Bishop, California
Bishop (formerly, Bishop Creek) is a city in Inyo County, California, United States. Though Bishop is the only city and the largest populated place in Inyo County, the county seat is Independence. Bishop is located near the northern end of the Owens Valley, at an elevation of 4147 feet (1264 m). The population was 3,879 at the 2010 census, up from 3,575 at the 2000 census. The town was named after Bishop Creek, flowing out of the Sierra Nevada: the creek was named after Samuel Addison Bishop, a settler in the Owens Valley.
Bishop lies west of the Owens River at the northern end of the Owens River Valley.
It is on U.S. Route 395, the main north-south artery through the Owens Valley, connecting the Inland Empire to Reno, Nevada. US 395 also connects Bishop to Los Angeles via State Route 14 through Palmdale. Bishop is also the western terminus of U.S. Route 6. The Paiute-Shoshone Indians of the Bishop Community of the Bishop Colony control land just west of the town. The Los Angeles Department of Water and Power (DWP) controls much of the upstream and surrounding area.

The County of Fresno was formed in 1856 after the California Gold Rush. It was named for the abundant mountain ash trees lining the San Joaquin River. Fresno is the Spanish word for white ash trees. The county was much larger than it is today as part of Tulare County, comprising its current area plus all of what became Madera County and parts of what are now San Benito, Kings, Inyo, and Mono counties.

During the California Gold Rush, Oakland became the main staging post for passengers and cargo journeying between the Bay Area and the Sierra foothills. In the late 1860s, Oakland was selected as the western terminal of the Transcontinental Railroad. Following the 1906 San Francisco earthquake, many San Franciscans left that city's destruction, and a great number of Oakland's homes were built during the 1910s and 1920s. Ferry lines connected Oakland to San Francisco and other cities.

Redding is a city in far-Northern California, located on Interstate 5 exactly halfway between the Canada and Mexico borders,[citation needed], and the Sacramento River courses through the city. It is the county seat of Shasta County, California, USA. With a population of 89,861 as of the 2010 Census, Redding is the largest city in the Shasta Cascade region and is the fourth largest city in the Sacramento Valley behind Sacramento, Elk Grove, and Roseville.
Situated along the Siskiyou Trail, Redding was a trade and travel route connecting California's Central Valley and the Pacific Northwest. The site of Redding was occupied by Native Americans of the Wintu tribe from about the year 1000. During the early 19th century, Hudson's Bay Company trappers and members of the United States Exploring Expedition passed through the site of Redding while traveling along the Siskiyou Trail.
The first nonnative settler in the area was Pierson B. Reading, an early California pioneer. Reading was an admirer of John Sutter, and in 1844, Reading received the Rancho Buena Ventura Mexican land grant for the area occupied by today's Redding and Cottonwood, California, along the Sacramento River. At the time it was (by more than 100 miles) the northernmost nonnative settlement in California.

During the California Gold Rush, Sacramento was a major distribution point, a commercial and agricultural center, and a terminus for wagon trains, stagecoaches, riverboats, the telegraph, the Pony Express, and the First Transcontinental Railroad.

Stockton, California
Stockton, California, the seat of San Joaquin County, is the fourth-largest city in the Central Valley of the U.S. state of California. For much of the later 19th century, starting with the Gold Rush, Stockton was one of the largest cities in the state, for a while the third largest city.

James Budd
James Herbert Budd (May 18, 1851 – July 30, 1908) was an American lawyer and Democratic politician. Involved in federal and state politics, Budd was a member of the U.S. House of Representatives for the 2nd California district from 1883 to 1885, and later elected as the 19th Governor of California from 1895 until 1899.
Budd was born on May 18, 1851 in Janesville, Wisconsin. When Budd was seven years old, he and his family emigrated to the West, settling in Stockton, California in 1858. Making Stockton his adoptive city, Budd attended local grammar and high schools before attending the University of California, Berkeley, where he was admitted to the Zeta Psi fraternity, graduating in 1873. Following his graduation, Budd returned to Stockton to study law, being admitted to the California Bar the following year. His public career in the courts began after being appointed the San Joaquin County deputy district attorney.
During the 1884 elections, the Democratic Party nominated Budd as its candidate for the 2nd California district in the U.S. House of Representatives. His campaign for the House was based on fighting railroad corruption, going as far as to refuse any travel on railroads altogether during the campaign, earning Budd the nickname "Buckboard Jim." Budd successfully won the election, becoming the first Democrat to win the district since the Civil War.

June McCarroll
June Hill Robertson McCarroll (June 30, 1867—March 30, 1954) was a nurse (later a physician) with the Southern Pacific Railroad in the early twentieth century who is credited by Caltrans with the simple but revolutionary idea of delineating highways with a painted line to separate lanes of traffic. The concept of painting lines to separate lanes is now in use all over the world.
McCarroll was born and raised in the Adirondacks. She attended a medical college in Chicago, then eventually moved to Southern California in 1904 with her first husband, John Robertson. They had hoped that the desert climate would help him recuperate from tuberculosis, but Robertson died in 1914. Within two years, she had remarried, this time to Frank McCarroll, the local station manager for the Southern Pacific Railroad. From 1907 to 1916, she was the only physician regularly practicing in the vast desert between the Salton Sea and Palm Springs. She was also the only physician serving the five Indian reservations in the area on behalf of the Bureau of Indian Affairs.

