Saudi oil reserves 'overstated'
The United States fears Saudi Arabia may not have enough oil reserves to prevent world prices rising sharply, according to cables from its embassy in Riyadh. The cables, obtained by WikiLeaks, urge Washington to take heed of a warning from a former Saudi government oil executive that the kingdom's crude oil reserves may have been overstated by as much as 40 per cent. US diplomats reported that Sadad al Husseini, the ex-head of exploration at Saudi oil monopoly Aramco, "disagreed" with Aramco's analysis that it had reserves of 716bn barrels and that would rise to 900bn barrels in 20 years. The claims about the world's largest crude oil exporter, published in The Guardian newspaper on Wednesday, come as the price of oil has soared in recent weeks to more than $100 a barrel amid tensions in the Middle East and global demand. Al Jazeera's Imran Khan reports.

thefilmarchive.org February 24, 2012 In 2010, a few weeks after the Supreme Court decision in Citizens United, the Court of Appeals for the DC Circuit ruled in SpeechNow.org v. Federal Election Commission that PACs that did not make contributions to candidates, parties, or other PACs could accept unlimited contributions from individuals, unions, and corporations (both for profit and not-for-profit) for the purpose of making independent expenditures. The result of the Citizens United and SpeechNow.org decisions was the rise in 2010 of a new type of political action committee, popularly dubbed the "super PAC". Officially known as "independent-expenditure only committees," Super PACs may not make contributions to candidate campaigns or parties, but may engage in unlimited political spending independently of the campaigns. Also unlike traditional PACs, they can raise funds from corporations, unions and other groups, and from individuals, without legal limits.[6] As noted, Super PACs were made possible by two judicial decisions. First, in January 2010 the US Supreme Court held in Citizens United v. Federal Election Commission that government may not prohibit unions and corporations from making independent expenditure for political purposes. Two months later, in Speechnow.org v. Throughout the 1990s, a new force began to emerge. The origins of the Taliban (literally "students") lay in the children of Afghanistan, many of them orphaned by the war, and many of whom had been educated in the rapidly expanding network of Islamic schools (madrassas) either in Kandahar or in the refugee camps on the Afghan-Pakistani border. According to Ahmed Rashid, five leaders of the Taliban were graduates of Darul Uloom Haqqania, a madrassa in the small town of Akora Khattak.[109] The town is situated near Peshawar in Pakistan, but largely attended by Afghan refugees.[109] This institution reflected Salafi beliefs in its teachings, and much of its funding came from private donations from wealthy Arabs. Bin Laden's contacts were still laundering most of these donations, using "unscrupulous" Islamic banks to transfer the money to an "array" of charities which serve as front groups for al-Qaeda, or transporting cash-filled suitcases straight into Pakistan.[110] Another four of the Taliban's leaders attended a similarly funded and influenced madrassa in Kandahar. thefilmarchive.org Proven oil reserves in Saudi Arabia are the second largest claimed in the world, estimated to be 267 billion barrels (42×109 m3) (Gbbl hereafter) including 2.5 Gbbl in the Saudi-Kuwaiti neutral zone. These reserves were the largest in the world until Venezuela announced they had increased their proven reserves to 297 Gbbl in January 2011. The Saudi reserves are about one-fifth of the world's total conventional oil reserves, a large fraction of these reserves comes from a small number of very large oil fields, and past production amounts to 40% of the stated reserves. Oil reserves in the United Arab Emirates, according to its government, are about 98 billion barrels (15.6×109 m3), almost as big as Kuwait's claimed reserves. Of the emirates, Abu Dhabi has most of the oil with 92 billion barrels (14.6×109 m3) while Dubai has 4 billion barrels (640×106 m3) and Sharjah has 1.5 billion barrels (240×106 m3). Most of the oil is in the Zakum field which is the third largest in the Middle East with an estimated 66 billion barrels (10.5×109 m3). The UAE produces about 2.9 million barrels per day (460×103 m3/d) of total oil liquids, but has stated its intention to increase this to 5 million barrels per day (790×103 m3/d) by 2014. The UAE's reserves-to-production is about 93 years.
