M23 motorway
The M23 motorway is a motorway in the United Kingdom. The motorway runs from south of Hooley in Surrey, where it splits from the A23, to Pease Pottage, south of Crawley in West Sussex where it rejoins the A23. The northern end of the motorway starts at junction 7 on what is effectively a 2-mile (3.2 km) spur north from junction 7 of the M25 motorway (junction 8 on the M23). From Hooley it runs for 17 miles (27 km) past Redhill, Gatwick Airport and Crawley. A spur runs from junction 9 to Gatwick Airport.
The M23 was planned to relieve congestion on the A23 through Streatham, Thornton Heath, Purley and Coulsdon in south London and was originally intended to terminate in Streatham Vale at a junction with the controversial London Ringways Plan's Ringway 2 (the intended replacement of the South Circular Road (A205)).
In an earlier version of the Ringways Plan it would have continued into central London where it would have met the Balham Loop spur from Ringway 1 (the London Motorway Box) at Tooting. This was dropped in 1967 when the northern terminus was changed to Ringway 2.

Humanitarian agencies are still unable to reach tens of thousands of displaced people in the Democratic Republic of Congo (DRC)'s North Kivu province as fighting continues around the city of Goma. Most aid agencies operating in eastern DRC have their operations based in the eastern town of Goma. Adrian Edwards, Spokesperson for the United Nation's Refugee Agency, UNHCR, told journalists at a briefing in Geneva today (23 November) that "normally we work in 31 displaced camps in North Kivu hosting just over 108000 people. The fighting has meant that we and our partners have not been able to access most of these areas". The United Nations (UN) estimates that there are over 1.6 million internally displaced persons in eastern DRC as a result of fighting between the national army and rebel groups in the region. The UN Children's fund, UNICEF, fears there could be a spike in cholera cases as those displaced may not have access to sanitation and clean water services. Speaking at the same briefing, UNICEF's spokerperson, Marixie Mercado said that, "many of the displaced come form other camps or villages where there was previously cholera. There are huge numbers of children collecting water from Lake Kivu which obviously raises the risk of disease spreading". Following the fall of Goma to the M23 rebel group on 20 November and Sake on 22 November, UN human rights teams had also documented cases of arbitrary execution, enforced disappearances, degrading treatment and rape against civilians by M23 fighters in Goma and surrounding areas.
