the Imperial Japanese Army in the Imphal-Kohima sector. The INA was to make its mark in the battle of Imphal where along with the Japanese 15th Army it breached the British defences in Kohima, reaching the salient of Moirang before Allied air dominance and compromised supply lines forced both the Japanese and the INA to lift the siege.^[9]

The existence of Azad Hind was essentially coterminous with the existence of the Indian National Army. While the government itself continued until the civil administration of the Andaman Islands was returned to the jurisdiction of the British towards the end of the war, the limited power of Azad Hind was effectively ended with the surrender of the last major contingent of INA troops in Rangoon. The supposed death of Bose is seen as the end of the entire Azad Hind Movement.

The Allies at the time, as well as some post-war historians, regarded the Government as a puppet state.^{[citation needed]} The government was not recognised by Allied governments or Vichy France.^{[citation needed]} Some other historians contend that the Azad Hind was a free and independent government.^[10]

The legacy of Azad Hind is, however, open to judgment. After the war, the Raj observed with alarm the transformation of the perception of Azad Hind from traitors and collaborators to "the greatest among the patriots".^[11][12] Given the tide of militant nationalism that swept through India and the resentment and revolts it inspired, it is arguable that its overarching aim: to germinate public resentment and revolts within the Indian forces of the British Indian Army to overthrow the Raj was ultimately successful.^[13]

The direct origins of Azad Hind can be linked to two conferences of Indian expatriates from across Southeast Asia, the first of which was held in Tokyo in March 1942. At this conference, convened by Rash Behari Bose, an Indian expatriate living in Japan, the Indian Independence League was established as the first move towards an independent Indian state politically aligned with the Empire of Japan. Rash also moved to create a sort of liberation army that would assist in driving the British from India - this force would later become the Indian National Army. The second conference, held later that year in Bangkok, invited Subhas Chandra Bose to participate in the leadership of the League. Bose was living in Germany at the time and made the trip to Japan via submarine.

Rash Behari Bose, who was already aging by the time the League was founded, struggled to keep the League organized and failed to secure resources for the establishment of the Indian National Army. He was replaced as president of the Indian Independence League by Subhas Chandra Bose; there is some controversy as to whether he stepped down of his own volition or by pressure from the Japanese who needed a more energetic and focused presence leading the Indian nationalists.^{[citation needed]}

Bose arrived in Tokyo on June 13, 1943, and declared his intent to make an assault against the eastern provinces of India in an attempt to oust the British from control of the subcontinent. Bose arrived in Singapore on July 2, and in October 1943 formally announced the establishment of the Provisional Government of Free India. In defining the tasks of this new political establishment, Subhas declared: “It will be the task of the Provisional Government to launch and conduct the struggle that will bring about the expulsion of the British and their allies from the soil of India.”^{[14][dead link]} Bose, taking formal command of the demoralized and undermanned Indian National Army from Rash Bose, turned it into a professional army with the help of the Japanese. He recruited Indian civilians living in Japanese-occupied territories of South-east Asia, and incorporated vast numbers of Indian POWs from British forces in Singapore, Malaya and Hong Kong to man the brigades of the INA.

The Provisional Government of Free India consisted of a Cabinet headed by Subhas Chandra Bose as the Head of the State, The Prime Minister and the Minister for War and Foreign Affairs.

Captain Doctor Lakshmi Swaminathan (later married as Lakshmi Sehgal) was the Minister in Charge of Women's Organization. She held this position over and above her command of the Rani Jhansi Regiment, a brigade of women soldiers fighting for the Indian National Army. For a regular Asian army, this women's regiment was quite visionary; it was the first of its kind established on the continent. Dr. Lakshmi was one of the most popular and prosperous gynaecologists in Singapore before she gave up her fabulous practice to lead the troops of the Rani of Jhansi Regiment.

All of these Secretaries and Advisory officials held Ministerial rank in the Provisional Government. The extent of the Provisional Government's day-to-day management of affairs for Azad Hind is not entirely well-documented, so their specific functions as government officials for the state outside of their positions as support ministers for Subhas Chandra Bose is not entirely certain.

