Using the classic divide-and-rule approach, the Armed Forces of the Philippines has organized, armed, and trained indigenous paramilitaries to fight against their kin. Lumad in the Bangsamoro: On the Indigenous Peoples' Rights Act

I am Leonora Mokudef, Fintailan from Upi, Maguindanao that is part of the core territory of the Bangsamoro. It is important for us that our rights are recognized in the proposed Bangsamoro Basic Law, as indigenous peoples that are non-Moro. Our right to identity, our right to self-determination, and our right to our ancestral domains are recognized by a national law -- the Indigenous Peoples' Rights Act (IPRA). But in the Autonomous Region in Muslim Mindanao, IPRA is not recognized and implemented.
But for us, indigenous peoples' rights matter -- they should be recognized, respected, and asserted in the Bangsamoro Basic Law.

Militarization of communities has led to forcible evacuations of Lumads. Their livelihood has been disrupted. Community infrastructure like schools, clinics, collective farms have been destroyed.
