Richard Shepherd is the Conservative Member of Parliament for Aldridge Brownhills. He has been a champion for more open and transparent government and is known and respected for the long campaign he fought for freedom of information. Richard Shepherd is also a campaigner against compulsory metrication.
He has had a distinguished Parliamentary career. Previously he has been a winner of both the Spectator's Award as Backbencher of the Year and Parliamentarian of the Year.
Richard Shepherd was also a Maastricht Rebel and fought for a referendum on that Treaty. He lost the Whip in November 1994 after voting against the European Communities (Finance) Bill, but had it returned four months later.
Speech by Sir Andrew Green
My subject tonight is immigration and the impact of the EU. Now both these topics, both immigration and the EU are matters of very considerable concern to the electorate and yet strangely they are very seldom discussed on their merits. Indeed immigration is seldom discussed at all for fear I think of being branded as either a xenophobe or a racist or both.
Well as the Chairman said, having spent my career in the Foreign Service I am not in the least bit concerned about either of those charges.
I’m going to speak for about 20 minutes and then take questions to cover the points of most interest to you. I suggest that if we are to carry conviction on European matters and immigration matters then we must be clear where they overlap and reinforce and where they don’t, so I will try to disentangle those two subjects a little. I’m going to start by sketching out the scale and nature of the immigration problem that our country now faces, then I’ll go on to outline the European aspects and I’ll conclude by suggesting a constructive way forward.
But first of all the problem. We are not opposed to immigration and still less to immigrants, but we do think the number has got out of hand, we do think that the Government have lost control of the borders; I would have thought that that was obvious. Immigration on a modest scale is a natural part of an open economy and we favour that. We don’t favour what is going on now but it is a surprisingly new problem.
As you can see from this, this is the net immigration into England and actually there was no immigration until the early 80s, it was emigration, a net outflow of people. But it wasn’t until 1997 that the numbers started to rise very sharply indeed and they rose as a result of action and inaction by the Government. So talk of a nation of immigrants is frankly claptrap. The foreign immigration is now running at about a third of a million a year or 900 a day, that’s net. So in total there have been roughly three million net immigration into Britain in the last ten years, that’s the ones we know about, there are also of course illegal immigrants of the order of maybe three quarters of a million. So perhaps it’s not surprising that public concern has mounted over that time.
Quite intriguing, a lot of concern in 79/80, when I think Mrs Thatcher raised it as an election issue, when during the years of Conservative Government as it happens, virtually no interest and people felt that it was a matter that was being dealt with satisfactorily and surprise surprise from 1997 it started to shoot up. And of course that point is the financial crisis of last autumn and now immigration is second equal with crime. I think something like economy is top with 65%, immigration and crime about 30% and then you get down to trivial matters like health and education which are 15%.
So what’s the impact of all this? Well the impact on the population is frankly enormous. This shows you the impact on England, almost all immigration is to England by the way, about 95% of foreign immigration and on the Government’s own figures our population will increase by ten million in the next 20 years and 70% of that will be a result of immigration. Psalm 67 - 67:1 May God be gracious to us and bless us and make his face to shine upon us, [Selah] 2 that thy way may be known upon earth, thy saving power among all nations. 3 Let the peoples praise thee, O God; let all the peoples praise thee! 4 Let the nations be glad and sing for joy, for thou dost judge the peoples with equity and guide the nations upon earth. [Selah] 5 Let the peoples praise thee, O God; let all the peoples praise thee! 6 The earth has yielded its increase; God, our God, has blessed us. 7 God has blessed us; let all the ends of the earth fear him!
Looking today – this Psalm is a theme throughout the Bible. We are blessed – God blesses us – in order that we might be a blessing. When God acts on our behalf, He does it for us, but not JUST for us – He does it so we might take His blessing and become a blessing to those around us. When we fail to remember that, the blessings dry up – because God is giving them to us that we might use them in the lives of others.
Blessings come in a multitude of ways – TRIALS – sometimes in a deeper understanding of God. Sometimes blessings come in circumstances. But if we only look at circumstances – we may miss a lot of what He wants to give us.
As God blesses us, we are to turn around ang give that to tohers.
God is the God of all comfort, that we might be able to comfort those in affliction. When God gives His comfort and mercy and blessing – He is doing that because your brothers and sisters in Christ may someday be going through the same thing and He wants you to step up.
As this is true personally, this is true about the Church. As Americans, we tend to read it as a personal book. But it is first written to the community of believers. It is written to the church – and we read it as a community – and the blessings – as God blesses this community – and He has in many ways – even through the difficulties. During the mortgage burning party, we’ll talk a bit about that. But He does that so that we might be a blessing to others. It is easy to forget that that is our purpose. We must keep that in the forefront. Even as we look at Having a Better 2010 – think of it – God’s desire for us this year – in the ways God has blessed us – we are to be a blessing to the commuity.