Azad Hind was recognized as a legitimate and independent successor state to British rule in India by only a small number of countries, limited almost solely to Axis powers and their affiliate states and puppet regimes. Azad Hind had diplomatic relations with nine countries: Nazi Germany, the Empire of Japan, Fascist Italy, the Independent State of Croatia, Wang Jingwei's Government in Nanjing, Thailand, the State of Burma, Manchukuo and the Philippine Republic. On the declaration of its formation in Singapore the Taoiseach of Ireland, Éamon de Valera, sent a note of congratulations to Bose. Vichy France, however, although being an Axis collaborator, never gave formal political recognition to Azad Hind. Recent researches have shown that the Soviet Union too had recognised the Provisional Government of Free India. This government participated as an observer in the Greater East Asia Conference in November 1943.

Government administration and World War II[link]

The same night that Bose declared the existence of Azad Hind, the government took action to declare war against the United States and Britain. The government consisted of a Cabinet ministry acting as an advisory board to Subhas Bose, who was given the title "Netaji" (translating roughly to "leader"^{[citation needed]}) and was no doubt the dominant figure in the Provisional Government. He exercised virtual authoritarian control over the government^{[citation needed]} and the army.^{[citation needed]} With regards to the government's first issuances of war declarations, the "Cabinet had not been unanimous about the inclusion of the U.S.A. Bose had shown impatience and displeasure - there was never any question then or later of his absolute authority: the Cabinet had no responsibility and could only tender advice..."^{[citation needed]}

At the end of October 1943, Bose flew to Tokyo to participate in the Greater East Asia Conference as an observer to Japan's Greater East Asia Co-Prosperity Sphere; it could not function as a delegate because India had technically fallen outside the jurisdiction of Japan's definition of "Greater East Asia", but Bose gave speeches in opposition to Western colonialism and imperialism at the conference. By the end of the conference, Azad Hind had been given a limited form of governmental jurisdiction over the Andaman and Nicobar Islands, which had been captured by the Imperial Japanese Navy early on in the war.

Once under the jurisdiction of Azad Hind, the islands formed the government's first claims to territory. The islands themselves were renamed "Shaheed" and "Swaraj", meaning "martyr" and "self-rule" respectively. Bose placed the islands under the governorship of Lt Col A. D Loganathan,^{[15][dead link]} and had limited involvement with the official governorship of the territory, instead involving himself in plans to expand the Indian National Army, ensure adequate men and materiel, and formulate its course of actions and the administrations and relations of the Indian population in south east Asia and determining Japanese designs in India and his provisional government. In theory the government itself had the power to levy taxes on the local populace, and to make and enforce laws: in practice they were enforced by the police force under Japanese control^{[citation needed]}. Indians were willing to pay these taxes at first, but became less inclined to do so towards the end of the war when the Provisional Government enacted legislation for higher war-time taxes to fund the INA. During his interrogation after the war Loganathan admitted that he had only had full control over the islands' vestigial education department, as the Japanese had retained full control over the police force, and in protest he had refused to accept responsibility for any other areas of Government. He was powerless to prevent the Homfreyganj massacre of the 30th January 1944, where forty-four Indian civilians were shot by the Japanese on suspicion of spying. Many of them were members of the Indian Independence League, whose leader in Port Blair, Dr. Diwan Singh, had already been tortured to death in the Cellular Jail after doing his best to protect the islanders from Japanese atrocities during the first two years of the occupation.^[16]

Azad Hind's military forces in the form of the INA saw some successes against the British, and moved with the Japanese army to lay siege to the town of Imphal in eastern India. Plans to march towards Delhi^{[citation needed]}, gaining support and fresh recruits along the way, stalled both with the onset of monsoon season and the failure to capture Imphal. British bombing seriously reduced morale, and the Japanese along with the INA forces began their withdrawal from India.

In addition to these setbacks, the INA was faced with a formidable challenge when the troops were left to defend Rangoon^{[citation needed]} without the assistance of the Japanese in the winter of 1944-1945. Loganathan was relocated from the Andaman Islands to act as field commander. With the INA garrison about 6,000 strong, he manned the Burmese capital in the absence of any other police force or troops during the period between the departure of the Japanese and the arrival of the British. He was successful in maintaining law and order to the extent that there was not a single case of dacoity or of loot during the period from April 24 to May 4, 1945.