Ronald Wilson Reagan (
/ˈrɒnəld ˈwɪlsən ˈreɪɡən/; February 6, 1911 – June 5, 2004) was the 40th President of the United States, serving from 1981 to 1989. Prior to that, he was the 33rd Governor of California from 1967 to 1975 and a radio, film and television actor.
Born in Tampico, Illinois and raised in Dixon, Reagan was educated at Eureka College, earning a Bachelor of Arts degree in economics and sociology. After his graduation, Reagan moved first to Iowa to work as a radio broadcaster and then in to Los Angeles in 1937 where he began a career as an actor, first in films and later television. Some of his most notable films include Knute Rockne, All American, Kings Row, and Bedtime for Bonzo. Reagan served as president of the Screen Actors Guild, and later as a spokesman for General Electric (GE); his start in politics occurred during his work for GE. Originally a member of the Democratic Party, his positions began shifting rightward in the late 1950s, and he switched to the Republican Party in 1962. After delivering a rousing speech in support of Barry Goldwater's presidential candidacy in 1964, he was persuaded to seek the California governorship, winning two years later and again in 1970. He was defeated in his run for the Republican presidential nomination in 1968 as well as 1976, but won both the nomination and general election in 1980, defeating incumbent Jimmy Carter.

Thom Mayne
Thom Mayne (b. January 19, 1944, in Waterbury, Connecticut) is a Los Angeles-based architect. Educated at University of Southern California (1969) and the Harvard University Graduate School of Design in 1978, Mayne helped found the Southern California Institute of Architecture (SCI-Arc) in 1972, where he is a trustee. Since then he has held teaching positions at SCI-Arc, the California State Polytechnic University, Pomona (Cal Poly Pomona) and the University of California, Los Angeles (UCLA). He is principal of Morphosis, an architectural firm in Santa Monica, California. Mayne received the Pritzker Architecture Prize in March 2005.
Mayne was a member of the Holcim Awards global jury in 2006 and a member of the Holcim Awards jury for region North America in 2005. He presented a keynote address at the 3rd International Holcim Forum 2010 in Mexico City.
Mayne studied architecture at the University of Southern California (USC) with a social agenda and urban planning focus. After receiving his bachelor’s degree in 1968, he began working as an urban planner. During that time he recalls that "policy and planning were not going to work for me" and the he "needed a more tangible resolution.” Mayne found himself living on a commune with the grass-roots group Campaign for Economic Democracy, many of whom became his earliest clients.

There was no evidence that any accumulated debris in State's right of way contributed to the problems in the operation of the drainage system. County, State, Union or OCSD could not have abated the nuisance by undertaking any maintenance." The California Department of Transportation (Caltrans) is an executive department within the U.S. state of California. Its purpose is to improve mobility across the state.
Caltrans manages the state highway system (which includes the California Freeway and Expressway System) and is actively involved with public transportation systems throughout the state.
The department is part of the state cabinet-level California Business, Transportation and Housing Agency. Caltrans is headquartered in Sacramento.[1]

The earliest predecessor of Caltrans was the Bureau of Highways, which was created by the California Legislature and signed into law by Governor James Budd in 1895.[2] This agency consisted of three commissioners who were charged with analyzing the state road system and making recommendations. At the time, there was no state highway system, since roads were purely a local responsibility. The roads of California consisted of crude dirt roads maintained by county governments as well as some paved roads within city boundaries, and this ad hoc system was no longer adequate for the needs of the state's rapidly growing population. After the commissioners submitted their report to the Governor on November 25, 1896, the Legislature replaced the Bureau with the Department of Highways.[3]
Due to the state's weak fiscal condition and corrupt politics, little progress was made until 1907, when the Legislature replaced the Department of Highways with the Department of Engineering, within which there was a Division of Highways.[2] The voters approved a $18 million bond issue for the construction of a state highway system in 1910 and the first Highway Commission was convened in 1911.[2] On August 7, 1912, the Department broke ground on its first construction project, the section of El Camino Real between South San Francisco and Burlingame (now part of California State Route 82).[4] 1912 also saw the founding of the Transportation Laboratory and the creation of seven administrative divisions (the predecessors of the 12 district offices that exist today).[2]
In 1913, the Legislature started requiring vehicle registration and allocated the resulting funds to support regular highway maintenance, which began the next year.[2]
In 1921, the Legislature turned the Department of Engineering into the Department of Public Works.[5]
The history of Caltrans and its predecessor agencies during the 20th century was marked by many firsts. It was one of the first agencies in the U.S. to implement the painting of centerlines on highways statewide (thanks to June McCarroll); the first to build a freeway west of the Mississippi (the Pasadena Freeway); the first to build a four-level stack interchange; the first to develop and deploy nonreflective raised pavement markers, better known as Botts' dots; and one of the first to implement dedicated freeway-to-freeway connector ramps for high-occupancy vehicle lanes.
In late 1972, the Legislature approved a reorganization (suggested by a study initiated by Governor Ronald Reagan), in which the Department of Public Works was merged with the Department of Aeronautics to become the modern Department of Transportation.[6]

For administrative purposes, Caltrans has divided the state of California into 12 districts supervised by district offices. Most districts cover multiple counties; District 12 (Orange County) is the only district with one county. The largest districts by population are District 4 (San Francisco Bay Area) and District 7 (Los Angeles and Ventura counties). Like most state agencies, Caltrans maintains its headquarters in Sacramento, which is covered by District 3.

Several important projects include Interstate 105, the reconstruction of the SR 91/SR 60/I-215 interchange, the San Francisco – Oakland Bay Bridge (East Span), and the Devil's Slide tunnel on Highway 1 in San Mateo County scheduled to be completed in 2011.