First, we are here that more people may find faith in Christ. That is always our job – our goal – our purpose – our mission – to bring more people to faith in Christ. To set the church up in such a way that that is our purpose and focus. It is so easy to forget that. We often view church – is it meeting my needs? How are the ministries going? That is very important.
Last night, I was running and listening to our sister church in Westerville – we are a relational church with a missional purpose. And that is really true of us as well.
I want to challenge us – to have a better 2010 – to have a missional focus to bring more people to Jesus. Of course you are! IF not, we’ll talk later! You’ve got to be! It has changed you! How can we not want that for our neighbors and the people we work with? And that could overcome some of the fear – being able to communicate with them in your own way.
Preaching a sermon to your neighbor is probably not going to work – but communicating what Christ did for you – that is powerful. Like the blind man – what do you think about this Jesus? I was blind and now I see! We all have a story like that! For me it was only a short 18 years of blindness before my eyes were opened - -for some it was longer, for others, shorter. In bringing more to faith, we need to minister to more people. We do a good job of caring and serving – but God doesn’t want us to stop – OKAY, we’ve served enough! NO! we need to be serving more! Let’s continue – move – and serve more.
Finally – it is helping more people to grow in their relationship with Christ. We have small groups – and that is one of the key things. The reason we will be doing this one on family and marriage – most need help in marriage. That is a real key thing for Christians – to have good, real, strong marriages – that is very valuable! The reason I teach through the Bible – we believe the Bible is what helps you grow in your relationship with Christ. There is something significant about the Word of God in your life. We could get up and give seminars, which can be helpful, but there is a POWER in God’s word and it is what changes us from the inside.

First Deaf Umrah
Duality of photography
One of the most challenging aspects of this assignment was the nature of the assignment itself. I was asked to photograph the first deaf Umrah from the UK. Whilst in pervious photography projects, I simply shot images, on this journey as a Muslim I was not only the photographer, I too had to participate in the acts of Umrah.
Any Muslims entering the holy cities must complete certain rites. I was acutely aware of this, and from the onset tried to prepare myself for the dual role I would be expected to take on. I too had to do Umrah and when the call of prayer was made, I too had to go to the mosque and pray.
During the plane journey, I spent time photographing, interviewing and collecting sound. I continued to photograph, whilst in ihram and in the Umrah attire, all the way to Mekkah.
Whilst the rest of the group rested before the Umrah rites, I had to use that time to complete my Umrah, which can be physically draining. As soon as I had completed my Umrah, I then had to join the deaf group to photograph theirs. I soon realized how physically exhausting this job was.
It was 36 hours of continuous shooting, before I was able to entre my hotel room and sit down.
The day would start at the call to Morning Prayer, at 4.30am, and carried on till 1am with the various invitations, several of them to Jeddah, a city two and a half hours away. Also with my experience of living in the Middle East, the group relied on my knowledge of the city. One night I ended up in hospital with two female members of the group.
Deaf Culture and communication
With no pervious background in deaf awareness, I soon had to get to grips with deaf culture. There are particular ways in which things must be done when working with deaf people. I had to fast learn that, from simple logistical issues, to how a room has to be set up, for deaf communication all needs to be thought through. Although there were BSL interpreters, I found, with no BSL at all, there was a communication barrier. The deaf group was very pleasant, and after few hours of being with them, they soon began to ignore me and my camera, although I wonder if that was a general ignorance of me, rather than being comfortable with my camera.
Photography of the Holy mosques
Photography generally isn’t allowed in Saudi Arabia, and they are particularly strict about photography in the two holy cities of Mekka and Medina. Camera and equipments can be confiscated, without return. Living in the Middle East I knew, it takes one official dim view of photography to get into trouble.
The group didn’t get official permission to photograph in Saudi Arabia, or the two Holy mosques. Although to be fair it extremely difficult, if not virtually impossible to get official permission.
Photography is prohibited inside the two mosques. However over the years that I have been performing Umrah, it seems that a general leniency is being given to small digital camera, as well camera phones. Most officials turn a blind eye, choosing to ignore pilgrims taking the odd snaps or video recording. Having said that, most people were discreet about taking pictures, and will hide their camera in front of guards.
For me to be able to take pictures inside the holy mosques, I had to sneak in my small Leica, and be discreet when taking pictures.
Multi media presentation
The schedule of the trip was very tight, with most of the day accounted for something. The time to edit pictures and take stock of the event wasn’t possible. Therefore I came back to the UK with almost 6,000 images to edit.