Indian areas under the Administration of the Provisional Government[link]

Almost all of the territory of the Provisional Government lay in the Andaman Islands, although the Provisional Government was allowed some authority over Indian enclaves in Japanese-occupied territories. Provisional Government civil authority was never enacted in areas occupied by the INA; instead, Japanese military authority prevailed and responsibility for administration of occupied areas of India was shared between the Japanese and the Indian forces.

The Defeat of the INA and the Collapse of the Provisional Government[link]

Left to defend^{[citation needed]} Rangoon from the British advance without support from the Japanese, the INA was soundly defeated. Bose had fled Burma and returned to Singapore before the fall of Rangoon; the government Azad Hind had established on the Andaman and Nicobar Islands collapsed when the island garrisons of Japanese and Indian troops were defeated by British troops and the islands themselves retaken. Allegedly Bose himself was killed in a plane crash departing from Taiwan attempting to escape to Russia. The Provisional Government of Free India ceased to exist with the deaths of the Axis, the INA, and Bose in 1945.

The troops who manned the brigades of the Indian National Army were taken as prisoners of war by the British. A number of these prisoners were brought to India and tried by British courts for treason, including a number of high ranking officers such as Colonel Gurbaksh Singh Dhillon. The defense of these individuals from prosecution by the British became a central point of contention between the British Raj and the Indian Independence Movement in the post-war years.

Relations with Japan and View of Azad Hind as Axis Collaborator[link]

Subhas Chandra Bose, while an ally of Japan throughout the war, has become a controversial figure for his stances against imperialism which would run in opposition against what was generally recognized as Japanese imperialism in Asia during World War II. Bose himself opposed all manner of such colonial practices, but saw Britain as hypocritical in "fighting a war for democracy" but refusing to extend the same respect for democracy and equal rights to their colonial subjects in India. Bose opposed British racial policy and declared working for the abolition of racial discrimination with Burmese, Japanese and other Asians. Criticism of Bose remains, with some accusing him of fascism, citing his strict control over the Provisional Government as evidence of this; some accused him of wanting to establish a totalitarian state in India with the blessings of the Axis powers. It is inaccurate to term Bose solely as a fascist. But he believed that parliamentary democracy was unsuitable for India immediately after independence, and that a centrally organized, self-sufficient, semi-socialist India under the firm control of a single party was the best course for Indian government. Some of his ideas would help shape Indian governmental policy in the aftermath of the country's independence from Britain.

The fact that Azad Hind was aligned politically with Japan may have little to do with explicit agreement and support for Japanese policy in Asia, and more with what Bose saw as a pragmatic approach to Indian independence. Disillusioned with Gandhi's philosophies of non-violence, Bose was clearly of the camp that supported exploiting British weakness to gain Indian independence. Throughout the existence of Azad Hind, Bose sought to distance himself from Japanese collaboration and become more self-sufficient, but found this difficult since the existence of Azad Hind as a governmental entity had only come about with the support of the Japanese, on whom the government and army of Azad Hind were entirely dependent. Bose, however, remains a hero in present-day India and is remembered as a man who fought fiercely for Indian independence. [1]

Although Japanese troops saw much of the combat in India against the British, the INA was certainly by itself an effective combat force,^{[citation needed]} having faced British and allied troops and making their mark in the Battle of Imphal. On 18 April 1944 the suicide squads led by Col. Shaukat Malik broke through the British defence and captured Moirang in Manipur. The Azad Hind administration took control of the this independent Indian territory.^[17] Following Moirang, the advancing INA breached the Kohima road, posing a threat to the British positions in both Silchar and Kohima. Col. Gulzara Singh's column had penetrated 250 miles into India. The Azad Brigade advanced, by outflanking the Anglo-American positions. However, INA's most serious, and ultimately fatal, limitations were the reliance on Japanese logistics and supplies and the total air-dominance of the allies, -which, along with a supply line deluged by torrential rain, frustrated the INA's and the Japanese bid to take Imphal.^{[citation needed]}

With the siege of Imphal failing, the Japanese began to shift priority for resource allocation from South Asia to the Pacific, where they were fighting United States troops advancing from island to island against Japanese holdings there. When it had become clear that Bose's plans to advance to Delhi from the borders of Burma would never materialize due to the defeat of the INA at Imphal and the halt of Japanese armies by British aerial and later naval superiority in the region, Japanese support for Azad Hind declined.

