2012 ARI Asia Trends - Climate Change Crisis
The Climate Change Crisis and the Search for an Elusive Global Deal Asia Research Institute SYPNOSIS : The climate change crisis is already hitting the world, as witness extreme weather events such as the floods in Beijing, Manila, Bangkok, and the drought in the US affecting food prices. Though it is humanity's greatest ecological challenge, the search for a global agreement has been most difficult, as it involves perceived high costs of action and key questions as to who will bear these costs and the rationale for burden sharing. Developed countries agreed long ago under the UNFCCC to take the lead in emissions reduction and in assisting developing countries with finance and technology, but they seem reluctant now to do either. Developing countries see themselves as victims of the effects of climate change but their quest for economic growth may also be fruitless if climate change overwhelms everyone. Before the Bali Action Plan and the Kyoto Protocol are implemented, there is the new Durban platform and the confusion on what it means. The talk by the director of the South Centre, who has played an important role in following and analysing the climate negotiations, will focus on the dilemmas of making sense of climate change and the difficulties of finding solutions. Mr Martin Khor, an economist trained in Cambridge University, joined the South Centre as its executive director in 2009. The Centre, based in Geneva, is an inter-governmental think tank of developing countries, addressing a range of issues including the global financial crisis, climate change and sustainable development, and trade issues. He was also coordinating lead author in a chapter on Economics and Ethics in the IPCC's 5th assessment report, before retiring a few months ago. Prior to joining the South Centre, he was the Director of the Third World Network, a leading developing-country civil society organization. Previously, he served as a member of the United Nations Committee on Development Policy, the Helsinki Group on Globalisation and Democracy, the International Task Force on Climate Change (2003-2005), the Expert Group on Democracy and Development of the Commonwealth Secretariat (2002-2003), the United Nations Secretary-General's Task Force on Environment and Human Settlements in the UN System (1998), and the Working Group of Experts on the Right to Development of the UN Commission on Human Rights (Vice-Chairman-1996, member-1997). He has authored many books and papers on trade. Formerly he also worked in the Ministry of Finance in Singapore, in the University Sains Malaysia as an Economics lecturer, and in the Consumers' Association of Penang. Dr Jerome Whitington is an anthropologist at the Asia Research Institute, National University of Singapore, where he is also responsible for the climate change curriculum at Tembusu College. He is also Singapore's advisory board member to the Asia Pacific Science, Technology and Society Network. His research comprises socio-ecological themes related to water, energy and climate change. He is currently working on a book called Accounting for Atmosphere: Human Climate Futures, which describes carbon accounting and carbon market mechanisms as new socio-ecological techniques for managing the chemistry of the atmosphere. Translated by UNIC Tehran, the Persian version of DPI booklet entitled "Nelson Mandela in his words" http://bit.ly/1489VaZ was unveiled during a magnificent ceremony organized by the Culture and Art Organization of Tehran Municipality and UNIC at Arasbaran Cultural Centre in Tehran on 23 September 2013. The message of Minister of Foreign Affairs Dr. Mohammad Javad Zarif was delivered by Director General of the Ministry's Africa Department Valiyollah Mohammadi for a large audience including youth who had gathered at the cultural centre hours before the beginning of the ceremony. Zarif said "Mandela attracted hearts and minds of human generations to himself". Other speakers of the ceremony were: Head of Public Relations and International Affairs Department of Culture and Art Organization of Tehran Municipality Mr. Amir Hossein Tabejamaat, Deputy Minister of Foreign Affairs Dr. Hossein Amir-Abodllahian, Head of Culture and Art Organization of Tehran Municipality Mr. Amir Khorakian, Ambassador of South Africa in Tehran Mr. WMP Whitehead and Head of Islamic Centre of South Africa Hojjatoleslam Seyed Abdollah Hosseini.
