Protesters interrupted the Canada-Europe Energy Round table [1] in London today, to expose the UK government’s opposition to European legislation, which would label tar sands oil as highly polluting. The campaigners stripped down to Union Jack boxers and maple leaf underwear and covered each other with oil while kissing and groping in a provocative ‘oil orgy’ [2].
“We interrupted the Energy Round table today because the UK and Canadian governments flirtations are developing into friends with benefits. This seedy relationship puts profits for the oil industry and banks ahead of much needed legislation which will curb emissions from transport fuel in Europe,” [2] said UK Tar Sands Network campaigner Emily Coats.
Since PM Cameron’s visit to Canada last month, the UK government has been echoing the position of the Canadian government that the EU is ‘unfairly discriminating’ against the Canadian tar sands [3]. Contrary to Canada’s claims that the Fuel Quality Directive (FQD) will discriminate against the tar sands, the current FQD proposal also includes values for other unconventional oil feed stocks, such as shale oil [4].
“The UK government is supporting sleazy Canadian lobbying efforts and today’s Energy summit shows just how intimate they have become to promote the tar sands industry,” said Pete the Temp, climate campaigner and performance poet ( see http://www.petethetemp.co.uk )
Despite extensive lobbying by the Canadian government over the last year, [5] last Tuesday the European Commission announced its recommendation that tar sands fuel should be assigned an accurate value in order to account for the higher emissions caused by tar sands extraction [6].
“A Canadian government body [7] proved that tar sands extraction is very filthy, yet the Harper government is increasing extraction of bitumen without full scientific knowledge of the impacts on the local environment and the global climate.” said Coats.
In the upcoming weeks the UK will continue to receive Canadian officials [8] as Canada attempts to secure the UK as an ally to stall the FQD directive, which has already received extensive support from the EU commission. The controversial UK government support for the Canadian tar sands industry has received disapproval and outrage from UK climate activists, which shall escalate as the relationship deepens.

Gündüz, kalabalık bir köy meydanı, neşeli bir bayram günüyken, geceleri ürkütücü bir sessizliğe, karanlık dehlizlere ve tehlikeli bakışlara dönüşen Tarlabaşı’ndan “Kentsel Dönüşüm” ne istiyor? Kimler, niye burada ve nasıl yaşıyor sorusu ardında, geceyi de gündüzü de adımlayan bu çalışma, yaşamın cıvıltılı ıslığını çalarak dolaştığı Tarlabaşı sokaklarında horlanmışlığın belgeselini sunuyor.
Önce 2005 yılında "Yıpranan Kent Dokularının Yenilenmesi, Korunması ve Kullanılması Hakkında Kanun Tasarısı" adıyla maruf 5366 nolu yasa çıkıyor. Yasanın mimarlarından biri olmakla övünen Beyoğlu Belediye Başkanı Ahmet Misbah Demircan'ın da azmiyle TBMM'den çıkan onayın akabinde, Tarlabaşı Bulvarı'na cephesi olan ve hemen arkasındaki yapı adalarında yer alan 209'u tescilli, toplam 278 binanın bulunduğu bölge "yenileme alanı" ilan ediliyor. Semtin yüzde 3'üne tekabül eden alandaki mülk sahipleri Beyoğlu Belediyesi tarafından 'bilgilendirmeye' çağrılıyor. Toplantılara katılımı belgelendirmek için mülk sahiplerinden alınan imzalar daha sonra ortada olmayan yenileme planları için anlaşma zeminin bulunmadığının delili olarak gösteriliyor ve Bakanlar Kurulu'ndan acil kamulaştırma kararı çıkarılmasına vesile ediliyor. Tıpkı Süleymaniye, Sulukule, Zeyrek, Balat, Fener, Kürkçübaşı ve daha nice tarihî mahalle gibi, Tarlabaşı da 5366 no'lu yasanın hükmü altına sokuluyor.
Söz konusu yasa, son beş yılda çıkan ve birbiriyle tutarsız bir dizi kanunun, belediyeye nasıl çoktan seçmeli bir müsadere zemini hazırladığına oldukça sarih bir örnek. 90'lar boyunca Tarlabaşı da dahil, tarihi semtlerin SİT alanı ilan edilmesi üzerine doğan bütüncül planlama zorunluluğunu saf dışı bırakmak için Anıtlar Kurulu yerine "Yenileme Kurulu"nun ikame edilmesinin önünü açan yasa, katılımcılık söylemini istişareden ibaret bir genellemeye indirirken abanın altından gösterdiği sopayı 7. maddesinde şöyle açık ediyor: "Bu kanun kapsamında yer alan yenileme alanlarında, uluslararası hukuktan doğan yükümlülükler saklı kalmak kaydıyla, diğer kanunların bu kanuna aykırı hükümleri uygulanmaz." Bir başka deyişle 5366 "özel" bir amaçla, uygulayıcıları da istisnai yetkilerle donatılıyor...

Kamulaştırma yetkisini de belediyeye devreden yasanın özel amacının rantsal karşılığını anlayabilmek için semtin çevresine bir göz atmakta fayda var. Mimarlar Odası'ndan Mücella Yapıcı'nın "Tarlabaşı Kanunu" diye adlandırdığı 5366 no'lu yasa aslında mahallenin zamanla rant merkezi olarak algılanmasına neden olan bir dizi kentsel müdahalenin sonucunda icat edildi. Bedrettin Dalan, Haliç sahiline inerek şimdilerde soylulaşan bölgeyi ranta açmak için 19861988 yıllarında 167'si tescilli, 368 binayı yıkıp Tarlabaşı Bulvarı'nı yaratarak semtin Beyoğlu ile olan organik bağını kesti. Yine 1988 yılında, ikinci köprünün açılmasıyla iş merkezi Zincirlikuyu-Maslak güzergâhına doğru kaydırılmaya başlandı. Bu aksın doğal uzantısı olan "tarihi" Beyoğlu, İstiklal Caddesi'nin 1990 yılında trafiğe kapatılmasıyla gelmekte olan servis sektörünün eğlence mabedi olarak tescillendi. 2000 yılında metronun Maslak'ın çeperinden Taksim'e ulaşmasıyla yeni tarz-ı hayatın silueti belirdi: Maslak'ta bir ofiste yüksek gelirli bir masabaşı işgününün bitiminde, ara istasyonlardaki bir AVM-residansta alışveriş yapma ya da eve uğrama molasından sonra, Taksim'e intikal ederek Batılı anlamda turizm ile soslanmış gece hayatında günü nihayetlendirme. Bu kunt ve "kürsel kent" söyleminden apartılmış şablon son 10 sene zarfında Tarlabaşı'na olan baskısını çeşitli kollardan arttırdı. Tarlabaşı'na komşu Talimhane bölgesinde Seyfi Arıkan gibi tarihsel öneme sahip mimarların binaları yıkılıp küçük esnaf ve yoksul sakinler bölgeden uzaklaştırılken açılan 48 otel sayesinde yörede emlak fiyatları 6 kart arttı. Piyalepaşa'dan aşağı inerken sağda, Bilgi Üniversitesi Dolapdere kampusü öncü soylulaştırma unsuru olarak bölgeye yerleşirken, Pangaltı ve Şişli istikametinden yukarı çıkarken yapımı süren 6 dev rezidans projesi hizmet sektörünün kültür hayatına yakın durmak isteyen üst sınıf çalışanlarını ağırlamayı hayal ediyor.