Contributions to the Indian Independence[link]

The true judgement of success or failure of the movement remains open to historians. However, the true extent to which the INA's activities influenced the decision to leave India is mirrored by the views of Clement Attlee, the British Prime Minister at the time of India's Independence. Attlee cites several reasons, the most important of which were the INA activities of Subhas Chandra Bose, which weakened the very foundation of the British Empire in India, and the Royal Indian Navy Mutiny which made the British realise that the support of the Indian armed forces could no longer be relied upon.^[18]

Narendra Damodardas Modi (Gujarati: નરેન્દ્ર મોદી; born 17 September 1950^[1]) is the current Chief Minister of the Indian state of Gujarat. Born in a middle class family in Vadnagar, he was the third of six children born to Damodardas Mulchand Modi and his wife Heeraben.^[2] He has been a member of the Rashtriya Swayamsevak Sangh (RSS) since childhood also having interest in politics since adolescence. He holds a master's degree in political science. In 1998, he was chosen by L. K. Advani, the leader of the Bharatiya Janata Party (BJP), to direct the election campaign in Gujarat as well as Himachal Pradesh.

He became Chief Minister of Gujarat in October 2001, promoted to the office at a time when his predecessor Keshubhai Patel had resigned, following the defeat of BJP in the by-elections. His tenure as chief minister of Gujarat began on 7 October 2001, and he is the longest serving Chief Minister of the state of Gujarat.^[3] In July 2007 he became the longest serving Chief Minister in Gujarat's history when he had been in power for 2063 days continuously.^[4] He was elected again for a third term^[5] on 23 December 2007 in the state elections, which he had cast as a "referendum on his rule".^[6][7]

Personal life[link]

Modi was born in a middle class family in Vadnagar in Mehsana district of what was then Bombay State, India.^[8] During the Indo-Pak war in the mid sixties, even as a young boy, he volunteered to serve the soldiers in transit at railway stations.^[9] As a young man, he joined the Akhil Bharatiya Vidyarthi Parishad, a student organisation and was involved in the anti-corruption Nav Nirmāṇ ("Reconstruction") Movement. After working as a full time organiser for the organisation, he was later nominated as its representative in the Bharatiya Janata Party.^[10] As a teenager Modi used to run a tea stall with his brother.^[11] Modi completed his schooling in Vadnagar. He earned a masters degree in political science from Gujarat University.^[12]

Early activism and politics[link]

Modi was a pracharak (campaigner) in the RSS during his university years.^[12][13] He took up the challenging task of energising the party cadres in right earnest. In partnership with Shankersinh Vaghela, Modi set about creating a strong cadre base in Gujarat. In the initial period, Vaghela was seen as a mass leader, while Modi was recognised as a master strategist.

The party started gaining political mileage and formed a coalition government at the centre in April 1990. This partnership fell apart within a few months, but the BJP came to power with a two-thirds majority on its own in Gujarat in 1995. During this period, Modi was entrusted with the responsibility of organising two crucial national events, the Somnath to Ayodhya Rath Yatra (a political rally through India on a converted Toyota van) of L.K. Advani and a similar march from Kanyakumari (the southernmost part of India) to Kashmir in the North. After the exit of Shankarsingh Vaghela from the BJP, Keshubhai Patel was made Chief Minister while Narendra Modi was sent to New Delhi as a General Secretary of the Party.

In 1995, Modi was appointed the National Secretary of the party and given the charge of five major states in India. In 1998, he was promoted as the General Secretary (Organization), a post he held until October 2001. In 2001, Narendra Modi was chosen by the party to be the Chief Minister of Gujarat after the removal of chief minister Keshubhai Patel.

