ACTION AGENDA FOR TESDA June 11, 2010 by Manuel Mejorada The anomalies committed by Boboy Syjuco at TESDA have apparently caught the attention of President-elect Benigno Simeon C. Aquino III that he made special mention of the agency during his post-proclamation press conference last Wednesday. This gives us a clue on the moves of the Aquino government in exposing the immense corruption at this agency as a first step toward repairing the wrongs done and redirecting its focus toward helping the Filipino yoiuth become productive citizens. It is unfortunate that TESDA has become one of the core centers of corruption during the Arroyo administration. But this ugly fact just can't be set aside. An honest-to-goodness effort to untangle the huge mess will have to begin in places where most anomalies are not even hidden, but exposed to public view. Syjuco didn't even bother about finesse in robbing the coffers of the agency. Having spent a great deal of my time fighting the corruption of Syjuco, I would like to offer unsolicited advice to the Aquino presidency about how to go about this herculean task. The anomalies at TESDA concentrated in the office of then TESDA secretary Syjuco and the agency's regional office in Iloilo. The Commission on Audit (COA) has uncovered quite a number of irregularities, especially in the overpriced acquisition of training tools and equipment and the unaccounted scholarship coupons.
