Swiss bank UBS is set to pay a fine of $1.5b becoming the second bank after Barclays to be charged with misconduct in connection with the London Interbank Offered Rate or Libor. Libor is the rate at which banks lend to each other. It is used to price more than three hundred and fifty trillion dollars in contracts around the world. Potential losers include pension funds, insurance companies and individuals. More than a dozen banks have been caught up in the international inquiry, and there are more cases to come. Egyptians, weary of a prolonged political turmoil, on Saturday began voting on a referendum over a divisive constitution that has brought Islamist President Mohammed Mursi on a confrontation with a secular opposition which accused the Muslim Brotherhood of "vote-rigging". The two-phased polling began amidst tight security. A little more than half of Egypt's electorate of 51 million are eligible to vote in the first round while rest would be able to vote in the next phase on December 22. Despite days of violent protests Mursi has not buckled, defending his decree which halts court challenges to his decisions. The president has described the move as ''an exceptional stage,'' but many Egyptians are calling him a new dictator.