Personality[link]

Modi is known for leading a frugal lifestyle. He has a personal staff of just three. He is known to be a workaholic Chief Minister and an introvert.^[14] He ordered the demolition of many Hindu temples that were built without proper government sanction which earned him the ire of VHP^[11] He is a crowd puller as a speaker. Modi has also tried to turn his image from an Hindu Nationalist politician to an image of able administrator. He wears business suits and is improving his command over the English language.^[15]

Development of Gujarat[link]

As a Chief Minister, Modi started various 'yojanas' or plans. This includes:

• Panchamrut Yojana,^[17][18][19] a five-pronged strategy for an integrated development of the state,
• Sujalam Sufalam, a scheme to create a grid of water resources in Gujarat in an innovative step towards water conservation and its appropriate utilisation.
• Krishi Mahotsav – agricultural research labs for the land
• Chiranjeevi Yojana – To reduce infant mortality rate
• Matru Vandana – Providing preventive and curative services under the Reproductive and Child Health Programme
• Beti Bachao – Campaign against female infanticide to improve sex ratio

Vibrant Gujarat is a biennial Global Investors' Summit held by the Government of Gujarat in Gujarat, India. The event is aimed at bringing together business leaders, investors, corporations, thought leaders, policy and opinion makers; the summit is advertised as a platform to understand and explore business opportunities in the State of Gujarat. the event has been held continuously since 2003.

Gujarat earthquake[link]

The biggest challenge which he had to face when he took over as the Chief Minister, was the reconstruction and rehabilitation of the areas affected by the massive Gujarat Earthquake of January 2001.

Gujarat violence[link]

On 27 February 2002, a train was burned by a Muslim mob in the town of Godhra leading to 59 deaths, most of them Hindu pilgrims and activists returning from the holy city of Ayodhya.^[21] Riots broke out in the state after it was suspected to be caused by Muslims, leading to 1180 deaths, many of them Muslims. Modi administration was accused of inaction over the riots and for encouraging them.^[15] As an aftermath of the riots, there were calls for Modi to resign from his position as chief minister of Gujarat. The opposition parties stalled the national parliament over the issue. Even Dravida Munnetra Kazhagam (DMK) and Telugu Desam Party (TDP), allies of the BJP, asked for Modi's resignation.^[22][23] Modi submitted his resignation to the Governor and recommended the dissolution of the 10th Gujarat Legislative Assembly.^[24][25] In the following state re-elections the BJP, led by Modi, won 127 seats in the 182-member assembly.

In April 2009, the Supreme Court of India appointed a special team of investigators to look into the role Modi had played in the alleged anti-Muslim conspiracy.^[15] The team was appointed in response to the complaint of zakia Jafri, the widow of ex-Congress MP Ehsan Jafri, who was murdered in the riots.^[26] In December 2010, a Supreme Court-appointed Special Investigation Team (SIT) in its report to the Supreme Court seeking answers pertaining to the Ehsan Jafri case, submitted that they had found no evidence against Narendra Modi.^[27]

However in February 2011, the Times of India reported that a confidential report from the SIT indicted Modi on several counts of alleged complicity in the Gujarat riots of 2002.^[28] Most other sources have noted that the SIT report does not indict Modi for the riots due to lack of evidence.^[29][30] The Indian Express too said the report did not find any Modi involvement in the violence, though it did accuse him of watering down the seriousness of the situation.^[31] According to the Hindu, the report not only found that Modi tried to water down the seriousness of the situation, but Modi also implicitly justified the killings of Muslims, and failed to condemn the attacks on them.^[32] The Bharatiya Janata Party demanded an investigation into the publication of the report, claiming the leak was politically motivated.^[33]

The apex court refused to pass any order on the case and referred it to the Ahmedabad magistrate for a decision.^[34] In April 2012, a Special Investigation Team found absolved Modi of any involvement in the Gulberg massacre, arguably the worst episode of the riots.^[35]. On 7 May 2012, a Supreme Court-appointed amicus curiae, Raju Ramachandran observed that Modi can be prosecuted under sections 153 A (1) (a) & (b), 153 B (1), 166 and 505 (2) of the Indian Penal Code for promoting enmity among different groups during the 2002 Gujarat riots.^[36]. However the amicus report has been criticised by the Special Investigation Team for relying heavily on the testimony of a perjurer^[37].

