On April 4, 1949, the United States and eleven European countries met in Washington, DC, and signed the North Atlantic Treaty. By helping to create the North Atlantic Treaty Organization (NATO), the United States signaled that it would not retreat into "Fortress America" as it had after World War I. The decision to remain engaged was made in part because US policymakers feared an expansionist Soviet Union, particularly after Moscow orchestrated the overthrow of Czechoslovakia's democratically elected government in March 1948. US participation in NATO offered European nations protection from Soviet encroachment, and marked the first time in its history that the United States had made a peacetime military commitment to Europe. James M. Lindsay, CFR's senior vice president and director of studies, argues that US participation in NATO marked a fundamental shift in the course of US foreign policy. However, he notes, undertaking such a shift can often prove difficult. "Countries at times do change the fundamental direction of their foreign policies," he says, "but usually only after much delay and in response to epic events." In NATO's case, he points out, the "United States abandoned its nineteenth century foreign policy only after two world wars." The North Atlantic Treaty Organization (NATO) has "carpet bombed" the entire neighborhoods in Libya, a writer and geopolitical analyst told Press TV's US Desk in an interview. "They carpet bombed the country ... their deliberate tactic was to create a humanitarian disaster and to militarily clear the way, without any humanitarian regards, without any regards for human life," said Mahdi Darius Nazemroaya, from the Canadian-based Centre for Research on Globalization, on Monday. "[NATO] used every dimension of the psychological war including the media to create fear which created a state of panic and it also traumatized the local population and it caused a lot of people to defect, not a lot but it did cause quite a fair number of people to defect or to remain neutral," Nazemroaya said. A popular international movement against this deployment swept across Europe, including the sicilian town of Comiso, at the souther tip of Sicily, the heart of the most productive agricultural area of Southern Italy: the projected deployment site for 112 Italy's missiles. Construction of the Comiso base began in 1982. At the same time, thousend of anti-nuclear activists descended on Comiso to establish huge international summer peace camps. In April 1982, more than 60000 demonstrators from all over Europe converged on Comiso. Most were young people carring out direct nonviolent protest actions at the site of the military base. Rev. Jinyu Morishita, of the Nipponzan Myohoji buddhist order, was one of them. After almost 20 years living in Comiso, in 1998 he has finally finished building a "south" peace Pagoda right there on a small hill dominating the Comiso valley and the old military base, as a sign of every day effort for peace. Russia Demands Investigation of NATO and Rebel Crimes in Once Prosperous and Independent Libya
The North Atlantic Treaty Organization (NATO) has failed to acknowledge civilian casualties from air strikes during its 2011 Libya campaign, and has not investigated possible unlawful attacks, Human Rights Watch said in a recently released report. The 76-page report, "Unacknowledged Deaths: Civilian Casualties in NATO's Air Campaign in Libya," examines in detail eight NATO air strikes in Libya that resulted in 72 civilian deaths, including 20 women and 24 children. It is based on one or more field investigations to each of the bombing sites during and after the conflict, including interviews with witnesses and local residents. "Attacks are allowed only on military targets, and serious questions remain in some incidents about what exactly NATO forces were striking." said Fred Abrahams, special adviser at Human Rights Watch and principal author of the report. The absence of a clear military target at seven of the eight sites Human Rights Watch visited raises concerns of possible laws-of-war violations that should be investigated. Human Rights Watch called on NATO to investigate all potentially unlawful attacks and to report its findings to the UN Security Council, which authorized the military intervention in Libya. The Human Rights Watch report is the most extensive examination to date of civilian casualties caused by NATO's air campaign. The North Atlantic Treaty Organization (NATO) is being heavily criticized for civilian casualties and a series of bombings apparently targeting essential non-military infrastructure in Libya, with most human rights observers calling the NATO actions as war crimes and crimes against humanity. Mahdi Darius Nazemroaya with the Centre for Research on Globalization said civilians in Tripoli and other major Libyan cities were bombed "indiscriminately by NATO" in recent month. Left along outgoing massacre in Tripoli, "In Zliten, 85 people were killed including 33 children, 32 women, and 20 men as a result of NATO's deliberate targeting of residential areas and civilian infrastructure," he wrote, posting a dozen pictures showing the aftermath of the attack, which he called "photographic evidence of NATO war crimes." International human rights groups also raised questions about the bombings. "NATO continues to stress its commitment to protect civilians," said Amnesty International's Hassiba Hadj Sahraoui in a statement.
