New and Shifting Populations in Belfast: Analysis and Impact
Dr Ian Shuttleworth and Professor Frank Gaffikin (QUB) It is often assumed that residential segregation in Northern Ireland always increases through time. However, early analyses of the 2011 Census showed that segregation fell between 2001 and 2011. This presentation will explore the possible population processes that have driven this change, and will discuss the impact of births, deaths, and migration on the shifting population geography of Northern Ireland. Some suggestions about the implications of these developments for the 'shared future' agenda are considered. Alongside this review of regional patterns of segregation, an examination of key features of demographic change in Belfast will underpin a critical reflection on its impact on planning and regeneration in the city.- published: 07 Nov 2013

Minister of Finance and Personnel, Simon Hamilton, fielded questions on the 'Help to Buy Scheme' and the recently launched 'Agri-Food Loan Scheme' during today's topical questions. The 'Help to Buy Scheme' is now widely available across the UK with only Nationwide of the major mortgage lenders not yet participating. The scheme will help people to get on the property ladder and, along with the co-ownership scheme, should aid the recovery of the Northern Ireland housing market. The Minister promised that he will be working with the Social Development Minister to encourage more banks to participate because it is important that these kind of schemes don't fail due to lack of bank participation. The Agri-Food Loan Scheme, launched at the start of October, has arrived in response to the Agri-Food Strategy Board's report which highlighted the difficult lending environment as curtailing growth in the sector. In the wake of the horse meat scandal it is hoped that the new scheme will help Northern Ireland's farmers take advantage of the supermarkets desire for local produce by creating easier access to funding. During the scheduled oral questions Chris Lyttle was keen to ask the Minister about the impact of Peace III funding on delivering a shared future. Peace III funding is a programme, part funded by the EU, which encourages and finances projects that help to reconcile communities and contribute towards a shared society. Mr Lytlle was concerned about the vast cost in providing segregated services to Northern Ireland (due to the divisions in our community) compared to the savings that could be made on shared services. While the Minister sympathised with Mr Lyttle's concerns he explained that prioritising shared services over segregated ones is not as easy as "clicking our fingers" but that he is "exceptionally open to looking at anything that might help". Also discussed during the Finance Minister's Question Time was the National Assets Management Agency, the joint Ministerial taskforce on banking, procurement and the Budget Exchange Scheme.- published: 16 Oct 2013

The Holy Cross dispute occurred in 2001 and 2002 in the Ardoyne area of north Belfast, Northern Ireland. During the 30-year conflict known as The Troubles, Ardoyne had become segregated -- Protestants lived in one area and Catholics in another. This left Holy Cross—a Catholic primary school for girls—stuck in the middle of a Protestant area. In June 2001, Protestant loyalists began picketing the school, claiming that Catholics were regularly attacking their homes and denying them access to facilities. For weeks, hundreds of protesters tried to stop the schoolchildren and their parents from walking to school through their area. Some protesters shouted sectarian abuse and threw stones, bricks, fireworks, blast bombs and urine-filled balloons at the schoolchildren and their parents. Hundreds of riot police, backed up by British soldiers, escorted them through the protest each day. The "scenes of frightened Catholic schoolgirls running a gauntlet of abuse from loyalist protesters as they walked to school captured world headlines".[1] Death threats were made against the parents and school staff by a loyalist paramilitary group called the Red Hand Defenders. The protest was condemned by politicians from both sides and by people from both the Catholic and Protestant communities. Some likened the protest to child abuse and compared the protesters to American white supremacists in 1950s Alabama.[1] The first picket took place in June, during the last week of school before the summer break. It resumed on 3 September, at the beginning of the new school term, and lasted until 23 November. During this time, the protest sparked fierce rioting between the two communities in Ardoyne. The loyalists agreed to "suspend" the protest after being promised tighter security for their area. In January 2002, a scuffle between a Protestant and a Catholic woman outside the school sparked a large-scale riot in the area. The picket was not resumed and the situation has been mostly quiet since then. The following year, the BBC aired a documentary-drama about the protests.