2007 elections[link]

Modi made a speech at Mangrol in which he justified the alleged fake encounter of Sohrabuddin Sheikh, During the election campaign In response to Sonia Gandhi's speech calling him a "merchant of death",^[38] and referred to Sohrabuddin's killing. For this speech the Election Commission of India, a constitutional body governing election proceedings in India, cautioned Modi as it considered it as indulging in an activity which may aggravate existing differences between different communities.^[39] Modi won the election and continued his post as the Chief Minister Of Gujarat, he won with majority of votes of 122 seats out of 182 total assembly seats.^[40]

Conflicts with Governor Kamla Beniwal[link]

On 25 August 2011 Gujarat Governor Kamla Beniwal appointed Justice R A Mehta to the post of Lokyukta of Gujarat, a critical anti-corruption post that had been lying vacant since 2003. Justice R A Mehta was recommended for the post by the Chief Justice of the Gujarat High Court in June. Since Governor Beniwal had made this decision without consulting and getting the approval of the chief minister and his council of ministers, the action angered Narendra Modi and his BJP party.^[41]

This marked the beginning of a strained relationship between Modi and the Governor. On 25 September 2011, Narendra Modi accused the Governor of running a parallel government in the state supported by the Congress. He demanded that she be recalled back.^[42] He also later accused her of delaying the progress of bills by not passing them.

The decision of the governor in the appointment of R A Mehta was challenged in the high court by the Modi government. The two member high court bench gave a split verdict on 10 October 2011. Later, a third member upheld the governor's decision in January 2012.^[43]

Foreign visits[link]

As the Chief Minister of the Gujarat State, to attract foreign investment in the state, Narendra Modi has made visits to foreign countries, including China and Singapore.

Narendra Modi made his first China visit in 2007 to invite investors Vibrant Gujarat Global Investor Summit,^[44] and second visit in November 2011. One month after the second visit to China, the Chinese Government released 13 Diamond traders from India jailed by the Shenzhen Customs, which the Chief Minister described as the consequece of his diplomatic efforts and statesmanship.^[45]

In 2005 Narendra Modi was denied of diplomatic visa to the United States, in addition to this visa denial, he was also revoked from his already granted B-1/B-2 visa.^[46]

Sadbhavna Mission[link]

In the late 2011-early 2012 Narandra Modi practised a series of fasts in the name of Sadbhavna Mission. The mission started on 17 September 2011 in Ahmedabad with 3 day fast with a view to strengthen the atmosphere of peace, unity and harmony in the state. He observed total 36 fasts in 26 districts, 8 cities including Ahmedabad.^[47]

Views and opinions[link]

Modi's position on terrorism[link]

On 18 July 2006 Modi delivered a speech criticising Indian Prime Minister Manmohan Singh "for his reluctance to revive anti-terror legislations" like the Prevention of Terrorism Act. He asked the Centre to empower states to invoke tougher laws in the wake of the blasts in Mumbai.^[48] Quoting Modi:

Narendra Modi has frequently commented that if the BJP came to power at the Centre, they will honour the 2004 Supreme Court judgement to hang Afzal Guru.^[49] Afzal was convicted of terrorism in the 2001 Indian Parliament attack in 2004 by the Supreme Court of India and is in Tihar Jail.^[50]

On account of the November 2008 Mumbai attacks, on Thursday 27 November, Narendra Modi held a meeting to discuss waterfront security along the coastline.^[51] The meeting decided to ask the Central government to urgently sanction the following:

• Increase the number of police stations along the coast to 50 (from 10)
• Increase the number of police to 1500 from 250
• 30 modern high-speed surveillance boats.

The 30 coastal boats, under construction at Goa's shipbuilding yard, will have the capacity to run at the speed of 25 nautical miles per hour. These are being manufactured under the Centre's Rs 58-crore grant for coastal security.^[51]

Views on criticism of Modi's governance[link]

In 2003, when Narendra Modi was asked about the conflict of his dreams for Gujarat's future with international criticism of his past activities, Modi said,^[52]

Modi's decision to link Gujarat's violence with the 9/11 terrorist attacks on the US drew criticism from some observers, who contrasted it with the then Deputy Prime Minister L K Advani's unpleasant apology for Gujarat in London a year ago.^[52] Modi responded to this criticism by The Guardian,^[52]