One of the biggest challenges I faced was how to present the images. There were so many different elements to the trips, so many different stories to tell; choosing what to show was difficult. Rather than choosing one thing to tell, I felt it was better to show a snapshot of the entire journey, encapsulating the journey of the first deaf Umrah.
From 6000 images I had to choose around 100 images, that wasn’t an easy task at all.
I had to edit the original script 2,500 words to a 1000 words, in keeping with the time limit of the film.
The voiceover was recorded by the director of the organization, Dr. Saduf Naqvi. I chose her as I felt she was the most appropriate person.
She was an interpreter on the trip, she is married to a deaf person, her working and personal life is working in the deaf community, she was instrumental in organizing the first deaf Umrah, and this too was her first Umrah. The narrative was from her point of view.
Voiceover was recorded, background sound was collected from the video footage, and edited with GarageBand, pictures were edited with Aperture, and slide presentation was put together with iMovie.
Conclusion
The multimedia slideshow I hope not only explained what Umrah is, the rites and history, but captured the essence of the journey, from the spirituality, to the practicality, to the fun, the humor, and seriousness, that epitomizes the various dimensions of t

Gary Younge - Margins Define the Mainstream
At any given moment an identity's borders may shift and blur according to prevailing attitudes and political realities. Those who were black, Jewish or British yesterday may find themselves differently designated tomorrow. The recent case of South African sprinter Caster Semanya illustrates even sex is not as definite a category as many assume. It is precisely in those borderlands - the margins - that the mainstream is defined. Gatekeepers, both official and popular, attempt to police these frontiers. But humanity, ever dynamic and evolving, finds ways to evade their grasp. So what is marginal and what is mainstream are both relative to each other and in a constant state of change within themselves.

The Margins Define the Mainstream

I want to start with a tale of two white girls. Sandra Laing from Mpumulanga in South Africa and Bliss Broyard who was raised in the blue-blood world of Connecticut's twee suburbs and private schools. Broyard’s racial identity was ensconced in the comfort of insular whiteness that had always known there were 'others' but never really considered them. 'I'd never had a conversation about race,' she confesses, in her book One Drop. 'In the world I was raised in, it was considered an impolite subject. Although I grew up within an hour's drive of three of the poorest black communities in the United States those neighbourhoods seemed as distant as a foreign country.'
But in early adulthood Broyard would discover that on one level she had a greater connection to those neighbourhoods than she imagined. For on his deathbed her father, Anatole, confessed that he was in fact a black man who had been passing as white throughout most of his adult life. Initially she was thrilled at the news. It was, she wrote, "as though I'd been reading a fascinating history book and then discovered my own name in the index. I felt like I mattered in a way that I hadn't before."
But then came the heavy lifting. The family her father had left behind, many of whom lived in the South, and her relationship to those poor black communities that she had known of but never actually known, forced her to reassess everything she had once thought about herself. "I felt unsettled: I'd already experimented with describing myself as black on a few occasions and it hadn't gone over well."
The other white girl, Laing was born to two white Apartheid-supporting Afrikaaner parents in the small town of Piet Retief near the Swazi border. Her grandparents were also white. Blood tests proved she was her father's daughter. Yet Sandra emerged dark-skinned with afro hair - a black girl. And under the strict segregationist laws of Apartheid the fact that she had two white parents could only mean so much. Sandra was removed from her whites-only school and reclassified as "coloured".
Sandra's parents fought the reclassification hard. "Sandra has been brought up as a White," her father explained to the Rand Daily Mail. "She is darker than we are, but in every way she has always been a White person. If her appearance is due to some "coloured blood' in either of us, then it must be very far back among our forebears, and neither of us is aware of it. If this is, in fact, so, does it make our family any different from so many others in South Africa?"
Eventually Sandra would be reclassified as white. But in a country where segregation was rigid and nobody accepted her as white, this legalistic change was more than a technicality but less than an objective reality. Eventually she decided that since black people were prepared to accept her literally on face value while whites were not that she would reclassify herself back to coloured.
Two white girls in two nations founded in no small part on racial classification and segregation, discover that they are both in different ways black. These we might broadly agree are two marginal tales. In all likelihood we know relatively few people who have these racial experiences.
But for the purposes of this contribution, and I would argue this conference, they are instructive because they shine considerable light on how the relationship between the margins and the core is understood, misunderstood, assumed, accepted and all too often unacknowledged. There are 4 specific ways in which this plays out in society in general that are illustrated here that I want to dwell on in the rest of this talk.
First, that the margins in no small part define the core. They establish the boundaries within which the core can be understood. Without the margins there can be no core, just as without borders there can be no nation. The two concepts are not