Purno Agitok Sangma (born September 1, 1947, Meghalaya, India) is an Indian politician. He is a former Speaker of Lok Sabha and Chief Minister of Meghalaya. He was a co-founder of the Nationalist Congress Party (NCP) and remained a member of the Lok Sabha for eight terms, i.e. 6th, 7th, 8th, 10th, 11th, 12th, 13th, and 14th Lok Sabha. Currently he represents the Tura (ST) constituency in the West Garo Hills district in the eighth Meghalaya Legislative Assembly.^[1]

Early life and education[link]

P. A. Sangma was born on 1 September 1947 in village Chapati in West Garo Hills, Meghalaya to Dipchon Ch. Marak and Smt. Chimri A. Sangma.

After completing his graduation in (B.A. (Hons.) from St. Anthony's College, Shillong, he went to Dibrugarh University in Assam for his Masters degree in International Relations. Subsequently, he also obtained a degree in Law (LL.B).

Career[link]

In 1973, he became Vice-President of the Pradesh Youth Congress in Meghalaya and became the General Secretary the next year. He served as the General Secretary of the Pradesh Congress Committee of Meghalaya from 1975 to 1980.

In 1977, he was elected to the 6th Lok Sabha from Tura (Lok Sabha constituency) and remained a member of the Lok Sabha until 14th Lok Sabha, except for the 9th Lok Sabha. From 1980 to 1988, he served the Union Government of India under various capacities. He served as the Chief Minister of Meghalaya from 1988 to 1990. In 1991, when he was elected to the Lok Sabha again, he again served the Union government until 1996 when he became Speaker of Lok Sabha.

The NCP general secretary was expelled from the Congress on May 20, 1999, along with Sharad Pawar and Tariq Anwar for raising the banner of revolt against Gandhi over her foreign origin issue.^[2] He was one of the founders of Nationalist Congress Party (NCP) along with Sharad Pawar and Tariq Anwar in 1999, after their explusion.^[3] In January 2004, P.A.Sangma created a split in the NCP. This happened after Sharad Pawar became close to the NCP's former rival Sonia Gandhi. After losing a battle for the NCP election symbol, Sangma later merged his faction with Mamta Bannerjee's Trinamool Congress, forming the Nationalist Trinamool Congress. He resigned from his Lok Sabha seat on October 10, 2005 as a member of All India Trinamool Congress, and was reelected as NCP. candidate on February 2006.

In the Lok Sabha elections 2004 Sangma was one of two NTC MPs elected. He resigned from 14th Lok Sabha in March 2008, to take part in Meghalaya Legislative Assembly election, 2008

As of now (2009), Sangma is back in the NCP and serves as the NCP General Secretary. He is a presidential candidate for the elections of the 13th President of India.^[4][5]

There are many people in history who are commonly appended with the phrase "the Great", or who were called that or an equivalent phrase in their own language. Other languages have their own suffixes such as e Bozorg and e azam in Persian and Urdu respectively.

In Persia, the title "the Great" at first seems to be a colloquial version of the Old Persian title "Great King". This title was first used by the conqueror Cyrus II of Persia.^[1]

The Persian title was inherited by Alexander III of Macedon (336–323 BC) when he conquered the Persian Empire, and the epithet "Great" eventually became personally associated with him. The first reference (in a comedy by Plautus)^[2] assumes that everyone knew who "Alexander the Great" was; however, there is no earlier evidence that Alexander III of Macedon was called "the Great".

The early Seleucid kings, who succeeded Alexander in Persia, used "Great King" in local documents, but the title was most notably used for Antiochus the Great (223–187 BC).

Later rulers and commanders began to use the epithet "the Great" as a personal name, like the Roman general Pompey. Others received the surname retrospectively, like the Carthaginian Hanno and the Indian emperor Ashoka the Great. Once the surname gained currency, it was also used as an honorific surname for people without political careers, like the philosopher Albert the Great.

As there are no objective criteria for "greatness", the persistence of later generations in using the designation greatly varies. For example, Louis XIV of France was often referred to as "The Great" in his lifetime but is rarely called such nowadays, while Frederick II of Prussia is still called "The Great". A later Hohenzollern - Wilhelm I - was often called "The Great" in the time of his grandson Wilhelm II, but rarely later.
